MINUTES OF COUNCIL REGULAR MEETING DECEMBER 6, 2022 -1- THE WEST VALLEY CITY COUNCIL MET IN REGULAR ELECTRONIC SESSION ON TUESDAY, DECEMBER 6, 2022, AT 6:30 P.M. IN THE COUNCIL CHAMBERS, WEST VALLEY CITY HALL, 3600 CONSTITUTION BOULEVARD, WEST VALLEY CITY, UTAH. THE MEETING WAS CALLED TO ORDER AND CONDUCTED BY MAYOR KAREN LANG. APPROVAL OF MINUTES OF REGULAR MEETING HELD NOVEMBER 22, 2022  MINUTES OF COUNCIL REGULAR MEETING DECEMBER 6, 2022 -2- The Council considered the Minutes of the Regular Meeting held November 22, 2022. There were no changes, corrections or deletions. Councilmember Fitisemanu moved to approve the Minutes of the Regular Meeting held November 22, 2022. Councilmember Nordfelt seconded the motion. A voice vote was taken and all members voted in favor of the motion. COMMENT PERIOD A. PUBLIC COMMENTS Jim Vesock stated that he reported several different incidents with Code Enforcement but is unable to see updates on the online portal. He expressed concern about a semi parking on 5400 West, an unkempt property near Ascent Academy, and a car blocking a sidewalk. B. CITY MANAGER COMMENTS Wayne Pyle, City Manager, stated there was a scary moment last week of a reported active shooter at Granger Elementary. He indicated he is proud of the Police Department and Fire Department in their response. Mr. Pyle stated that he is grateful it turned out to a false alarm but noted that it gave the City the opportunity to evaluate what was done right, what could be improved, and what lessons could be gained. C. CITY COUNCIL COMMENTS Upon inquiry, members of the City Council had no comments. PUBLIC HEARINGS A. ACCEPT PUBLIC INPUT REGARDING APPLICATION GP-2-2022, FILED BY WEST VALLEY CITY, REQUESTING AN AMENDMENT TO THE GENERAL PLAN TO UPDATE THE CITY’S MAJOR STREET PLAN Mayor Lang informed a public hearing had been advertised for the Regular Council Meeting scheduled December 6, 2022, in order for the City Council to hear and consider public comments regarding application GP-2-2022, Filed by West Valley City, Requesting an Amendment to the General Plan to Update the City’s Major Street Plan. Written documentation previously provided to the City Council included information as follows: The justification for these three Major Street Plan changes is described below. Lester Street (5700 West) MINUTES OF COUNCIL REGULAR MEETING DECEMBER 6, 2022 -3- With the relatively new signalized intersection at 2400 South and 5600 West, the proposed extension of Lester Street will serve as a frontage road to 5600 West, improving access for properties between the Mountain View Corridor and 5600 West. 7200 West The Wasatch Front Regional Council’s Regional Transportation Plan (RTP) includes 7200 West between SR-201 and 1400 North (which is north of I-80) as a 5-lane facility. The RTP also includes an extension of 7200 West between 1400 North and 700 North as a 3-lane facility. In West Valley, the section of 7200 West between SR-201 and 2100 South is currently striped as 2 lanes with varying right-of-way widths. 5900 West With the completion of the Mountain View Corridor and the south bound ramp at Parkway Blvd., truck traffic from industrial areas north of the Riter Canal could access southbound Mountain View Corridor by traveling south on 6400 West and then east along Parkway Blvd., which would impact a largely residential area. Extending 5900 West to Parkway Blvd. would create a direct connection for truck traffic to Mountain View Corridor along Beagley Road (2540 South). This connection would discourage truck traffic from using Parkway Blvd. Mayor Lang opened the Public Hearing. David Drake stated that he represents landowners on Lester Street. He expressed concern that 15 feet would be taken from property owners for this expansion. Mayor Lang indicated that it would only 6 inches. Mr. Drake and his co-council asked if the City will require setbacks, if the City intends to purchase the UDOT surplus property in the area, if variances will be permitted, and if there are plans to close 2300 South. Steve Pastorik replied that there are no plans to close 2300 South. He indicated that the Light Industrial Zone requires a 20-foot setback which is measured from future widths so this would be 20 feet 6 inches. He noted that any buildings that are within that setback will be grandfathered in. Steve stated that the plan is for Lester Street to ultimately connect to 5600 West. He indicated that if a developer develops property, they would responsible for improvements. Jeff Jackson stated that the City held a public hearing, a UDOT requirement, to engage in discussion regarding the purchase of the surplus property. He indicated that the City has not heard from UDOT and is unsure when that discussion will  MINUTES OF COUNCIL REGULAR MEETING DECEMBER 6, 2022 -4- occur. Mayor Lang noted that the City would have first right of refusal. Mayor Lang closed the Public Hearing. ACTION: ORDINANCE NO. 22-42, AMEND THE WEST VALLEY CITY GENERAL PLAN TO UPDATE THE CITY'S MAJOR STREET PLAN The City Council previously held a public hearing regarding proposed Ordinance 22-42 that would amend the West Valley City General Plan to Update the City's Major Street Plan. Jake- extended setback requirement… just for future developemtns. Steve replied that is correct. Upon inquiry by Mayor Lang there were no further questions from members of the City Council, and she called for a motion. Councilmember Nordfelt moved to approve Ordinance 22-42. Councilmember Huynh seconded the motion. A roll call vote was taken: Councilman Fitisemanu Yes Councilman Whetstone Yes Councilman Harmon Yes Councilman Huynh Yes Councilman Christensen Yes Councilman Nordfelt Yes Mayor Lang Yes Unanimous. RESOLUTION 22-158: APPROVE THE PURCHASE OF TWO VEHICLES FROM KEN GARFF FORD Wayne Pyle, City Manager, presented proposed Resolution 22-158 that would approve the Purchase of Two Vehicles from Ken Garff Ford. Written documentation previously provided to the City Council included information as follows: The Fleet Division recommends the replacement of the following two trucks for the Public Works Department. The truck used in the Transportation Division will be the chassis for the previously purchased street light bucket truck. Ken Garff Ford has a State purchasing contract (AV2528) to sell Ford vehicles. The purchase price is a competitive price, and the vehicles meets the City’s needs. Councilmember Whetstone left the meeting at 6:51 PM. Councilmember Christensen moved to approve Resolution 22-158. Councilmember Fitisemanu seconded the motion.
