MINUTES OF THE HOUSING AUTHORITY REGULAR MEETING – JUNE 4, 2024 -1- THE HOUSING AUTHORITY OF WEST VALLEY CITY MET IN REGULAR SESSION ON TUESDAY, JUNE 4, 2024, AT 7:45 P.M. IN THE COUNCIL CHAMBERS, WEST VALLEY CITY HALL, 3600 CONSTITUTION BOULEVARD, WEST VALLEY CITY, UTAH. THE MEETING WAS ALSO HELD ELECTRONICALLY VIA ZOOM. THE MEETING WAS CALLED TO ORDER BY CHAIRMAN DON CHRISTENSEN. THE FOLLOWING MEMBERS WERE PRESENT: Don Christensen, Chair Jake Fitisemanu William Whetstone Scott Harmon Tom Huynh (electronically) Lars Nordfelt Karen Lang STAFF PRESENT: Ifo Pili, City Manager Nichole Camac, City Recorder John Flores, Assistant City Manager Eric Bunderson, City Attorney Colleen Jacobs, Police Chief John Evans, Fire Chief Jim Welch, Finance Director Steve Pastorik, CED Director Layne Morris, CPD Director Dan Johnson, Public Works Director Jamie Young, Parks and Recreation Director Jonathan Springmeyer, RDA Director Sam Johnson, Strategic Communications Director Ken Cushing, IT (electronically) Travis Crosby, IT APPROVAL OF MINUTES OF REGULAR MEETING HELD MAY 7, 2024 The Board considered Minutes of the Regular Meeting held May 7, 2024. There were no changes, corrections or deletions. Mr. Fitisemanu moved to approve the Minutes of the Regular Meeting held May 7, 2024. Ms. Lang seconded the motion. A voice vote was taken and all members voted in favor of the motion. MINUTES OF THE HOUSING AUTHORITY REGULAR MEETING – JUNE 4, 2024 -2- PUBLIC HEARINGS A. ACCEPT PUBLIC INPUT REGARDING RE-OPENING THE FY 2023- 2024 BUDGET Chairman Christensen informed a public hearing had been advertised for the Regular Housing Authority Meeting scheduled June 4, 2024, in order for the Authority to hear and consider public comments regarding re-opening the FY 2023-2024 Budget. Written documentation previously provided to the City Council included information as follows: A Public Notice was posted May 23, 2024, in public view at City Hall, the Family Fitness Center and UCCC; also, posted on the Public Notice Website and West Valley City’s Website. Notice was given that a public hearing is to be held June 4, 2024, at 6:30 p.m., West Valley City Hall, 3600 Constitution Blvd., West Valley City, Utah. Chairman Christensen opened the Public Hearing. There being no one to speak in favor or opposition, Chairman Christensen closed the Public Hearing. ACTION: CONSIDER RESOLUTION 23-04, AMEND THE BUDGET OF WEST VALLEY CITY HOUSING AUTHORITY FOR THE FISCAL YEAR BEGINNING JULY 1, 2023 AND ENDING JUNE 30, 2024 TO REFLECT CHANGES IN THE BUDGET FROM INCREASED REVENUES AND AUTHORIZE THE DISBURSEMENT OF FUNDS The Housing Authority previously held a public hearing regarding proposed Resolution 23-04 that would amend the budget of West Valley City Housing Authority for the fiscal year beginning July 1, 2023 and ending June 30, 2024 to reflect changes in the budget from increased revenues and authorize the disbursement of funds. Upon inquiry by Chairman Christensen there were no further questions from members of the Authority, and he called for a motion. Mr. Whetstone moved to approve Resolution 24-04. Ms. Lang seconded the motion. B. ACCEPT PUBLIC INPUT REGARDING THE FY 2024-2025 BUDGET Chairman Christensen informed a public hearing had been advertised for the Regular Housing Authority Meeting scheduled June 4, 2024, in order for the Board to hear and consider public comments regarding the FY 2024-2025 Budget. Written documentation previously provided to the City Council included information as follows: This resolution adopts the final budget for the Housing Authority of West Valley City for the 2024-2025 fiscal year after receiving public comment at a hearing on June 4, 2024. The Housing Authority adopted a tentative budget that was made available for public inspection during regular office hours in the City’s Recorder’s office and gave notice of a hearing to receive public comment, before adopting this final budget for FY 2024-2025. Chairman Christensen opened the Public Hearing. There being no one to speak in favor or opposition, Chairman Christensen closed the Public Hearing. ACTION: CONSIDER RESOLUTION 24-05, ADOPT THE ANNUAL BUDGET OF THE WEST VALLEY CITY HOUSING AUTHORITY FOR THE FISCAL YEAR COMMENCING JULY 1, 2024 AND ENDING JUNE 30, 2025 The Housing Authority previously held a public hearing regarding proposed Resolution 24-05 that would adopt the annual budget of the West Valley City Housing Authority for the fiscal year commencing July 1, 2024 and ending June 30, 2025. Upon inquiry by Chairman Christensen there were no further questions from members of the Authority, and he called for a motion. Mr. Fitisemanu moved to approve Resolution 24-05. MINUTES OF THE HOUSING AUTHORITY REGULAR MEETING – JUNE 4, 2024 -4- Ms. Lang seconded the motion. MOTION TO ADJOURN Upon motion by Ms. Lang, all voted in favor to adjourn.
