THE WEST VALLEY CITY COUNCIL MET IN ELECTRONIC STUDY SESSION ON
TUESDAY, JUNE 18, 2024 AT 4:30 P.M. AT WEST VALLEY CITY HALL, MULTIPURPOSE
ROOM, 3600 CONSTITUTION BOULEVARD, WEST VALLEY CITY, UTAH. THE
MEETING WAS CALLED TO ORDER AND CONDUCTED BY MAYOR PRO TEM
CHRISTENSEN.
THE FOLLOWING MEMBERS WERE PRESENT:

APPROVAL OF MINUTES OF STUDY MEETING HELD JUNE 11, 2024
The Council considered the Minutes of the Study Meeting held June 11, 2024. There were
no changes, corrections or deletions.
Councilmember Harmon moved to approve the Minutes of the Study Meeting held June
11, 2024. Councilmember Whetstone seconded the motion.

A voice vote was taken and all members voted in favor of the motion.
REVIEW AGENDA FOR REGULAR CITY COUNCIL MEETING OF JUNE 18,
2024
Upon inquiry by Mayor Pro Tem Christensen, members of the Council had no further
questions or concerns regarding items listed on the Agenda for the Regular City Council
meeting scheduled later this night.
Nichole Camac, City Recorder, noted that the Public Hearing regarding personnel
compensation has been rescheduled to June 25, 2024.
PUBLIC HEARINGS SCHEDULED FOR JUNE 25, 2024
A. ACCEPT PUBLIC INPUT REGARDING PERSONNEL COMPENSATION
INCREASES FOR FISCAL YEAR 2024-2025
Mayor Pro Tem Christensen informed a public hearing had been advertised for the
Regular Council Meeting scheduled June 18, 2024, in order for the City Council to
hear and consider public comments regarding Personnel Compensation Increases for
Fiscal Year 2024-2025.
Nichole Camac, City Recorder, stated that John Flores worked with HR and Legal and
have now provided a compensation increase schedule that they believe complies with
State Code. Mr. Flores will be available next week to answer any remaining questions
the Council may have.
The City Council will accept public comment at the Regular Council Meeting
scheduled June 25, 2024 at 6:30 P.M.
CONSENT AGENDA SCHEDULED FOR JUNE 25, 2024
A. RESOLUTION 24-106: APPOINT JOHN FLORES TO THE UTAH
INFRASTRUCTURE AGENCY BOARD
Mayor Pro Tem Christensen discussed proposed Resolution 24-106 that would
appoint John Flores to the Utah Infrastructure Agency Board.
Written documentation previously provided to the City Council included
information as follows:
The Utah Infrastructure Agency’s bylaws require the City to appoint a
member to the Agency Board. John Flores is the Assistant City Manager
and has the experience and expertise to represent the City’s interests on the
Board.

B. RESOLUTION 24-107: ACCEPT A QUITCLAIM DEED FROM VANGAS,
INC. FOR PROPERTY LOCATED AT 3245 WEST 2100 SOUTH
Mayor Pro Tem Christensen discussed proposed Resolution 24-107 that would
accept a Quitclaim Deed from Vangas, Inc. for Property Located at 3245 West 2100
South
Written documentation previously provided to the City Council included
information as follows:
The VANGAS, INC. property (Suburban Propane) is located on the east
side of 3270 West, with an address of 3245 West 2100 South. As a
condition of approval of for a building permit, conveyance of additional
right of way on 3270 West and construction of public improvements on the
east side of 3270 West and the south side of the 2100 South Frontage Road
was required.
C. RESOLUTION 24-108: AUTHORIZE THE CITY TO ENTER INTO A
REAL ESTATE PURCHASE CONTRACT AND ACCEPT A QUITCLAIM
DEED AND A TEMPORARY CONSTRUCTION EASEMENT WITH AND
FROM SALT LAKE COUNTY FOR PROPERTY LOCATED AT 2880
WEST 3650 SOUTH
Mayor Pro Tem Christensen discussed proposed Resolution 24-108 that would
authorize the City to Enter Into a Real Estate Purchase Contract and Accept a Quitclaim
Deed and a Temporary Construction Easement With and From Salt Lake County for
Property Located at 2880 West 3650 South.
Written documentation previously provided to the City Council included
information as follows:
The Salt Lake County (library) parcel located at 2880 West 3650 South is
one of several parcels affected by the Lancer Way Reconstruction Project;
2700 West to 3200 West. This project will widen Lancer Way and provide
curb, gutter and sidewalk from 2700 West to 3200 West where it does not
currently exist. The project will also install textured, colored concrete park
strip, street trees, streetlights and new ramps at street intersections on
Lancer Way. Compensation for the purchase of the Quit Claim Deed,
Temporary Construction Easement and improvements is $30,300.00 and
was based upon an appraisal prepared by Integra Realty Resources.
The project is being funded through the Surface Transportation Program
(STP). The city is responsible for 6.77% of all project costs, including right
of way, making the West Valley City share of the acquisition $2,051.31.

