WEST VALLEY CITY PLANNING COMMISSION Study Session November 2, 2011 The meeting was called to order at 3:49 p.m. by Chairman Brent Fuller at 3600 Constitution Boulevard, West Valley City, Utah. WEST VALLEY CITY PLANNING COMMISSION MEMBERS: Harold Woodruff, Brent Fuller, Jack Matheson, Terri Mills, Phil Conder, Barbara Thomas, and Imaan Bilic ABSENT: Joe Garcia WEST VALLEY CITY PLANNING DIVISION STAFF: Steve Pastorik, Lee Logston, and Nichole Camac WEST VALLEY CITY ADMINISTRATION: Claire Gillmor, Assistant City Attorney Planning Commission Study Session November 2, 2011 Page 2 GENERAL PLAN/ ZONE CHANGE APPLICATION GPZ-3-2011 PETITION BY WEST VALLEY CITY REQUESTING A ZONE CHANGE FROM 'R-1-8' (SINGLE FAMILY RESIDENTIAL, MINIMUM LOT SIZE 8,000 SQUARE FEET) TO 'M' (MANUFACTURING) AND A GENERAL PLAN CHANGE FROM LOW DENSITY RESIDENTIAL TO LIGHT MANUFACTURING. THE PROPERTY IS LOCATED AT 5722 W AND 5810 W 4700 S ON 14.4 ACRES. (STAFF- LEE LOGSTON AT 801-963-3531) Discussion: Lee Logston explained that these two pieces of property were changed from manufacturing to residential in 2005 to eventually develop into a residential neighborhood. He stated that the Mountain View Corridor now has a definite alignment in the area that will create a triangle shaped piece of land between the highway and two sets of railroad tracks. This puts these parcels in a difficult location with limited access which is not typically desirable for a residential neighborhood. Lee explained that these properties are now owned by UDOT who will use the land for detention. He added that the City will also be using the property for a storage facility that will house cars, salt, etc. Lee explained that there will be a three way agreement between the City, the railroad company, and UDOT. He added that there will likely be a single gate on the road that will close off any access from the public and indicated that these details are still being worked out. Lee stated that the area is manufacturing with the exception of a parcel to the north that is zoned agriculture. Jack Matheson commented that he knew residential would likely never go into this area. Barbara Thomas questioned if there is an interchange at 4700 S for the Mountain View Corridor. Steve Pastorik replied no.
