MINUTES OF COUNCIL STUDY MEETING – APRIL 27, 2021 -1- THE WEST VALLEY CITY COUNCIL MET IN ELECTRONIC STUDY SESSION ON TUESDAY, APRIL 27, 2021 AT 4:30 P.M. THE MEETING WAS CALLED TO ORDER AND CONDUCTED BY MAYOR BIGELOW. THE MEETING WAS HELD ELECTRONICALLY VIA ZOOM. There were no changes, corrections or deletions. Councilmember Fitisemanu moved to approve the Minutes of the Study Meeting held April 20, 2021. Councilmember Christensen seconded the motion. A voice vote was taken and all members voted in favor of the motion.  MINUTES OF COUNCIL STUDY MEETING – APRIL 27, 2021 -2- REVIEW AGENDA FOR REGULAR CITY COUNCIL MEETING OF APRIL 27, 2021 Upon inquiry by Mayor Bigelow, members of the Council had no further questions or concerns regarding items listed on the Agenda for the Regular City Council meeting scheduled later this night. RESOLUTION 21-63: ADOPT A TENTATIVE BUDGET FOR THE FISCAL YEAR COMMENCING JULY 1, 2021 AND ENDING JUNE 30, 2022 AND SET AUGUST 10, 2021 AS THE DATE FOR A PUBLIC BUDGET HEARING Wayne Pyle, City Manager, presented proposed Resolution 21-63 that would adopt a Tentative Budget for the Fiscal Year commencing July 1, 2021 and ending June 30, 2022 and set August 10, 2021 as the date for a Public Budget Hearing. Written documentation previously provided to the City Council included information as follows: This resolution adopts the tentative budget for West Valley City for the 2021-2022 fiscal year and sets a date for public comment at a hearing to be held on August 10, 2021. West Valley City will adopt a tentative budget that will be made available for public inspection during regular office hours in the City’s Recorder’s office and gave notice of a hearing to receive public comment, before the final adoption of this tentative budget for FY 2021-2022. Wayne Pyle detailed plans for the tentative budget. Mayor Bigelow stated that the majority of the budget is a continuation of funds that are already in place. He indicated employee compensation/benefits and some additional personnel are the only major changes in the budget. Wayne agreed but noted that money will also be moved around within various departments to better appropriate spending. Mayor Bigelow stated that there is no proposed tax increase but noted that sometimes it may look like this due to a rebalancing of property taxes required by the State. Wayne agreed and stated that a judgment levy must be considered as required by law and a truth in taxation hearing will be held in August before the final budget is adopted. The City Council will consider Resolution 21-63 at the Regular Council Meeting scheduled May 4, 2021 at 6:30 P.M. RESOLUTION 21-64: AUTHORIZE THE EXECUTION OF AN AGREEMENT TO REIMBURSE PHIL CONDIE FOR CERTAIN STORMWATER FACILITIES EXPENSES  MINUTES OF COUNCIL STUDY MEETING – APRIL 27, 2021 -3- Dan Johnson, Public Works, presented proposed Resolution 21-64 that would authorize the execution of an Agreement to reimburse Phil Condie for certain stormwater facilities expenses. Written documentation previously provided to the City Council included information as follows: Phil Condie is building the “Phil’s Farm” subdivision at approximately 4195 South 4625 West. The drainage from the existing neighborhoods to the south currently discharge onto the property that is being developed. The developer is required to build a drainage system out to 4100 South to handle runoff from the developing property, which could be handled with a 15-inch pipe. The city requested that the developer upsize the system to an 18 and 24-inch pipe system to convey additional water from the neighborhoods to the south. This reimbursement agreement pays the developer for the difference in cost between the 15-inch pipe and the 18 and 24-inch pipe. The City Council will consider Resolution 21-64 at the Regular Council Meeting scheduled May 4, 2021 at 6:30 P.M. RESOLUTION 21-65: APPROVE A LEASE AGREEMENT BETWEEN THE CITY AND THE UTAH DEPARTMENT OF TRANSPORTATION TO FACILITATE CONSTRUCTION ON 2700 WEST Dan Johnson, Public Works, presented proposed Resolution 21-65 that would approve a Lease Agreement between the City and the Utah Department of Transportation to facilitate construction on 2700 West. Written documentation previously provided to the City Council included information as follows: This portion of the Utah Department of Transportation parcel located at 2780 West 4700 South includes 1,098 feet of street frontage on 2700 West which will be affected by the 2700 West Improvement Project Phase 2, scheduled to be constructed in 2021. This project will include construction of sidewalk, textured colored concrete parkstrip, street trees, and decorative street lighting along the west side of Constitution Boulevard (2700 West) from 4100 South to 4700 South. The project will also include an eight-foot tall decorative concrete post and panel wall along those properties with backyards facing Constitution Boulevard. UDOT, as