MINUTES OF WEST VALLEY CITY PLANNING COMMISSION STUDY MEETING MAY 7, 2025 THE WEST VALLEY CITY PLANNING COMMISSION MET FOR STUDY SESSION ON WEDNESDAY, MAY 7, 2025 AT 3:30 PM IN WEST VALLEY CITY HALL, 3600 CONSTITUTION BLVD, SUITE 220, WEST VALLEY CITY, UTAH. THE MEETING WAS CALLED TO ORDER AND CONDUCTED BY CHAIR MATTHEW LOVATO. THE FOLLOWING MEMBERS WERE PRESENT: Mathew Lovato, Chair Martell Winters, Vice Chair Darrick Porter, Commissioner Rob Durfee, Commissioner Nancy Drozdek, Commissioner Renee Layton, Commissioner Pauline Matagi, Commissioner PLANNING DIVISION STAFF PRESENT: Steve Pastorik, CD Director Brock Anderson, P&Z Senior Planner Julie Davis, P&Z Administrative Assistant Jody Knapp, P&Z Zoning Administrator LEGAL DEPARTMENT PRESENT: Brandon Hill, Assistant Attorney PRESENTATIONS: GP-1-2025 Petition by West Valley City requesting a change to the city’s General Plan to update the City’s Moderate Income Housing Plan. Discussion: Steve Pastorik presented an update to the City's Moderate Income Housing Plan which is required by state code and is updated to reflect changes in housing data. The City’s last update to the plan was adopted in 2022 using 2020 U.S. Census Bureau data. The proposed amendments utilize 2023 Census data that reflect significant increases in home values, rents, and mortgage rates since 2020. Other amendments include a comprehensive view of all income restricted housing units (not just tax credit units), and an updated implementation plan to reflect anticipated actions over the next five years. GP-2-2025 Petition by West Valley City requesting a change to the City’s General Plan to provide a comprehensive update to the Major Street Plan. Discussion: Steve Pastorik proposed an update to the City’s Major Street Plan based on travel demand modeling performed by the transportation consulting firm, Parametrix. The reasons for the modeling were (1) to verify that the street right-of-way widths recommended in the Major Street Plan were still Minutes of WVC Planning Commission Study Meeting May 7, 2025 Page 1 of 2 supported by the latest travel demand modeling; (2) to refresh the 2015 General Plan; and (3) for updating the City’s transportation impact fees. The plan update includes the removal and addition of intersection improvements, changes in road lane configurations, and the addition of new streets. The unintended consequence of these changes would be a reduction in properties eligible for RM zoning, but a modification to the zoning ordinance would reverse that. The conversation concluded with a discussion on the fairness of the new plan and its potential impact on property owners. SMI-3-2025 Grey Garza is requesting minor subdivision approval for the Grove North Subdivision. The subdivision will consist of 2 lots on 8.8 acres. The proposed location is 7479 West 5400 South and is zoned M. Staff-Steve Lehman at 801-963-3311 or steve.lehman@wvc-ut-gov. Discussion: Brock Anderson presented on behalf of Steve Lehman. He discussed a subdivision application for a 2-lot subdivision on 5400 South. The lots would be approximately 4.5 and 4.3 acres in size, with a new public right-of-way connecting the subdivision to a previously reviewed site. He discussed the need for roadway improvements and a turnaround for fire access. The proposed site plan includes industrial buildings, warehousing, and office spaces, and is expected to be used for flex light industrial warehouse purposes. There being no further business with the West Valley City Planning Commission, the meeting was adjourned at 4:50 PM.
