Page 1 of 2 The regular meeting of the Mayor and Council was held in the Council room of West Point City Hall December 10, 2018 at 5:30 P.M. with Mayor Steven M. Tramell presiding. Members Present: Members Absent: Mayor Pro-Tem Sandra Thornton Councilmember Joseph R. Downs III Councilmember Henry Hutchinson Councilmember Gerald W. Ledbetter Councilmember Gloria R. Marshall Councilmember Benjamin F. Wilcox Mayor Tramell called Councilmember Gerald W. Ledbetter for opening prayer. Mayor Steven Tramell led the Pledge of allegiance. Mayor Tramell called the meeting of the Council to order and welcomed everyone. MINUTES Mayor Tramell asked for a motion to approve the minutes from the November 12, 2018 regular meeting. Councilmember Sandra Thornton made said motion and was seconded by Councilmember Benjamin F. Wilcox; the minutes were approved unanimously without change. FINANCIAL REPORT Councilmember Gerald W. Ledbetter presented the November financial report with the December cash position and forecast and made a motion to accept the report; motion seconded by Councilmember Gloria R. Marshall and passed unanimously. 1 Page 2 of 2 AGENDA Mayor Tramell asked for a motion to approve the agenda. Councilmember Gloria R. Marshall made said motion and seconded by Councilmember Benjamin F. Wilcox passed unanimously. 2019 PROPOSED BUDGET Mayor Tramell asked for a motion to adopt the 2019 City of West Point Budget. Mayor Tramell stated here were two public hearing and three work session for the 2019 Proposed Budget. One key element of the 2019 Proposed Budget will include 2% COLA. There will be no Water, Sewer, Electric, or Gas rate increases. Total operating budget will be $19.525,995 million dollars. Which includes General Government $6,140,040, Communications 911 $315,950.00, Sanitation $452,000, Electric $6,434,894, Water & Sewer $3,703,586, and SPLOST $1,082,150. Councilmember Gerald W. Ledbetter made said motion; seconded by Councilmember Joseph R. Downs III; passed unanimously. OTHER Councilmember Sandra Thornton thanked everyone who participated in the Salvation Army/Angels Toys for Tots. Over 80 children from the City of West Point will receive gifts this Christmas. She thanked all the sponsors that provide Christmas toys and other presents for children. Santa Clause will be at the West Point Housing Authority on Saturday, December 14th from 9:00 until 10:30 am. ADJOURN Mayor Tramell asked for a motion to adjourn. Councilmember Gerald W. Ledbetter made said motion and seconded by Councilmember Gloria R. Marshall; passed unanimously.
