WEST VALLEY CITY PLANNING COMMISSION Study Session August 6, 2014 The meeting was called to order at 3:31 p.m. by Chairman Phil Conder at 3600 Constitution Boulevard, West Valley City, Utah. WEST VALLEY CITY PLANNING COMMISSION MEMBERS: Harold Woodruff, Brent Fuller, Jack Matheson, Terri Mills, Phil Conder, and Clover Meaders ABSENT: Barbara Thomas and Latai Tupou WEST VALLEY CITY PLANNING DIVISION STAFF: Steve Pastorik, Steve Lehman, Kevin Despain, Jody Knapp, Brock Anderson, and Nichole Camac WEST VALLEY CITY ADMINISTRATION: Brandon Hill, Assistant City Attorney Planning Commission Study Session August 6, 2014 Page 2 SUBDIVISION APPLICATIONS S-12-2009 & PETITION BY CLAY STEPHENSON, REPRESENTING THE WOODBURY S-2-2010 CORPORATION, REQUESTING A PLAT AMENDMENT FOR LOTS 2, 5, 6, AND 8 OF THE WILLOW WOOD SHOPPING CENTER SUBDIVISION. THE PURPOSE FOR THE PLAT AMENDMENT IS TO ADJUST VARIOUS PROPERTY LINES PLATTED AS PART OF THE ORIGINAL SUBDIVISION. THE PROPERTY IS LOCATED AT 3450 W 3500 S AND IS ZONED 'C-2' (GENERAL COMMERCIAL). (STAFF- STEVE LEHMAN AT 801-963-3311) Discussion: Steve Lehman stated that the applicant applied in 2009 and 2010 to adjust several property lines and provide dedication on 3500 S. He indicated that there were legal issues with the dedication but these have now been resolved so the applicant would like to move forward. Steve stated that lot 5 is now being included with a small amount of dedication on 3500 S so the applications must return to the Planning Commission and City Council for review. Terri Mills asked if there is anything on lot 5. Steve replied that there is just parking and retail uses. Staff and the Planning Commission discussed businesses in the area and Steve indicated that Flower Patch didn’t want to participate in the subdivision. Harold Woodruff asked who owns the small piece of parking along 3600 W that is not part of the subdivision. Steve replied that he isn’t sure but suspects that it may be Thomas Tire. He stated that he will look further into this. CONDITIONAL USE APPLICATIONS C-37-2014 PETITION BY NAWAF RAHEEM REQUESTING A CONDITIONAL USE AMENDMENT FOR A CONVENIENCE STORE. THE PROPERTY IS LOCATED AT 3411 S REDWOOD ROAD ON .98 ACRES AND IS ZONED 'C- 2' (GENERAL COMMERCIAL). (STAFF- KEVIN DESPAIN AT 801-965- 5814) Discussion: Kevin Despain stated that the applicant is proposing a convenience store in a multi-tenant building. He provided the definition of a convenience store and indicated that the applicant will sell pre-packaged items, cigarettes, soft drinks, snacks, gifts, cleaning supplies, incense, etc. and will not be selling any alcohol. Kevin provided a floor plan and indicated that this will not be a tobacco retail specialty store and tobacco products will not exceed 35% of the sales. Brandon Hill stated that there are ways to monitor this but the easiest way is getting a clear plan and description from the applicant of what is being sold. Jack Matheson asked if other uses in the building are permitted uses. Kevin replied yes and indicated that the building is approved for mostly retail as well as one restaurant use in the corner unit. Phil Conder asked if convenience stores will be allowed in any unit in the building if this item were approved. Jody replied the conditional use amendment will typically apply to a specific unit and not for the whole site. Kevin stated that convenience stores are a use that is allowed in the zone. C-38-2014 PETITION BY KENNETH NOPENS REQUESTING CONDITIONAL USE APPROVAL FOR A FENCING SCHOOL. THE PROPERTY IS LOCATED AT 2099 W 2200 S ON 1.21 ACRES AND IS ZONED 'M' (MANUFACTURING). (STAFF- JODY KNAPP AT 801-963-3497) Planning Commission Study Session August 6, 2014 Page 3 Discussion: Jody Knapp stated that the applicant is requesting approval for a sport fencing business. She indicated that the applicant typically rents gym space to provide fencing lessons around Salt Lake valley but would now like to own and operate a gym in West Valley. Jody provided the schedule and indicated that class size will not exceed 12 students. She stated that the ages of students range from 10-70 but the average age is 12-14. She indicated that most parents will drop their children off for classes so the 9 parking stalls provided will be sufficient. Jody stated that there will only be 2-3 staff members on site at any given time and any large competitions will not occur at this location. She indicated that the applicant spoke with the neighboring business owners and the adjacent tenant agreed to allow the applicant additional parking after 5pm if it’s needed. Jody stated that landscaping on the site looks good and the floor plan is very simple and includes an open reception area, office area, restrooms, and open shop space for fencing matches. C-40-2014 PETITION BY YESCO REQUESTING A CONDITIONAL USE AMENDMENT FOR A POLE SIGN AT THE JORDAN VALLEY MEDICAL CENTER. THE PROPERTY IS LOCATED AT 3460 S PIONEER PARKWAY ON 18.03 ACRES AND IS ZONED 'C-2' (GENERAL COMMERCIAL). (STAFF- BROCK ANDERSON AT 801-963-3361) Discussion: Brock Anderson stated that Pioneer Valley Hospital is being rebranded to Jordan Valley Medical Center. The applicant is proposing a new pole sign in place of the one currently located on the site. He indicated that setback requirements are being met and the electronic portion of the proposed sign will not exceed 50% as per ordinance. Brock stated that the sign will be compatible with the building in color and material. Terri Mills asked if new landscaping will be added. Brock replied that landscaping will be added around the sign as required by ordinance. Terri Mills indicated that landscaping was removed recently that screened utility boxes on the property and she would request that this landscaping be replaced. Brock replied that he will speak with the applicant. Phil Conder asked if the sign will be the same size as the one on 9000 S and Bangerter Highway where another Jordan Valley Medical Center is located. Brock replied that he isn’t sure but indicated that the sign is at the maximum allowed height but not at the maximum square footage allowed by ordinance. Clover Meaders asked if there are ordinances that govern the brightness of the sign. Brock replied yes and indicated that these specifics will be provided when the applicant applies for a building permit. Phil asked if the sign is double sided. Brock replied yes.
