MINUTES OF COUNCIL REGULAR MEETING – SEPTEMBER 22, 2020 -1- THE WEST VALLEY CITY COUNCIL MET IN REGULAR ELECTRONIC SESSION ON TUESDAY, SEPTEMBER 22, 2020, AT 6:30 P.M. THE MEETING WAS CALLED TO ORDER AND CONDUCTED BY MAYOR BIGELOW. THE MEETING WAS HELD ELECTRONICALLY. THE FOLLOWING MEMBERS WERE PRESENT ELECTRONICALLY: Ron Bigelow, Mayor Lars Nordfelt, Councilmember At-Large Don Christensen, Councilmember At-Large Tom Huynh, Councilmember District 1 (arrived as noted) Steve Buhler, Councilmember District 2 Karen Lang, Councilmember District 3 Jake Fitisemanu, Councilmember District 4 STAFF PRESENT ELECTRONICALLY: Wayne T Pyle, City Manager Nichole Camac, City Recorder Paul Isaac, Assistant City Manager/ HR Director Nicole Cottle, Assistant City Manager/General Counsel/ CED Director Eric Bunderson, City Attorney Jim Welch, Finance Director Colleen Jacobs, Police Chief John Evans, Fire Chief Russell Willardson, Public Works Director Layne Morris, CPD Director Nancy Day, Parks and Recreation Director Sam Johnson, Strategic Communications Director INSIDE THE POLICE DEPARTMENT VIDEO SERIES A video providing information about the Fire Department was displayed. Councilmember Huynh arrived at 6:33 PM. APPROVAL OF MINUTES OF REGULAR MEETING HELD SEPTEMBER 15, 2020 MINUTES OF COUNCIL REGULAR MEETING – SEPTEMBER 22, 2020 -2- The Council considered the Minutes of the Regular Meeting held September 15, 2020. There were no changes, corrections or deletions. Councilmember Fitisemanu moved to approve the Minutes of the Regular Meeting held September 15, 2020. Councilmember Lang seconded the motion. A voice vote was taken and all members voted in favor of the motion. COMMENT PERIOD A. PUBLIC COMMENTS Jim Vesock stated that neighbors have noticed the progress of 4100 South and are excited to see its completion. He indicated he has also noted townhomes being constructed on 5600 West and trees coming down. B. CITY MANAGER COMMENTS Paul Isaac, Acting City Manager, had no comments. C. CITY COUNCIL COMMENTS Upon inquiry, members of the City Council had no comments. RESOLUTION 20-105: AUTHORIZE THE EXECUTION OF AN AMENDMENT TO A SERVICE AGREEMENT WITH THE COMMUNITY EDUCATION PARTNERSHIP OF WEST VALLEY CITY, INC. Councilmember Buhler discussed proposed Resolution 20-105 that would authorize the execution of an Amendment to a Service Agreement with the Community Education Partnership of West Valley City, Inc. Written documentation previously provided to the City Council included information as follows: This amendment provides a total funding commitment of $90,000 to CEP in 2021 through 2025. CEP provides a wide variety of afterschool and out-of-school programming for school aged children in West Valley City. These programs have been a positive force in the community and have reached numerous families throughout the City. The City has supported these efforts financially for several years and CEP has been able to leverage funding provided to secure matching grants and additional revenue sources. To continue to receive these funds, CEP requires additional assistance. The amendment provides for a maximum annual payment of $90,000 for 2021 through 2025, with previously allocated funds counting as the 2021 payment. This MINUTES OF COUNCIL REGULAR MEETING – SEPTEMBER 22, 2020 -3- replaces a commitment of $35,000 annually that was approved by the Council under the original agreement. Upon inquiry by Mayor Bigelow there were no further questions from members of the City Council, and he called for a motion. Councilmember Buhler moved to approve Resolution 20-105. Councilmember Lang seconded the motion. A roll call vote was taken: Mr. Fitisemanu Yes Ms. Lang Yes Mr. Buhler Yes Mr. Huynh Yes Mr. Christensen Yes Mr. Nordfelt Yes Mayor Bigelow Yes Unanimous. RESOLUTION 20-149: APPROVE THE PURCHASE OF TWO FRONT END LOADERS FROM WHEELER MACHINERY COMPANY Mayor Bigelow discussed proposed Resolution 20-149 that would approve the purchase of two front end loaders from Wheeler Machinery Company. Written documentation previously provided to the City Council included information as follows: The City has selected Wheeler Machinery Company to supply the City with two (2) Caterpillar 938 M Front End Loaders. Public Works will utilize these Loaders in their Operations division. Wheeler Machinery Company contract (PD2520) has a one-year, 300 hour or less, buyback option that will pay the City back $347,392.00. Councilmember Lang asked why a budget opening is needed when the City is receiving funds back that exceed the initial purchase. Jim Welch, Finance Director, indicated that the purchase is made first and then the funds are reimbursed. Councilmember Lang moved to Resolution 20-149. Councilmember Huynh seconded the motion. A roll call vote was taken: Mr. Fitisemanu Yes Ms. Lang Yes Mr. Buhler Yes Mr. Huynh Yes Mr. Christensen Yes Mr. Nordfelt Yes Mayor Bigelow Yes Unanimous. MOTION TO ADJOURN Upon motion by Councilmember Huynh all voted in favor to adjourn.
