WEST VALLEY CITY PLANNING COMMISSION Study Session September 2, 2015 The meeting was called to order at 3:34 p.m. by Chair Barbara Thomas at 3600 Constitution Boulevard, West Valley City, Utah. WEST VALLEY CITY PLANNING COMMISSION MEMBERS: Harold Woodruff, Brent Fuller, Jack Matheson, Barbara Thomas, Clover Meaders, and Martell Winters ABSENT: Latai Tupou WEST VALLEY CITY PLANNING DIVISION STAFF: Steve Pastorik, Steve Lehman, Brock Anderson, and Nichole Camac WEST VALLEY CITY ADMINISTRATION: N/A Planning Commission Study Session September 2, 2015 Page 2 SUBDIVISION APPLICATIONS S-19-2015 PETITION BY ANDERSON WAHLEN & ASSOCIATES, REPRESENTING SUBURBAN LAND RESERVE INC., HAS FILED A MINOR SUBDIVISION APPLICATION FOR LOT 103B IN THE LAKE PARK DEVELOPMENT. THE SUBJECT PROPERTY IS LOCATED ON THE SOUTHEAST CORNER OF PARKWAY BOULEVARD AND LAKE PARK BOULEVARD. THE SUBDIVISION WILL CONSIST OF 2 LOTS ON 23 ACRES AND IS ZONED MANUFACTURING. (STAFF- STEVE LEHMAN AT 801-963-3311) Discussion: Steve Lehman stated that the applicant would like to subdivide the property into 2 separate lots. He indicated that there is frontage on both Lake Park Blvd and Parkway Blvd but access is currently limited to just Parkway Blvd. He indicated that the developer is working with the City Engineering Department to get access from lot 1 onto Lake Park Blvd. Steve stated that there are currently landscaped medians on Lake Park Blvd. so this may be difficult to accomplish but the City’s Traffic Engineer is evaluating options including providing a gap in the median to allow left hand turns. Barbara Thomas asked if the intersection is lighted. Steve replied yes. He stated that proposed access on Parkway Blvd would be right in and right out. Cross access agreements would be recorded with the plat so people can travel through both lots to head east or west. Steve indicated that he is unsure how parking will work because a use hasn’t been proposed yet. Jack Matheson asked if there are height restrictions for buildings in the area. Steve Pastorik replied that there is no restriction for the ‘M’ zone but there is for the ‘B/RP’ zone. Martell Winters stated that he would like to see left hand turns onto Parkway Blvd. as well. Steve agreed and indicated that people traveling through both properties to go west could become an issue. CONDITIONAL USE APPLICATIONS C-42-2015 PETITION BY DAVE COLLARD, REPRESENTING ALLIED ELECTRIC SIGN, REQUESTING A CONDITIONAL USE AMENDMENT FOR A POLE SIGN AT KNIGHT TRANSPORTATION. THE PROPERTY IS LOCATED AT 2519 S 5370 W ON 13.93 ACRES AND IS ZONED 'M' (MANUFACTURING). (STAFF- BROCK ANDERSON AT 801-963-3361) Discussion: Brock Anderson stated that the proposed pole sign would be located at the customer/employee parking entrance. He indicated that there are currently no signs on this side of the property, only on the building. Brock indicated that the proposed sign would meet the 10 foot setback requirement and will be out of the clear-view triangle. He provided an illustration of the sign and stated that it would be 10 feet tall and 45 square feet in area which is significantly less than what they are allowed. Brock stated the even though the sign looks like a monument, it is classified as a pole due to the size. He indicated that the applicant will meet the 90 foot landscaping requirement and has specified that additional landscaping will be added to the existing lawn and trees but a specific plan hasn’t been submitted. Planning Commission Study Session September 2, 2015 Page 3 Barbara Thomas stated that the Planning Commission would like to see more than just lawn and grass and would suggest that the applicant submit a more detailed plan. The property is located at 2519 S 5370 W on 13.93 acres and is zoned 'M' (manufacturing).
