MINUTES OF COUNCIL REGULAR MEETING OCTOBER 25, 2022 -1- THE WEST VALLEY CITY COUNCIL MET IN REGULAR ELECTRONIC SESSION ON TUESDAY, OCTOBER 25, 2022, AT 6:30 P.M. IN THE COUNCIL CHAMBERS, WEST VALLEY CITY HALL, 3600 CONSTITUTION BOULEVARD, WEST VALLEY CITY, UTAH. THE MEETING WAS CALLED TO ORDER AND CONDUCTED BY MAYOR KAREN LANG. APPROVAL OF MINUTES OF REGULAR MEETING HELD OCTOBER 11, 2022 The Council considered the Minutes of the Regular Meeting held October 11, 2022. There were no changes, corrections or deletions. Councilmember Nordfelt moved to approve the Minutes of the Regular Meeting held October 11, 2022. Councilmember Harmon seconded the motion. A voice vote was taken and all members voted in favor of the motion. PROCLAMATIONS A. PROCLAMATION DECLARING NOVEMBER 1, 2022 AS EXTRA MILE DAY IN WEST VALLEY CITY Councilmember Christensen read a Proclamation Declaring November 1, 2022 as Extra Mile Day in West Valley. COMMENT PERIOD A. PUBLIC COMMENTS Scott Sherner expressed concern about Code Enforcement. He indicated he has lived in the community for many years and is upset about the citations he received. Mr. Sherner recited Utah Law and indicated that he felt his freedom was being taken away. He expressed concern about money he has and will continue to invest in his property. Councilmember Whetstone arrived at 6:42 PM. Mike Markham stated that there are always two sides to every story. He indicated he doesn’t expect people to live the way he lives but he does believe that people should maintain their properties in a way that doesn’t negatively impact their neighbors. Mr. Markham stated that he takes pride in his home and others do not. Jim Vesock stated expressed concern about the Code Enforcement Department and officers. Mike Tyler stated that he lives in Taylorsville and is part of a Political Action Committee that holds City Council’s and management accountable toward their citizens. He discussed issues he has had with his property and Code Enforcement in Taylorsville.  MINUTES OF COUNCIL REGULAR MEETING OCTOBER 25, 2022 -3- Sandy Brigman expressed concern about construction occurring on 4700 South and Bangerter Highway and the disruption it is having to her neighbors and neighborhood. Miles Wynn stated thanked Nichole Camac for her quick response regarding a tree issue on Decker Lake. He requested that the traffic study on his street be conducted before the weather continues to worsen. Mr. Wynn expressed concern about a dumpster truck emptying garbage during the middle of the night at the LDS Church behind his home. B. CITY MANAGER COMMENTS Wayne Pyle, City Manager, stated that staff looks forward to the Code Enforcement conversation. He indicated that a good balance is difficult to achieve and changes over time so it’s important to have direction from the Council and feedback from residents. C. CITY COUNCIL COMMENTS Upon inquiry, members of the City Council had no comments. RESOLUTION 22-152: AUTHORIZE THE PURCHASE OF PROTECTIVE EQUIPMENT FROM CURTIS FIRE Wayne Pyle, City Manager, discussed proposed Resolution 22-152 that would authorize the purchase of protective equipment from Curtis Fire. Written documentation previously provided to the City Council included information as follows: West Valley City Fire Department has been operating out of Surviair/Sperian/Honeywell SCBA and air support for the last three decades. In February 2020, Honeywell International notified vendors, and fire departments that they are discontinuing their fire service line of SCBA equipment. Without support and the ability to purchase the necessary parts to maintain our current equipment, West Valley City Fire Department will need to move to another brand. Being surround by all valley fire departments using MSA equipment, we are requesting to move to MSA breathing equipment. The interoperability of having the same SCBA as surrounding departments will be beneficial from a safety standpoint and interoperability for all types of incidents we respond on. A competitive RFP was sent out for the equipment. Curtis Fire was the lowest bid received at $584,870.07 and they are also on Utah State contract purchasing. Weidner Fire submitted the higher bid at $585,972.00.  MINUTES OF COUNCIL REGULAR MEETING OCTOBER 25, 2022 -4- Upon inquiry by Mayor Lang there were no further questions from members of the City Council, and she called for a motion. Councilmember Christensen moved to approve Resolution 22-152. Councilmember Huynh seconded the motion. A roll call vote was taken: Councilman Fitisemanu Absent Councilman Whetstone Yes Councilman Harmon Yes Councilman Huynh Yes Councilman Christensen Yes Councilman Nordfelt Yes Mayor Lang Yes Unanimous. MOTION TO ADJOURN Upon motion by Councilmember Huynh all voted in favor to adjourn.
