MINUTES OF COUNCIL STUDY MEETING – JULY 26, 2022 -1- THE WEST VALLEY CITY COUNCIL MET IN ELECTRONIC STUDY SESSION ON TUESDAY, JULY 26, 2022 AT 4:30 P.M. AT WEST VALLEY CITY HALL, MULTIPURPOSE ROOM, 3600 CONSTITUTION BOULEVARD, WEST VALLEY CITY, UTAH. THE MEETING WAS CALLED TO ORDER AND CONDUCTED BY MAYOR LANG. THE MEETING WAS ALSO HELD ELECTRONICALLY VIA ZOOM. There were no changes, corrections or deletions.  MINUTES OF COUNCIL STUDY MEETING – JULY 26, 2022 -2- Councilmember Huynh moved to approve the Minutes of the Study Meeting held July 19, 2022. Councilmember Harmon seconded the motion. A voice vote was taken and all members voted in favor of the motion. REVIEW AGENDA FOR REGULAR CITY COUNCIL MEETING OF JULY 26, 2022 Upon inquiry by Mayor Lang, members of the Council had no further questions or concerns regarding items listed on the Agenda for the Regular City Council meeting scheduled later this night. PUBLIC HEARINGS SCHEDULED FOR AUGUST 9, 2022 A. ACCEPT PUBLIC INPUT REGARDING THE BUDGET OF WEST VALLEY CITY FOR THE FISCAL YEAR 2022-2023 Mayor Lang informed a public hearing had been advertised for the Regular Council Meeting scheduled August 9, 2022, in order for the City Council to hear and consider public comments regarding the Budget of West Valley City for the Fiscal Year 2022-2023. Proposed Resolution 22-124 related to the proposal to be considered by the City Council subsequent to the public hearing, was discussed as follows: ACTION: RESOLUTION NO. 22-124, ADOPT A FINAL BUDGET; MAKE APPROPRIATIONS FOR THE SUPPORT OF WEST VALLEY CITY FOR THE FISCAL YEAR BEGINNING JULY 1, 2022 AND ENDING JUNE 30, 2023; AND DETERMINE THE RATE OF TAX AND LEVYING TAXES UPON ALL REAL AND PERSONAL PROPERTY WITHIN WEST VALLEY CITY, UTAH, TAXABLE BY LAW FOR THE YEAR 2022 Wayne Pyle, City Manager, discussed proposed Resolution 22-124 that would adopt a Final Budget; Make Appropriations for the Support of West Valley City for the Fiscal Year Beginning July 1, 2022 and Ending June 30, 2023; and Determine the Rate of Tax and Levying Taxes Upon All Real and Personal Property Within West Valley City, Utah, Taxable By Law for the Year 2022 Written documentation previously provided to the City Council included information as follows: West Valley City will adopt a final budget that will be made available for public inspection during regular office hours in the City’s Recorder’s office and gave notice of a hearing to receive public comment before the final adoption of this tentative budget for FY 2022-2023.  MINUTES OF COUNCIL STUDY MEETING – JULY 26, 2022 -3- Councilmember Harmon asked if the Council will be considering the tax increase as part of the final budget. Wayne replied yes. He provided a history on how the budget process works. Councilmember Harmon asked for further detail on how the City could come up with funding if there were no tax increase. Wayne stated that funding can be taken from the General Fund or cuts can be applied to various departments. The City Council will consider Ordinances 22-124 at the Regular Council Meeting scheduled August 9, 2022 at 6:30 P.M. Councilmember Fitisemanu arrived at 4:37 PM. RESOLUTION 22-125: APPROVE COOPERATIVE AGREEMENT NO. 2 BETWEEN THE CITY AND THE UTAH DEPARTMENT OF TRANSPORTATION FOR THE CONSTRUCTION OF MOUNTAIN VIEW CORRIDOR BETWEEN 4100 SOUTH AND SR-201 Dan Johnson, Public Works Director, presented proposed Resolution 22-125 that would approve Cooperative Agreement No. 2 Between the City and the Utah Department of Transportation for the Construction of Mountain View Corridor Between 4100 South and SR- 201. Written documentation previously provided to the City Council included information as follows: In 2018, West Valley City and UDOT executed Cooperative Agreement No. 1 which addressed various conditions necessary prior to the highway construction, including locations of proposed traffic signals, maintenance and access control at cross streets, trail maintenance, bridge and crossing locations, and acknowledged several City-requested betterments that would be forthcoming. Construction was completed in 2021, and this Cooperative Agreement No. 2 addresses property and drainage elements. The agreement deals with specific property exchanges between UDOT and the City that would take place after construction as follows: Conveyance of right of way from WVC to UDOT  A portion of the terminated 2300 South Street  Parkway Blvd right of way under MVC footprint  3100 South right of way under MVC footprint  Old 5750 W, and a portion of 3575 South, Darle Ave, and Masters Drive.  