MINUTES OF COUNCIL STUDY MEETING – JUNE 9, 2020 -1- THE WEST VALLEY CITY COUNCIL MET IN ELECTRONIC STUDY SESSION ON TUESDAY, JUNE 6, 2020 AT 4:30 P.M. THE MEETING WAS CALLED TO ORDER AND CONDUCTED BY MAYOR BIGELOW. THE MEETING WAS HELD ELECTRONICALLY VIA ZOOM. There were no changes, corrections or deletions. Councilmember Christensen moved to approve the Minutes of the Study Meeting held June 2, 2020. Councilmember Huynh seconded the motion. A voice vote was taken and all members voted in favor of the motion.  MINUTES OF COUNCIL STUDY MEETING – JUNE 9, 2020 -2- REVIEW AGENDA FOR REGULAR CITY COUNCIL MEETING OF JUNE 9, 2020 Upon inquiry by Mayor Bigelow, members of the Council had no further questions or concerns regarding items listed on the Agenda for the Regular City Council Meeting scheduled later this night. Councilmember Lars Nordfelt arrived at 4:33 PM. PUBLIC HEARINGS SCHEDULED FOR JUNE 16, 2020 A. ACCEPT PUBLIC INPUT REGARDING APPLICATION ZT-3-2020, FILED BY WEST VALLEY CITY, REQUESTING A ZONE TEXT CHANGE TO AMEND THE RESIDENTIAL BUILDING DESIGN STANDARDS IN THE CC (CITY CENTER) ZONE Mayor Bigelow informed a public hearing had been advertised for the Regular Council Meeting scheduled June 16, 2020, in order for the City Council to hear and consider public comments regarding application ZT-3-2020, filed by West Valley City, requesting a Zone Text Change to amend the residential building design standards in the CC (City Center) Zone. Proposed Ordinance 20-26 related to the proposal to be considered by the City Council subsequent to the public hearing, was discussed as follows: ACTION: ORDINANCE NO. 20-26, AMEND SECTIONS 7-6-405 AND 7-11- 402 OF THE WEST VALLEY CITY MUNICIPAL CODE TO AMEND CERTAIN REGULATIONS APPLICABLE WITHIN THE CITY CENTER ZONE Steve Pastorik, CED, discussed proposed Ordinance 20-26 that would amend Sections 7-6-405 and 7-11-402 of the West Valley City Municipal Code to amend certain regulations applicable within the City Center Zone. Written documentation previously provided to the City Council included information as follows: On March 10, 2020 the City Council adopted Ordinance # 20-13 that included several revisions to the City’s multi-unit residential design standards found in Chapter 7-11 of the Zoning Ordinance. The City Center zone also includes design standards for residential buildings that are very similar to the multi-unit residential design standards. The purpose of this proposed zone text change is to align the standards for residential buildings in the City Center zone with the recently updated design standards for  MINUTES OF COUNCIL STUDY MEETING – JUNE 9, 2020 -3- multiple unit dwelling residential in Chapter 7-11. Councilmember Lang asked if this change will bring City Center Zone standards into exact compliance with RM zoning elsewhere in the City. Steve replied yes with a few exceptions. Councilmember Lang asked if amenities are the same. Steve replied yes. The City Council will consider Ordinance 20-26 at the Regular Council Meeting scheduled June 16, 2020 at 6:30 P.M. RESOLUTION 20-78: AWARD A CONTRACT TO STAKER PARSONS COMPANIES FOR THE 2020 ASPHALT OVERLAY PROJECT Dan Johnson, Public Works, presented proposed Resolution 20-78 that would award a Contract to Staker Parsons Companies for the 2020 Asphalt Overlay Project. Written documentation previously provided to the City Council included information as follows: Bids were opened for the project on June 2, 2020. A total of three (3) bids were received. The lowest responsible bidder was Staker Parson Companies, at $1,192,443. The project consists of asphalt pavement improvement, along with miscellaneous pipe or pedestrian access ramp improvements on the following streets: Minor Street Asphalt Pavement Overlays: Beaver Circle Market Street and 3785 South 3060 West, 3875 South and Campfire Circle 3835 South Marcus Road Redwing Street Whitehall Drive Staker Parson Companies was the lowest responsible bidder and is qualified to perform the work. Mayor Bigelow clarified that regular asphalt will be used. Dan replied yes. The City Council will consider Resolution 20-78 at the Regular Council Meeting scheduled June 16, 2020 at 6:30 P.M.  