D. RESOLUTION 24-109: AUTHORIZE THE CITY TO ENTER INTO A
REAL ESTATE PURCHASE CONTRACT AND ACCEPT A WARRANTY
DEED AND A TEMPORARY CONSTRUCTION EASEMENT WITH AND
FROM TCG-CW WEST VALLEY, LLC FOR PROPERTY LOCATED AT
2945 WEST 3650 SOUTH
Mayor Pro Tem Christensen discussed proposed Resolution 24-109 that would
authorize the City to Enter Into a Real Estate Purchase Contract and Accept a Warranty
Deed and a Temporary Construction Easement With and From TCG-CW West Valley,
LLC for Property Located at 2945 West 3650 South
Written documentation previously provided to the City Council included
information as follows:
The PR TCG-CW West Valley LLC parcel located at 2945 West 3650
South is one of several parcels affected by the Lancer Way Reconstruction
Project; 2700 West to 3200 West. This project will widen Lancer Way and
provide curb, gutter and sidewalk from 2700 West to 3200 West where it
does not currently exist. The project will also install textured, colored
concrete park strip, street trees, streetlights and new ramps at street
intersections on Lancer Way. The Warranty Deed and Temporary
Construction Easement is being donated by the property owner. The
property owner has development plans for the property and would have
been required to convey right-of-way and construct right-of-way
improvements as part of its development of the property had this project not
been in the works.
The City Council will consider Resolutions 24- 106 through 24-109 on the Consent
Agenda at the Regular Council Meeting scheduled April 2, 2024 at 6:30 P.M
COMMUNICATIONS
A. COUNCIL CALENDAR
Mayor Lang referenced a Memorandum previously received from the City Manager
that outlined upcoming meetings and events.
Members of the City Council had no further questions regarding the Council
Update.
NEW BUSINESS
A. POTENTIAL FUTURE AGENDA ITEMS
Councilmember Whetstone stated that he would like to discuss Stanton Drive to
see if the Council would like to direct staff to install speed bumps on this road. He
noted that the speed study fell short but many residents are in favor of installing

speed bumps regardless. Councilmember Harmon stated that he also hears a lot of
concern and would like to discuss adjusting the point system again. He noted that
he would be in favor of doing more rather than less.
Councilmember Fitisemanu stated that he receives complaints regarding noise on
the Mountain View Corridor. He indicated that he would like communication or
information on what restrictions are in place as well as stats regarding
speeding/crashes/casualties. Steve Pastorik indicated that UDOT maintains the
traffic statistics, but staff should be able to provide those as well as information on
what noise restrictions are in place.
Councilmember Harmon stated that he provided a video of a crash that occurred on
3500 South due to street racing. He asked if there are increased penalties that can
be implemented for this type of accident. Councilmember Harmon expressed
concern regarding on-street parking and boarding homes. He noted that his only
idea so far has been to ban overnight parking. He requested a communication to
discuss this issue.
B. COUNCIL REPORTS
COUNCILMEMBER WHETSTONE- CHILL WITH THE CHIEF,
CROSSING GUARD BANQUET
Councilmember Whetstone stated that the latest Chill with the Chief event was
great and well attended. He added that he also attended the Crossing Guard Banquet
which was a great event as well.
COUNCILMEMBER HARMON- WESTFEST
Councilmember Harmon noted that he attended the WestFest parade and there were
difficulties with his antique car but noted that it was a great event. Councilmember
Huynh requested clarification at future parades on whether candy can/can’t be
thrown from vehicles. Jamie Young, Parks and Recreation Director, stated that it is
a safety concern so staff asks that candy not be thrown from vehicles and just
handed out by walkers along side them. She added that this is difficult to enforce.

Upon motion by Councilmember Huynh all voted in favor to adjourn.
