WEST VALLEY CITY PLANNING COMMISSION Study Session April 19, 2017 The meeting was called to order at 3:32 p.m. by Chair Meaders at 3600 Constitution Boulevard, West Valley City, Utah. WEST VALLEY CITY PLANNING COMMISSION MEMBERS Brent Fuller, Mathew Lovato, Clover Meaders, Martell Winters, Cindy Wood, and Harold Woodruff ABSENT: David McEwen WEST VALLEY CITY PLANNING DIVISION STAFF: Jody Knapp, Lee Logston, Steve Pastorik, and Brenda Turnblom WEST VALLEY CITY ADMINISTRATION: Brandon Hill CONDITIONAL USE APPLICATIONS C-8-2017 PETITION BY CHRIS AND DICKS REQUESTING CONDITIONAL USE APPROVAL FOR A WAREHOUSE EXPANSION. THE PROPERTY IS LOCATED AT 1499 WEST 3500 SOUTH ON 3.37 ACRES AND IS ZONED M (MANUFACTURING). (STAFF - JODY KNAPP - 801-963-3497) Discussion: Jody Knapp explained this warehouse will be in the Manufacturing zone and will not be subject to Commercial Design Standards. This use existed Planning Commission Study Session April 19, 2017 Page 2 prior to surrounding homes being built in the late 90’s. Today’s standards require a masonry wall and 20’ of landscaping between Manufacturing and Residential zones. Landscaping next to the wall is not possible because the area behind the wall is a road. There is an existing masonry wall and also a vinyl fence on the property. We feel this new construction warrants requiring the existing section of vinyl fencing be replaced with a masonry wall along the residential area. Commissioner Woodruff asked about emergency access to the residential area. Jody Knapp said there is a wall that prevents access to neighboring homes. Commissioner Lovato feels the planned corrugated metal design of the warehouse does not fit in with the adjoining retail area, especially since they share parking. Commissioner Woodruff feels that large trucks parked on the property will look bad sticking out into the retail space. Jody Knapp noted those concerns. C-9-2017 PETITION BY GRANITE MOUNTAIN STORAGE SYSTEMS REQUESTING CONDITIONAL USE APPROVAL FOR A SELF- STORAGE FACILITY. THE PROPERTY IS LOCATED AT 4544 SOUTH 3820 WEST ON 2.87 ACRES AND IS ZONED C-2 (GENERAL COMMERCIAL). (STAFF - LEE LOGSTON AT 801-963-3531) Discussion: Lee Logston reported that the owner is purchasing land from Home Depot and will be combining lots for a subdivision, dedicating a cul-de-sac for access to the business. Construction of six storage buildings and an office with storage units incorporated into them is planned. Lee Logston confirmed a masonry wall will be installed adjacent to residential. Signage will take advantage of visibility along Bangerter Highway and will use a combination of materials: split block, smooth block, columns, metal panels, and stone. Commissioner Fuller asked how landscaping along Bangerter Highway will be maintained. Lee Logston said gates will allow access to the landscaped area. Lee Logston reported the owner is concerned about security and has selected prickly plants for use in landscaping along Bangerter Highway. Commissioner Fuller asked if UDOT will allow landscaping so close to Bangerter Highway. Steve Pastorik answered yes, the east side of the wall is 20’ away from the right of way. The landscaped area will be on the owner’s property. Commissioner Woodruff asked about access to the property. Lee Logston said one of the reasons these parcels have remained undeveloped for so long is because they are surrounded by a residential area. It is less than ideal to have a business accessed from a residential street. This will be a fairly quiet business and access will be electronic, for customers only. Steve Pastorik reported that the owner tried to gain access through Home Depot, but access was denied.