MINUTES OF COUNCIL STUDY MEETING – JULY 26, 2022 -4-  Cilma Drive right of way under MVC footprint  Bills Drive from Cilma Drive to Masters Drive Conveyance of right of way from UDOT to WVC  SR-201 South Frontage Road – SR-201 to 2400 South  2400 South – South Frontage Road to 5600 West (Excluding through MVC)  Widened portion of 2700 South east of MVC  Cilma Drive and Masters Drive extensions east of MVC. Conveyance of Pond Property from UDOT to WVC:  UDOT agrees to convey to West Valley City approximately 14+ acres where a UDOT MVC storm water flood control facility is located west of MVC and south of Parkway Blvd. The property will retain its flood control function, the City intends recreational use for the property. Conveyance of properties will take place in the near future. The agreement also addresses certain drainage elements. The City and UDOT agreed to construct a shared storm drain trunk line running parallel to the highway, from 3500 South to approximately 2900 South. This completed an important element of the City’s drainage plans and provided drainage benefits to UDOT’s project as well. The City’s share of the cost of the shared storm drain is $397,600, which will be included in a forthcoming betterment agreement. The agreement addresses changes to the City’s existing drainage system to be made by UDOT at no cost to the City. The agreement also identifies ownership and maintenance responsibilities for various components of the drainage system and provides a permanent record of such. Mayor Lang asked if this is where the challenge park would be located. Dan replied no. The City Council will consider Resolution 22-125 at the Regular Council Meeting scheduled August 9, 2022 at 6:30 P.M. Councilmember Nordfelt arrived at 4:44 PM. COMMUNICATIONS A. CHAMBERWEST UPDATE Nate Webster, Economic Development, stated that his goal is to know all the businesses in the City and be a resource for them for all their needs aside from EMS or Police. He indicated that he has developed a good relationship with  MINUTES OF COUNCIL STUDY MEETING – JULY 26, 2022 -5- ChamberWest who helps businesses connect with one another and gain support from the organization. Mr. Webster stated that the City works closely with ChamberWest and meet often to determine the needs and health of local businesses. He shared success stories he has had and also discussed ChamberWest’s efforts and success in catalytic converter laws. The Mayor and Council had no further questions or concerns. B. KPI DISCUSSION Councilmember Harmon stated that this was a discussion item at the Strategic Planning Meeting. He stated he compiled the top three items per department voted on by the City Council. Mayor Lang stated it was very well put together. Councilmember Fitisemanu stated that he doesn’t have any concerns about the items but he would like to ensure that reporting schedules align with what staff is already doing to eliminate extra work. Mayor Lang agreed. Wayne stated that he will have additional clarification questions on some of the items and he will reach out to Council to get a better understanding on specific items. He stated that this shouldn’t be a burden on staff but he just wants to make sure he is clear on what numbers the Council wants to see specifically. The Mayor and Council had no further questions or concerns. C. COUNCIL CALENDAR Mayor Lang referenced a Memorandum previously received from the City Manager that outlined upcoming meetings and events. Members of the City Council had no further questions regarding the Council Update. NEW BUSINESS A. POTENTIAL FUTURE AGENDA ITEMS N/A B. COUNCIL REPORTS MAYOR LANG- GRINDERS Mayor Lang stated that she went to Grinders last Tuesday and waited in line to speak to Mo, the owner. She indicated that they ran out of food on Thursday and ended up just having a goodbye line on Friday.
