City of West Point Regular Council Meeting Minutes Monday, November 11, 2024 @ 5:30 PM West Point Council Chambers The regular meeting of the Mayor and Council was held in the Council Chambers November 11, 2024, at 5:30 P.M. with Mayor Steven M. Tramell presiding. Members Present: Members Absent: Mayor Pro-Tempore Joseph R. Downs III Councilmember Joel B. Finlay Councilmember Gerald W. Ledbetter Councilmember Gloria R. Marshall Councilmember Kevin M. Patrick Councilmember Sandra Thornton Councilmember Gerald W. Ledbetter gave the opening prayer. Mayor Steve Tramell led the pledge of allegiance. Mayor Tramell gave a big Thank you! to the Men and Women who served in our arm forces. Thanking them for the sacrifices they have made. He extended his sincere gratitude to all veterans. PUBLIC HEARING Mayor Tramell opened a public hearing for input from the public on the 2025 Proposed City Budget. There were no comments. The mayor closed the public hearing. Mayor Tramell called the November 11, 2024, Mayor and Council meeting to order. MINUTES Mayor Tramell asked for a motion to approve the minutes from the October 11, 2024, Business meeting. Councilmember Joel Finlay made said motion, seconded by Councilmember Joseph R. Downs III; passed unanimously. Page 2 of 3 FINANCIAL REPORT Mayor Tramell stated the October 2024 financial report for approval is in the Council packet. Mayor Tramell asked for a motion to approve the October 2024 Financial report. Councilmember Gloria R. Marshall made said motion, seconded by Councilmember Sandra Thornton; passed unanimously. MONTHLY REPORTS City Clerk Richard McCoy, Finance Director Ranisha Patrick went over the September monthly reports that were in the Mayor and Council packet and asked if they had any questions. There were no questions. AGENDA Mayor Tramell reviewed the agenda. • Historic Preservation Commission Appointment. The mayor asked for a motion to approve the agenda. Councilmember Gloria R. Marshall made said motion; seconded by Councilmember Kevin M. Patrick and passed unanimously. HISTORIC PRESERVATION COMMISSION APPOINTMENT Mayor Tramell asked for a motion to appoint a member to the Historic Preservation Commission for a three-year term. Councilmember Joel B. Finlay made a motion to appoint Jane Fuller to another term; seconded by Joseph R. Downs III; passed unanimously. OTHER Councilmember Kevin M. Patrick announced the owners at Valley Bowl have invited the Mayor and Council to come tonight from 6:00 p.m. until 9:00 p.m. to food and bowling. Mayor Tramell stated the Annual Thanksgiving dinner will be on Thanksgiving Day from 10:00 until 11:30 on the corner of MLK and 10th Street. This year the food will be catered by Rodger Bar B Que. The plates will be given out starting at 10:00 until all 100 meals are gone. 2 Page 3 of 3 Mayor Tramell stated there will be a work session on Tuesday, November 26th at 5:30 p.m., and there will be the second #2 Public Hearing for the 2025 Proposed City Budget. The next Business meeting is on Monday, December 9th at 5:30 p.m. ADJOURN Mayor Tramell asked for a motion to adjourn. Councilmember Gerald W. Ledbetter made said motion and seconded by Councilmember Sandra Thornton; passed unanimously.
