WEST VALLEY CITY PLANNING COMMISSION Study Session May 21, 2014 The meeting was called to order at 3:34 p.m. by Chairman Phil Conder at 3600 Constitution Boulevard, West Valley City, Utah. WEST VALLEY CITY PLANNING COMMISSION MEMBERS: Harold Woodruff, Brent Fuller, Jack Matheson, Phil Conder, Terri Mills, and Clover Meaders ABSENT: Terri Mills and Latai Tupou WEST VALLEY CITY PLANNING DIVISION STAFF: Steve Pastorik, Kevin Despain, and Nichole Camac WEST VALLEY CITY ADMINISTRATION: Brandon Hill, Assistant City Attorney Planning Commission Study Session May 21, 2014 Page 2 CONDITIONAL USE APPLICATIONS C-20-2014 PETITION BY DESPAIN AUTOMOTIVE REQUESTING CONDITIONAL USE APPROVAL FOR AUTO SALES AND AUTO REPAIR. THE PROPERTY IS LOCATED AT 2479 S CONSTITUTION BLVD ON 1.79 ACRES AND IS ZONED 'M' (MANUFACTURING). (STAFF- KEVIN DESPAIN AT 801-965-5814) Discussion: Kevin Despain stated that this area is zoned manufacturing. He indicated that this site was built in 1994 and there are several manufacturing type businesses that occupy the building. Kevin stated that the applicant has access to 4 overhead doors. He indicated that there is a pole sign on site but this may be removed. Kevin stated that the applicant will primarily do auto repair but will also do work on tires and some rebuilds. He indicated that the applicant specializes primarily in Suburu’s. Kevin stated that there will also be a small retail area, reception space, bathrooms, a child play center, and 3 offices for employees. He indicated that the applicant would like to be able to sell some cars but will likely only have a maximum of three on the site at any given time. Kevin stated that the ordinance requires 5 stalls for auto sales. With this number as well as 3 stalls per bay and the office and retail space the applicant will need to have a minimum of 19 parking stalls. Kevin stated that the applicant will not be using one of the bays and will stripe additional parking stalls in front of this to meet the parking requirements. Barbara Thomas asked if each business in the building is required to have a handicap stall. Kevin replied that he believes 2 spaces are required for the site. Kevin stated that the applicant will have a sign on the building and isn’t proposing anything else.
