MINUTES OF WEST VALLEY CITY PLANNING COMMISSION STUDY MEETING APRIL 2, 2025 THE WEST VALLEY CITY PLANNING COMMISSION MET FOR STUDY SESSION ON WEDNESDAY, APRIL 2, 2025 AT 3:30 PM IN WEST VALLEY CITY HALL, 3600 CONSTITUTION BLVD, SUITE 220, WEST VALLEY CITY, UTAH. THE MEETING WAS CALLED TO ORDER AND CONDUCTED BY CHAIR MATTHEW LOVATO. THE FOLLOWING MEMBERS WERE PRESENT: Mathew Lovato, Chair Martell Winters, Vice Chair Darrick Porter, Commissioner Harold Woodruff, Commissioner Rob Durfee, Commissioner Nancy Drozdek, Commissioner Pauline Matagi, Commissioner PLANNING DIVISION STAFF PRESENT: Brock Anderson, P&Z Senior Planner Jody Knapp, P&Z Zoning Administrator Julie Davis, P&Z Administrative Assistant Max Gula, P&Z Planner I Steve Lehman, P&Z Current Planning Manager LEGAL DEPARTMENT PRESENT: Brandon Hill, Assistant City Attorney PRESENTATIONS: 1) ZT-1-2025 Petition by WEST VALLEY CITY requesting an amendment to Chapter 7- 10 of the zoning ordinance which addresses standards for landscaping along high image arterial streets. This change would provide landscape alternatives in addition to lawn and artificial turf. Staff – Jody Knapp at 801-963-3497 or jody.knapp@wvc-ut.gov. Jody presented an application from West Valley City to amend Chapter 7-10 of the city ordinance, which pertains to high image arterial streets. The proposed amendment aims to provide an additional alternative to the current lawn and turf requirements. Jody discussed the history of the ordinance, its current requirements, and the proposed changes. The changes include clarifying the gross requirement, adding an alternative to lawn or turf for plant material, and increasing the percentage of live plant material. Jody also highlighted the importance of landscaping and the negative impacts of removing all plant material. The proposed changes were well received, with no concerns or questions. 2) C-5-2025 Petition by CASTLEWOOD DEVELOPMENT requesting conditional use approval for a 330-unit apartment development. The property is located at 2940 West 3650 South on 3.02 acres and is zoned CC (City Center) and R-2- 8 (Two Unit Dwelling Residential, minimum Minutes of WVC Planning Commission Study Meeting April 2, 2025 Page 1 of 2 lot size 8,000 square feet). Brock presented a conditional use application, which is a renewal of a previously approved application from April 2024 and remains unchanged. The site, located just west of the County Library and down the road from City Hall, is primarily zoned as City Center with a small portion zoned R-2-8. Although the applicant intends to build, they are uncertain about the timeline for submitting permits or starting construction due to market changes and financing issues. The project involves constructing a 3- to 7-story building along 3650 South, with a total of 42 studio units, 201 one-bedroom units, and 87 two-bedroom units. The building will have two levels of parking and three surface stalls, totaling 460 parking spaces. The project meets the city's zoning requirements, including a 10% reduction in parking due to its proximity to transit. The development will also include various amenities, such as a pool deck, fitness room, and community room. The project's landscape plan includes 15% landscaping, with streetscape improvements along 3650 South and perimeter landscaping around the building. The project's materials will include brick, fiber cement siding, and metal siding. The development will also include a cul-de-sac and a road termination at 3000 West. Planning Commission raised concerns about over-saturating the area with similar projects, but Brandon Hill clarified that the zoning decision has already been made, and the focus is on the conditional use framework. Brock emphasized the importance of high-density residential development to support transit, aligning with the City Center zone's goals. There being no further business with the West Valley City Planning Commission, the meeting was adjourned at 3:58 PM.