MINUTES OF COUNCIL STUDY MEETING – JUNE 9, 2020 -4- CONSENT AGENDA SCHEDULED FOR JUNE 16, 2020 A. RESOLUTION 20-79: AUTHORIZE THE CITY TO ENTER INTO A RIGHT OF WAY PURCHASE AGREEMENT AND ACCEPT A WARRANTY DEED AND TEMPORARY CONSTRUCTION EASEMENT WITH AND FROM MATTHEW PHILLIPS FOR PROPERTY LOCATED AT 3015 WEST 3875 SOUTH Mayor Bigelow discussed proposed Resolution 20-79 that would authorize the City to enter into a Right of Way Purchase Agreement and accept a Warranty Deed and Temporary Construction Easement with and from Matthew Phillips for property located at 3015 West 3875 South. Written documentation previously provided to the City Council included information as follows: The Matthew C. Phillips property is one of several properties affected by the required removal and replacement of pedestrian ramps to meet current ADA standards as part of the 2020 Asphalt Overlay Project. As part of this project several City streets will be overlaid full width. Any existing ADA ramps which do not comply with the current standards and regulations must be removed and replaced. The Warranty Deed and the Grant of Temporary Construction Easement will facilitate construction of the project. Compensation in the amount of $400.00 was negotiated based upon an appraisal reports prepared by Integra Realty Resources. Upon inquiry, there were no further questions or concerns expressed by members of the City Council. ROAD CONTRUCTION UPDATE Dan Johnson, Public Works, presented a PowerPoint presentation summarized as follows: - All project schedules assume meeting revenue projections - 4100 South Reconstruction (5460 W to Bangerter Highway) o Scheduled Completion: On schedule for fall 2021 o Cost: $10,500,000 (WVC)/ $26.1 million total MINUTES OF COUNCIL STUDY MEETING – JUNE 9, 2020 -5- o Funding Source: Federal STP, Class C Roads, Storm Water Utility, GHID, State funds - 2700 West Reconstruction (4100 South to 3500 South) o Scheduled Completion: July 2020 o Cost: $3,400,000 o Funding Source: County transportation funds, Transportation sales tax, Class C Roads, Storm Water Utility - Anna Caroline Bridge (Riter Canal) o Scheduled Completion: July 2020 o Cost: $565,000 o Funding Source: Transportation Sales Tax, Class C Roads, Sage Gate Apartments - 2020 Overlay Project o Scheduled Completion: Bid Opening- June 2/ Summer 2020 o Location/Limits: Rolling Meadows/Wright Neighborhoods o Cost: $1,300,000 o Funding Source: Transportation sales tax, Class C Roads - 2540 South- Phase 3 o Schedule: Fall 2021 to Fall 2022 o Cost: $3,000,000 o Funding Source: County transportation funds, UDOT Cooperative Agreement, Impact Fees - 4700 South (5600 West to 4000 West) o Schedule: Design: through Spring 2021/ Construction October 2021 to December 2022 o Cost: $555,000 (WVC)/ $16,000,000+ Total Cost o Funding Source: Federal STP, Class C Road Fund, Kearns Metro Township Funds o Scope: Joint project with Kearns Metro Township/ Reconstruct Roadway, drainage, add bike lanes, 5 lanes (4000 W to 4800 W), 3 lanes (4800 W to 5600 W), streetlights, streetscape, reconstruct railroad crossing, add dual left turn lane at 5600 W - 2700 West Improvements (4100 South to 4700 South) o Schedule: Design and ROW- 2020-2021/ Construction- 2021- 2022 o Cost: $1,721,308 o Funding Source: UTA Tiger Grant, Transportation Sales Tax, Class C Road Fund o Scope: Asphalt overlay, sidewalk, curb and gutter, streetscape, bike lanes - Crystal Avenue Sidewalk (Lester St to Hempstead St.)  MINUTES OF COUNCIL STUDY MEETING – JUNE 9, 2020 -6- o Scheduled Completion: Projected 2021 or 2022 o Cost: TBD ($344,000 State SRTS Funds) o Funding Source: Transportation Sales Tax, Safe Routes to School o Scope: Sidewalk on one side of the street - Crosstowne Trail (2700 W to Bangerter) o Schedule: 2020 o Cost: TBD o Funding Source: TAP Funds ($450,000), TBD o Scope: Eliminates narrow road bottlenecks, widened road to accommodate bike lanes - Parkway Blvd Widening o Schedule: 2025 (Federal Funds Available) o Cost: $5,300,000 o Funding Source: Federal STP, TBD o Scope: Reconstruction and widening to 5 lanes, bike lanes, sidewalk, streetlights, streetscape, drainage improvements - Lancer Way Reconstruction o Schedule: 2026 (Federal Funds Available) o Cost: $6,000,000 o Funding Source: Federal STP ($2.6M), TBD o Scope: Reconstruct roadway, new sidewalk, streetlights, streetscape, drainage improvements Mayor Bigelow stated that there is a large crown between 4800 West and 5600 West. Dan replied that this is something that needs to be resolved and will be evaluated as part of the design. Councilmember Nordfelt noted that bike lanes will be added between 4100 South and 4700 South on 2700 West. He asked if there will be any lanes added north of 4100 South. Dan replied yes and indicated that the bike lanes will be striped as part of the current project. Councilmember Lang asked if wider sidewalks will be used as bike lanes on the