Landlord, has agreed to enter into a Lease Agreement with West Valley City, as Tenant, to allow for construction of improvements. UDOT has agreed to execute the Lease Agreement in exchange for the improvements to be constructed along  MINUTES OF COUNCIL STUDY MEETING – APRIL 27, 2021 -4- 2700 West by the City. While we had originally a Temporary Construction Easement from UDOT, it was their preference to do a Lease Agreement for no charge. The City Council will consider Resolution 21-65 at the Regular Council Meeting scheduled May 4, 2021 at 6:30 P.M. COMMUNICATIONS A. Councilmember Lang stated that she noticed landscaping is being removed at the Fitness Center and questioned what would occur that. Nancy replied that this is part of an energy savings program and she will email the Council with details. Councilmember Christensen stated that he would like to see farmers markets as part of the events. Nancy replied that this is something that is being worked on.  MINUTES OF COUNCIL STUDY MEETING – APRIL 27, 2021 -6- B. COUNCIL CALENDAR Mayor Bigelow referenced a Memorandum previously received from the City Manager that outlined upcoming meetings and events. Members of the City Council had no further questions regarding the Council Update. NEW BUSINESS A. POTENTIAL FUTURE AGENDA ITEMS Mayor Bigelow stated that there has been a lot of media attention related to the parking ordinance that limits parking within 5 feet of a driveway and indicated that he feels this should be something that the Council discusses further. Councilmember Christensen agreed and noted that there may be public comment. Councilmember Huynh requested that the ordinance be mailed to the Council for review before discussion. Mayor Bigelow stated that street parking is public parking and cannot be reserved for specific individuals. He indicated that he would like the City to provide a brief report that outlines the purpose of streets. Councilmember Christensen stated that he would also like the City to address gated communities as part of this discussion as well. B. COUNCIL REPORTS COUNCILMEMBER CHRISTENSEN- AIN’T MISBEHAVIN’ Councilmember Christensen stated he attended the Ain’t Misbhavin program held at the Harman Theatre and really enjoyed the musical production. REVIEW AGENDAS THE REGULAR MEETINGS OF THE REDEVELOPMENT AGENCY, HOUSING AUTHORITY, AND MUNICIPAL BUILDING AUTHORITY MEETINGS SCHEDULED MAY 4, 2021 RESOLUTION 21-02: ADOPT A TENTATIVE BUDGET AND SET FORTH PROPOSED APPROPRIATIONS FOR THE SUPPORT OF THE REDEVELOPMENT AGENCY FOR THE FISCAL YEAR COMMENCING JULY 1, 2021 AND ENDING JUNE 30, 2022; SET JUNE 1, 2021 AS THE DATE FOR THE PUBLIC HEARING Wayne Pyle, City Manager, presented proposed Resolution 20-02 that would adopt a tentative budget and set forth proposed appropriations for the support of the Redevelopment Agency for the Fiscal Year commencing July 1, 2021 and ending June 30, 2022; set June 1, 2021 as the date for the Public Hearing. Written documentation previously provided to the Redevelopment Agency included information as follows: MINUTES OF COUNCIL STUDY MEETING – APRIL 27, 2021 -7- This resolution adopts the tentative budget for the Redevelopment Agency of West Valley City for the 2021-2022 fiscal year and sets a date for public comment at a hearing on June 1, 2021. The Redevelopment Agency will adopt a tentative budget that will be made available for public inspection during regular office hours in the City’s Recorder’s office and gave notice of a hearing to receive public comment, before the final adoption of this tentative budget for FY 2021-2022. There were no questions or concerns. 20-01: ADOPT A TENTATIVE BUDGET FOR THE SUPPORT OF THE HOUSING AUTHORITY FOR THE FISCAL YEAR COMMENCING JULY 1, 2021 AND ENDING JUNE 30, 2022; SET JUNE 1, 2021 AS THE DATE FOR THE PUBLIC HEARING Wayne Pyle, City Manager, discussed proposed Resolution 21-01 that would adopt a tentative budget for the support of the Housing Authority for the fiscal year commencing July 1, 2021 and ending June 30, 2022; set June 1, 2021 as the date for the Public Hearing. Written documentation previously provided to the Housing Authority included information as follows: This resolution adopts the tentative budget for the Housing Authority of West Valley City for the 2021-2022 fiscal year and sets a date for public comment at a hearing on June 1, 2021. The Housing Authority will adopt a tentative budget that will be made available for public inspection during regular office hours in the City’s Recorder’s office and gave notice of a hearing to receive public comment, before the final adoption of this tentative budget for FY 2021-2022. The Building Authority will adopt a tentative budget that will be made available for public inspection during regular office hours in the City’s Recorder’s office and gave notice of a hearing to receive public comment, before the final adoption of this tentative budget for FY 2021-2022.
