WEST VALLEY CITY PLANNING COMMISSION Study Session July 18, 2012 The meeting was called to order at 3:30p.m. by Chairman Brent Fuller at 3600 Constitution Boulevard, West Valley City, Utah. WEST VALLEY CITY PLANNING COMMISSION MEMBERS: Harold Woodruff, Brent Fuller, Jack Matheson, Terri Mills, Phil Conder, and Joe Garcia ABSENT: Barbara Thomas and Imaan Bilic WEST VALLEY CITY PLANNING DIVISION STAFF: Steve Pastorik, Kevin Despain, and Margo Hoyt WEST VALLEY CITY ADMINISTRATION: Brandon Hill, Assistant City Attorney Planning Commission Study Session July 18, 2012 Page 2 GENERAL PLAN CHANGE APPLICATIONS GP-2-2012 PETITION BY WEST VALLEY CITY REQUESTING A GENERAL PLAN CHANGE TO ADOPT THE FAIRBOURNE STATION VISION, SMALL AREA PLAN, AND SUPPORTING CHANGES TO THE GENERAL PLAN AND GENERAL PLAN MAP. (STAFF- LEE LOGSTON AT 801-963-3531) Discussion: Steve Pastorik displayed a map of The City Center Vision 2004 and explained that it encompassed a larger area which will now be replaced with the Fairbourne Station vision. This will reduce the scope of the area to include 3500 South to Lancer Way and from 2700 West to 3200 West. Steve explained that the hotel, Weigh Station Road, parking, promenade, residential projects, and educational/governmental institutional uses will be added to the vision. Steve explained that the institutional use could include the potential for a college or university. Steve discussed height limits for the area and residential high-density vs. very high-density throughout Fairbourne Station. The Planning Commission discussed keeping Fairbourne Station the center point of retail and office. Steve indicated that he will provide more options for the Planning Commission to review at the public hearing. ZONE TEXT CHANGE APPLICATIONS ZT-1-2012 PETITION BY WEST VALLEY CITY REQUESTING A ZONE TEXT CHANGE TO REPEAL CHAPTER 7-26 TRANSFER OF DEVELOPMENT RIGHTS OVERLAY ZONE. (STAFF- STEVE PASTORIK AT 801-963- 3545) GPZ-1-2012 PETITION BY WEST VALLEY CITY REQUESTING A GENERAL PLAN CHANGE TO REDUCE THE OPEN SPACE PRESERVATION AREA ALONG THE RITER CANAL BETWEEN 6800 W AND 6000 W AND BETWEEN 2400 S AND PARKWAY BLVD. FROM APPROXIMATELY 160 ACRES TO APPROXIMATELY 48 ACRES AND TO REMOVE THE TDR-S OVERLAY ZONE FROM THE ZONING MAP. (STAFF- STEVE PASTORIK AT 801-963-3545) Discussion: Steve Pastorik presented the applications to repeal chapter 7-26 Transfer Development Rights Overlay Zone and to change the General Plan to reduce the preservation area along the Riter Canal. Steve provided an aerial that displayed how the Rushton property north of the canal included standing water fed by artesian wells in 2005 when the TDR area was put into place. He also provided an aerial from 2010 that shows how the property has dried up over time. Steve provided an inventory of open spaces and compared a map from 1984 to a map from 2012 and explained how the City has progressed over the years. Steve also provided a map of City parks and trails and indicated that the right tools have been used for preserving natural areas. Staff and the Planning Commission talked Planning Commission Study Session July 18, 2012 Page 3 about the new Granger High School and discussed access for citizens to the walkways, ball-fields, and track.
