WEST VALLEY CITY PLANNING COMMISSION Study Session May 7, 2014 The meeting was called to order at 3:37 p.m. by Chairman Phil Conder at 3600 Constitution Boulevard, West Valley City, Utah. WEST VALLEY CITY PLANNING COMMISSION MEMBERS: Harold Woodruff, Brent Fuller, Jack Matheson, Phil Conder, Barbara Thomas, Clover Meaders, and Latai Tupou ABSENT: Terri Mills WEST VALLEY CITY PLANNING DIVISION STAFF: Steve Lehman, Jody Knapp, Brock Anderson, and Margo Hoyt WEST VALLEY CITY ADMINISTRATION: Absent: Brandon Hill Planning Commission Study Session May 7, 2014 Page 2 CONDITIONAL USE APPLICATIONS C-18-2014 PETITION BY DAVID PROM REQUESTING CONDITIONAL USE APPROVAL FOR A RETAIL SHOPPING CENTER. THE PROPERTY IS LOCATED 1821 W 3600 S ON .45 ACRES IS ZONED 'C-2' (GENERAL COMMERCIAL). (STAFF- JODY KNAPP AT 801-963-3497) Discussion: Jody Knapp gave a presentation of the property listed above. She explained there is currently an access shown in back between this lot and the one to the east. This was part of the original 2006 approval however she could not find any formal requirements for this connection in that approval. Commissioner Conder asked what the difference between connections between properties and planning for stub streets is. Jody explained stub streets are required by ordinance and have specific requirements. The building architecture was discussed. Commissioner Woodruff asked if they had to do some off sets along the side of the building. Jody replied she is still in discussion with applicant and they will have met all of the commercial design standards. During discussion of landscaping and fencing Commissioner Matheson asked if they were going to take down the existing chain link fence or leave it along the whole back of the property. Jody said she will ask applicant what their plan will be but typically they will leave it. Applicant will have to do a masonry wall on their section right now and as the area is developed the masonry wall will continue. Jody showed samples of masonry blocks. C-19-2014 PETITION BY IMPACT SIGNS REQUESTING A CONDITIONAL USE AMENDMENT FOR 2 MONUMENT SIGNS AND 1 POLE SIGN AT THE SAGE GATE APARTMENTS. THE PROPERTY IS LOCATED AT 2606 S ANNA CAROLINE DRIVE ON 13.25 ACRES AND IS ZONED 'RM' (RESIDENTIAL MULTI-FAMILY). (STAFF- BROCK ANDERSON AT 801-963-3361) Discussion: Brock Anderson explained that the property is located west of WinCo. He indicated that 2 monument signs will be located by the main entrance and the pole sign will be positioned in the landscaped turn-around area. He mentioned that the monument signs are being processed as a conditional use because the proposed signs do not have the required 1’ minimum masonry base. Commissioner Thomas asked if this was the trend for housing communities to put big signs out. Brock explained that the signs are meant to be an entrance feature, and that an entrance feature was a requirement in the development agreement for the project. Steve Lehman stated he has heard from the police department that signage like this can be a deterrent for crime. Commissioner Thomas asked if they are allowed to have two monument signs. Brock explained that they have the required frontage for the requested signs. Commissioner Thomas asked why they wouldn’t want to put the pole sign on 3100 South. Commissioner Matheson stated that the property does not have frontage on 3100 South. Commissioner Fuller inquired if we could ask them to put stone on the monument signs to match Planning Commission Study Session May 7, 2014 Page 3 the pole sign. Brock said that they could make that a condition of approval. Commissioner Woodruff said that would be a good idea.
