WEST VALLEY CITY PLANNING COMMISSION Study Session July 16, 2014 The meeting was called to order at 3:30 p.m. by Chairman Phil Conder at 3600 Constitution Boulevard, West Valley City, Utah. WEST VALLEY CITY PLANNING COMMISSION MEMBERS: Harold Woodruff, Brent Fuller, Jack Matheson, Terri Mills, Phil Conder, Barbara Thomas, Clover Meaders, and Latai Tupou ABSENT: Harold Woodruff, Barbara Thomas, and Latai Tupou WEST VALLEY CITY PLANNING DIVISION STAFF: Steve Pastorik, Jody Knapp, Brock Anderson, and Nichole Camac WEST VALLEY CITY ADMINISTRATION: Brandon Hill, Assistant City Attorney Planning Commission Study Session July 16, 2014 Page 2 CONDITIONAL USE APPLICATIONS C-35-2014 PETITION BY BJ LUND/LMNT ARCHITECTURE REQUESTING A CONDITIONAL USE AMENDMENT FOR A MULTI-TENANT RETAIL/RESTAURANT PAD AT THE HIGHBURY SHOPPES PAD A. THE PROPERTY IS LOCATED AT 2731 S 5600 W ON 1.21 ACRES AND IS ZONED 'C-2' (GENERAL COMMERCIAL). (STAFF- JODY KNAPP AT 801-963-3497) Discussion: Jody Knapp stated that this will be a multi-tenant building with a potential of 6 units that will include a mix of retail and restaurant. She indicated that any restaurant use will need to be monitored for parking but there are 80 spaces on the site so there shouldn’t be a concern. Brent Fuller asked if there is a drive-in being proposed. Jody replied no. She stated that the property will need to meet the requirements of the 5600 W streetscape. She indicated that there will be a sidewalk next to the building and staff has requested that additional landscaping be added here. Jody displayed the elevations for the building and stated that instead of fake glass windows on the 5600 W side the applicant has proposed glass doors that will be used for employee access. Terri Mills stated that she would request that any utility boxes be screened, especially if they are located on the 5600 W side of the building. Jack Matheson stated that he likes the idea of the glass doors instead of fake windows and agrees that utilities should be screened. Jody stated that more vertical elements may need to be added to the elevations. She indicated there will be a pedestrian connection through the parking lot as well so people can gain access to the sidewalk along 5600 W. Jody indicated that no signage has been proposed yet but it will match the existing monument signs in the area. Terri Mills stated that landscaping on this entire property needs to be better maintained and kept free of weeds. C-36-2014 PETITION BY SECURE TITLE LOANS REQUESTING A CONDITIONAL USE AMENDMENT FOR A CAR TITLE LOAN BUSINESS. THE PROPERTY IS LOCATED AT 1906 W 3500 S ON 1.08 ACRES AND IS ZONED 'C-2' (GENERAL COMMERCIAL). (STAFF- KEVIN DESPAIN AT 801-965-5814) Discussion: Steve Pastorik stated that staff has been researching potential ordinance changes to car title loan business and indicated that staff has been contacting other cities throughout the valley to see what their regulations are. Brock Anderson stated that the business will be located in the building to the rear of the property. He indicated that the business will do only car title loans and a designated third party will handle any repossessions so no cars will be brought to the site. Brock stated that there will be 3 employees to start and hours will be Monday – Friday from 9am-9pm, Saturday from 9am -6pm, and Sunday from 9am-4pm. Brock displayed the logo for the company and indicated that all signage will meet ordinances.
