The meeting was called to order at 3:30 p.m. by Chairman Phil Conder at 3600 Constitution
Boulevard, West Valley City, Utah.

CONDITIONAL USE APPLICATIONS
C-54-2014 PETITION BY ENTELEN DESIGN BUILD REQUESTING A
CONDITIONAL USE TO APPEAL LANDSCAPING REQUIREMENTS
ALONG A HIGH IMAGE ARTERIAL. THE PROPERTY IS LOCATED AT
2220 S 3600 W ON 7.71 ACRES AND IS ZONED 'M' (MANUFACTURING).

Discussion: Jody Knapp stated that the applicant doesn’t want to decrease
landscaping but is requesting the ability to shift it around to different locations on
the site. She indicated that this is a large site with a large parking lot. Jody stated
that the applicant is doing a major remodel on the building and meets the $50,000
threshold which triggers landscaping requirements on a high image arterial to be
met. She indicated that the ordinance requires 20 feet of landscaping along 3600
W but this would necessitate the removal of customer parking stalls. The
applicant would instead like to expand the end caps around the parking stalls to 30
feet (instead of 20) and add a row of shrubs (that remain green during the winter)
to the 10 foot space along 3600 W. Jody stated that there are low overhead power
lines in the area as well as a slope on the property so staff felt this was a good
solution. She indicated that no landscaping will be lost, it will just be placed in a
slightly different location. Jody stated that the existing sign will be removed and a
larger entrance feature will be added to the space. She added that the applicant
will also be re-doing the entrance to the building and will install a nicely
landscaped plaza. Jody indicated that the ordinance also requires 16 trees which
will be clustered into the larger areas of the site with a potential for smaller trees
in the 10 foot setback area. She stated that plans will need to be submitted that
include the addition of a sidewalk before permits are issued. Jody indicated that
this project may take around 15 months to complete and landscaping
modifications will likely occur in the next budget year. Terri Mills stated that the
site looks nice and indicated that she is surprised to see so much green instead of
drought tolerant landscaping. Phil Conder indicated that it seems like the
applicant will do a good job but stated that the conditions should be specific in
where landscaping will be located.
There being no further business, the meeting was adjourned at 3:40 p.m.