Crosstowne Trail project. Dan replied yes. Councilmember Lang asked if the sidewalk will be marked for the use. Dan replied that the sidewalk is meant to be used as a shared path and these have not been marked in the past. Councilmember Lang encouraged some type of marking. Mayor Bigelow agreed and encouraged signage designating the Crosstowne Trail. Councilmember Lang asked what a “road diet” entails. Dan replied that the lanes will shrink from 5 lanes to 3 lanes because there is not the traffic volume needed for what is currently in place. B. COVID-19 UPDATE  MINUTES OF COUNCIL STUDY MEETING – JUNE 9, 2020 -7- Paul Isaac stated that there have been 1,091 cases in West Valley City, 561 of which are active. The City has increased from 17 to 22 cases per day on average. Paul noted that there has only been one City employee that has tested positive which indicates the precautions employees are taking are effective. Mayor Bigelow noted that 84119 and 84120 have higher cases, along with high cases in Logan, that were reported by the media today. Councilmember Huynh asked for numbers by district. He asked if this information is available to the public. Paul replied the numbers are provided by the County and are accessible to those who are interested. Councilmember Lang asked if the employee that tested positive was working from home. Paul replied yes. Councilmember Lang asked if there is education on how to maintain safety for residents related to COVID. Paul replied that there are several educational efforts that the City is moving forward with. Nicole Cottle, Assistant City Manager, stated that she is working closely with MyHomeTown to educate and assist residents in that community that are being impacted. Sam Johnson, Public Relations, detailed efforts that are being done including signage, outreach to Hispanic communities, social media, etc. Councilmember Christensen noted that there is also information being provided via Healthy West Valley. Councilmember Huynh expressed concern about confusion or lack of communication to different ethnic groups. Mayor Bigelow stated he would like information related to geographic locations and demographics. C. COUNCIL CALENDAR Mayor Bigelow referenced a Memorandum previously received from the City Manager that outlined upcoming meetings and events. Members of the City Council had no further questions regarding the Council Update. NEW BUSINESS A. POTENTIAL FUTURE AGENDA ITEMS Council Suggestions Councilmember Christensen stated that he received many emails related to the chicken ordinance. Mayor Bigelow noted that he doesn’t put heavy emphasis on “copy and pasted” emails, particularly since there is no way to verify West Valley City residency. Councilmember Lang stated that she received complaints on roosters and the majority of residents are opposed to significant change to the chicken ordinance. Councilmember Buhler indicated there doesn’t appear to be a strong advocacy on the Council. Mayor Bigelow noted that he doesn’t see a compelling reason to change the ordinance. Councilmember Lang stated that new street signs are burning and turning yellow and don’t appear to be holding up as the older green signs did. She noted that she  MINUTES OF COUNCIL STUDY MEETING – JUNE 9, 2020 -8- would like to know if these can be fixed by the company and added that the City should evaluate whether to use the same company moving forward. Councilmember Lang stated that some of these signs are located at 3500 S Stanton Drive and some around Courtney Drive. Mayor Bigelow agreed that he is concerned and would like research to be done. Councilmember Christensen stated his son didn’t get bulky waste picked up in a specific neighborhood. He contacted Russ who stated that others in the area were not picked up either and stated that this has been a problem area with ACE Disposal. Councilmember Christensen stated that he feels the City should look at her contract and evaluate to ensure standards are being met. Mayor Bigelow stated that he would like a communication item regarding garbage pick-up, recycling, and bulky waste. Councilmember Lang agreed and stated that she would like to know what amount of recycling is going to the landfill and what amount is actually being recycled. B. COUNCIL REPORTS COUNCILMEMBER CHRISTENSEN- MUNICIPAL ASSOCIATION MEEITNG Councilmember Christensen stated that he attended the Municipal Association Meeting. He indicated that water, tax rates, affordable housing, etc. were discussed. Mayor Bigelow briefly further discussed affordable housing.
