WEST VALLEY CITY PLANNING COMMISSION Study Session September 7, 2011 The meeting was called to order at 3:47 p.m. by Chairman Brent Fuller at 3600 Constitution Boulevard, West Valley City, Utah. WEST VALLEY CITY PLANNING COMMISSION MEMBERS: Harold Woodruff, Brent Fuller, Jack Matheson, Phil Conder, and Barbara Thomas ABSENT: Terri Mills, Joe Garcia, and Imaan Bilic WEST VALLEY CITY PLANNING DIVISION STAFF: Steve Pastorik, Lee Logston, and Nichole Camac WEST VALLEY CITY ADMINISTRATION: N/A Planning Commission Study Session September 7, 2011 Page 2 ZONE CHANGE APPLICATIONS Z-4-2011 PETITION BY PEDRO ALBARRAN LEYVA REQUESTING A ZONE CHANGE FROM 'A' (AGRICULTURE) TO 'R-1-8' (SINGLE FAMILY RESIDENTIAL, MINIMUM LOT SIZE 8,000 SQUARE FEET). THE PROPERTY IS LOCATED AT 3600 W 3776 S ON .51 ACRES. (STAFF- LEE LOGSTON AT 801-963-3531) Discussion: Lee Logston explained that there is a carport in the rear corner of the property that is 4 feet from the property line. He stated that the agricultural zone requires a minimum 10 foot setback as opposed to a minimum 1 foot setback in the residential zone. Lee indicated that the surrounding properties, with the exception of the lot directly south, are zoned ‘R-1-8’. He explained that the carport will need to be enclosed with a fire rated wall if the applicant would like the structure to remain where it is currently located. Phil Conder asked if both agricultural properties have the same property owner. Lee replied no but added that the applicant did express interest in purchasing the property to the south sometime in the future. Jack Matheson asked if there are animals on the property. Lee replied no. He added that there might be enforcement issues on the property that will need to be addressed regarding the storage of business equipment, etc. Steve Pastorik indicated that the only difference in zoning between ‘A’ and ‘R-1-8’ in this case would be that animals are no longer allowed and there will be a greater flexibility with setbacks. He stated that most everything surrounding the property is zoned ‘R-1-8’ and any other problems will need to be addressed with enforcement. Jack Matheson asked if the gravel driveway will need to be concreted. Steve replied that the minimum number of required parking spaces on the property are paved so this will not be a requirement.
