The meeting was called to order at 3:38 p.m. by Chairman Phil Conder at 3600 Constitution
Boulevard, West Valley City, Utah.

CONDITIONAL USE APPLICATIONS
C-37-2012 PETITION BY SUBURBAN PROPANE REQUESTING A CONDITIONAL
USE AMENDMENT TO PLACE A VERTICAL PROPANE TANK,
APPROXIMATELY 20 FEET TALL, AT A GAS
STATION/CONVENIENCE STORE. THE PROPERTY IS LOCATED AT
7198 W 3500 S ON .76 ACRES AND IS ZONED 'C-2' (GENERAL

Discussion: Ron Weibel stated that after the public hearing on October 10, 2012
the applicant provided a revised plan and submitted it to staff. The applicant has
reduced the proposed tank at this site to 8 ¾ feet high. Ron stated that the smaller
tank will hold around 400 gallons and the applicant has indicated this will likely
need to be refilled every 2-3 days at this location. Ron stated that a horizontal tank
will likely not work at this location due to traffic circulation. Brent Fuller asked if
the tank height is measured with the supports. Ron replied yes. Ron stated that the
applicant will re-do the gas station sign to meet “Class A” requirements for fire
safety. Barbara Thomas asked if there will be issues with tankers coming in to
refill. Ron replied that he doesn’t think there will be but indicated that the
property owner and applicant have looked at the dimensions to ensure there are no
negative impacts on traffic flow.

Discussion: Ron Weibel stated that the tank at this site has been reduced from 20
feet to approximately 14 feet. The tank will take two parking spaces but the site
will still meet parking requirements. Ron indicated that the tank must be 25 feet
from buildings, storm drains, etc. and added that bollards will be required by the
Fire Department on the upper portion nearest 5600 west for safety. Ron stated that
an email has been received regarding concerns regarding these propane tanks
from a citizen and provided a copy to the Planning Commission. Joe Garcia asked
if there is any type of screening that can be provided. Ron replied that screening
would likely be more intrusive for these large structures than the actual tank. Joe
stated that these tanks do not add visually to the street-view and asked if they can
be placed elsewhere on the site. Ron replied with current setback requirements
there is nowhere else these tanks can be located. Ron indicated that staff has
proposed that 15% (defined by the height times the diameter) of the tank can be
signage and this can only label the actual propane tank and any necessary safety

precautions. Phil Conder suggested including requirements that would limit
attaching banners, flags, etc. Ron stated that Suburban Propane cannot add
advertising for the propane tank to the existing monument sign but Christensen
Tires could remodel the face of the sign if they wanted to include something for it.
Terri Mills stated that when staff looks into drafting an ordinance for these tanks
they should consider banning them from major arterials, overlays, etc.
There being no further business, the meeting was adjourned at 4:12 p.m.
