C-4-2024 Truckpro LC/Ineos Grenadier 5557 West 2400 South M Zone (7.07 Acres) The applicant, Truck Pro, LC representing Ineos Grenadier, is requesting a conditional use approval for a building addition and new car sales. This property is located within the 5600 West Overlay Zone and the West Valley City General Plan designates this area as light manufacturing. The surrounding zone is Manufacturing with Light Industrial located to the west across 5600 West. The surrounding uses include freight/trucking storage to the north and east and a Chevron gas station to the south. The initial phase of this development began in 2018 under application C-14-2018. This included construction of a building and development of the northern portion of the lot. In 2020 under C-13-2020 an application was reviewed to complete the site improvements for this lot including pavement, landscaping and sidewalks with two building pad areas left open for future development. At this time the applicant would like to complete all the pavement and landscaping improvements for the entire site as well as construct a building addition (~4,555 SF) for the Ineos Grenadier vehicle dealership. The addition will be constructed of ribbed metal panels, painted brick siding as well as large window areas. This addition design will compliment the original building, which was required to meet the Commercial Design Standards. The building pad areas will all be paved at this time with asphalt or concrete to provide additional vehicle display areas. The customer parking will be concentrated along the front of the building. Employee parking will be provided behind the building. Storage containers are also proposed along the north edge of the site behind the building and must comply with the City Code and get appropriate permits for their use. (§7-7-106). Per the original approvals there must be a minimum of 5% landscaping for this site. Some of the landscaped areas will be redistributed and my understanding is the applicant has proposed some artificial turf. An updated final landscaping plan must be submitted for review and approval to verify compliance with all applicable City Codes. Signage for the property is all existing on site. There will be additional wall signage that will be submitted at a future date and will need to comply with Title 11 of the WVC Municipal Code. Staff Alternatives: Approval, subject to the resolution of any concerns raised at the public hearing, as well as the following conditions: 1. There must be adequate customer and employee parking for the proposed uses. 2. Vehicle display is not permitted in the required setback areas and must be located on a hard surface (asphalt or concrete) as indicated on the approved site plan. 3. The landscaping shall meet all applicable West Valley City standards and be designed per the approved plans. 4. The building and the new addition shall comply with the Commercial Design Standards. 5. Cargo containers shall comply with section 7-7-106 of the West Valley City Municipal Code. 6. All signage must comply with Title 11 of the WVC Municipal Code. 7. Must have approval from all other affected departments and agencies. 8. Subject to review upon valid complaint. Continuance, to allow for the resolutions of any issues raised at the public hearing or to allow for a revised site plan submitted. Discussion: Jody Knapp presented the application. Commissioner Lovato asked if the 5600 West Overlay Zone stops before 2400 South. He pointed out that this property appears to have gravel and a minimal amount of grass along the frontage. Jody said the 5600 West Overlay Zone runs from 2100 South to 3100 South. She explained that they must have 50% lawn in the bermed area, which can be followed by rock or gravel, and they would meet the requirements. She pointed out the area that will have artificial turf added. Motion: Commissioner Wood motioned to approve C-4-2024 subject to the eight staff alternatives outlined in the staff report. Commissioner Porter seconded the motion.
