The meeting was called to order at 3:36 p.m. by Chairman Brent Fuller at 3600 Constitution Boulevard,
West Valley City, Utah.

SUBDIVISION APPLICATION
SV-1-2011 PETITION BY DUANE WILKEY REQUESTING CONSIDERATION TO
VACATE AN EXISTING 6-FOOT ALLEY. THE SUBJECT PROPERTY IS
LOCATED AT APPROXIMATELY 4326 S. WORMWOOD DRIVE. THE
EXISTING ALLEY PROVIDES ACCESS TO THE HUNTER ELEMENTARY
SCHOOL. (STAFF- STEVE LEHMAN AT 801-963-3311)
Discussion: Steve Lehman stated that this item will be withdrawn from the agenda
because ownership responsibilities regarding the alley are unknown at this time. He
explained that this alley was created as a lot in the subdivision and is owned by the
County. The two neighbors on either side of the alley may be able to pay back taxes
on it and become the legal owners. Steve stated that the property may have to be
returned to the Dixie 6 Corporation who originally owned it and they could choose to
sell it to the neighbors. Steve also explained that if the County gives responsibility to
the City, this application may still come before the Planning Commission. Steve
indicated the neighbors who have homes on either side of the walkway are
experiencing a significant amount of crime. He stated that graffiti, drug
paraphernalia, garbage, theft of mail, and other problems are frequently experienced.
Kids also ride bikes and motorcycles up and down the stairs and parents drop
children off across the street which could also be a great safety concern. Phil Conder
suggested incorporating a bollard to prevent kids from riding motorcycles and bikes.
Barbara Thomas stated that the walkway has always been here and is utilized daily.
Phil Conder asked if there is any liability for whoever owns the walkway. Nicole
Cottle replied that it could be argued that there is no liability just as someone is not
responsible for accidents occurring on sidewalks in front of their homes. Steve
Lehman stated that either way the issue is out of the City’s hands and this item will
be withdrawn from the agenda until ownership can be determined.
PUD-1-2011 PETITION BY PHIL HOLLAND REQUESTING PRELIMINARY
APPROVAL FOR THE VILLAGES OF WESTRIDGE PUD. THIS IS A
PLANNED COMMUNITY CONSISTING OF 153 SINGLE FAMILY
DWELLING UNITS ON APPROXIMATELY 13.5 ACRES AND A
COMMERCIAL LOT CONSISTING OF 2.5 ACRES. HOUSING OPTIONS
PLANNED FOR THIS COMMUNITY CONSIST OF COURTYARD,
TOWNHOME AND MANSION STYLES. THE PROPERTY IS LOCATED
AT 5600 WEST 5400 SOUTH AND IS ZONED R-1-4 AND C-2. (STAFF-
STEVE LEHMAN AT 801-963-3311)
Discussion: Steve Lehman explained that this area was discussed with the Planning
Commission about a year ago. The City Council came up with a different plan and
something else was eventually approved. The applicant is now returning with a
different set of plans that incorporate a mix of three housing types including
townhome, mansion, and courtyard. Steve stated that the streets will be private but
staff feels that the center street in the development should be public. He indicated
where each of the different housing types will be located as well as an open space
park in the northwest corner of the development and a commercial piece in the
southeast corner. Steve indicated that the park will be dedicated to the City. Steve
explained there will be a pre cast wall around the development with the exception of

the west and north sides which are still being discussed. He stated that overhead lines
will be buried. Steve explained that the townhome units will have open space in the
center and 2 car garages as well as 2 parking spaces in the driveways. Jack Matheson
asked if there will be on street parking or visitor parking spaces to the townhomes.
Steve replied no. Jack replied that he felt this was very important to have. Steve
Lehman stated that if the street in the center of the development is made public, this
would allow for on street parking. The Planning Commission agreed that this street
should be made public. Phil Conder asked if TOD is still a consideration for the area.
Steve replied that UTA was pushing for TOD in this area since it calls for density. He
indicated that BRT will be here as well as the Mountain View Corridor and there is
still a significant amount of density. Joe Garcia asked if the mansion homes are single
family. Steve replied yes and indicated that everything in this development will be
single family. Jack Matheson asked if the park will be used for detention. Steve
replied no and explained how drainage will likely work throughout the subdivision.
Steve displayed the proposed sign for the development.
There being no further business, the meeting was adjourned at 4:36 p.m.

The subject property is located at approximately 4326 S. Wormwood Drive. The existing

PUD-1-2011 Petition by PHIL HOLLAND requesting preliminary approval for The Villages of
Westridge PUD. This is a planned community consisting of 153 single family dwelling
units on approximately 13.5 acres and a commercial lot consisting of 2.5 acres. Housing
options planned for this community consist of courtyard, townhome and mansion styles.
The property is located at 5600 West 5400 South and is zoned R-1-4 and C-2. (Staff- Steve
