The meeting was called to order at 3:31 p.m. by Chair Meaders at 3600 Constitution Boulevard,
West Valley City, Utah.

SUBDIVISION APPLICATIONS
S-8-2017 NATE JONES IS REQUESTING PRELIMINARY APPROVAL FOR THE
HOLLOW CREEK SUBDIVISION. THE SUBDIVISION CONSISTS OF 3
LOTS ON 1.2 ACRES. THE SUBDIVISION IS LOCATED AT 3315
SOUTH 6400 WEST AND IS ZONED R-1-7 (SINGLE FAMILY
RESIDENTIAL). STAFF - STEVE LEHMAN AT 801-963-3311)
Discussion: Steve Lehman reported the existing house on this property will be
bulldozed to make way for a 35’ private road. This subdivision will have three
lots with a hammerhead fire truck turnaround between lots 1 and 2. 6’ fencing
will be installed with a 3-4’ landscaped area on the north side of the fence.
Commissioner Fuller has concerns about maintenance of the landscaped strip
along the road.
Steve Lehman mentioned that Public Works will decide whether a curb, gutter
and sidewalk will be required along the small 6400 West frontage. New
construction will follow the new housing standards as specified in the
development agreement. The owner plans to geothermally heat and cool the new
1600 sqft home.
S-10-2017 BILL KING IS REQUESTING PRELIMINARY APPROVAL FOR THE
GRANITE MOUNTAIN STORAGE SUBDIVISION. THE SUBDIVISION
CONSISTS OF 1 LOT ON 2.8 ACRES. THE SUBDIVISION IS LOCATED
AT APPROXIMATELY 4550 SOUTH 3820 WEST AND IS ZONED C-2
(GENERAL COMMERCIAL). (STAFF - STEVE LEHMAN AT 801-963-

Discussion: Steve Lehman said the two existing parcels on the property will be
consolidated in to one. City ordinance requires that the stub road adjoining the
property be terminated into a cul-de-sac. The perimeter of the cul-de-sac may be
gated. The cul-de-sac will be dedicated and open to the public.
S-11-2017 CARLOS HERNANDEZ IS REQUESTING PRELIMINARY APPROVAL
FOR THE ARTISAN PLACE PUD. THIS SUBDIVISION CONSISTS OF
11 LOTS ON 2.7 ACRES. THE PROPERTY IS LOCATED AT
APPROXIMATELY 2163 SOUTH CONSTITUTION BOULEVARD AND
IS ZONED M (MANUFACTURING). (STAFF - STEVE LEHMAN AT 963-

Discussion: Steve Lehman related that Artisan Place supplies marble and granite
for things such as showers and countertops. Artisan Place will be housed in lot
one of the PUD. The other lots will house other light manufacturing uses. A
Common area will be maintained by an association. There will be one single
point of access off of 2700 South. The area that was vacated will be landscaped
as part of this project. Lots will be just over 5,000 sqft.

CONDITIONAL USE APPLICATIONS
C-18-2017 PETITION BY UTAH AUTO SPA REQUESTING A CONDITIONAL USE
AMENDMENT FOR AN EXPANSION. THE PROPERTY IS LOCATED
AT 3151 SOUTH REDWOOD ROAD ON .9 ACRES AND IS ZONED C-2
(GENERAL COMMERCIAL). (STAFF - JODY KNAPP AT 801-063-3497)
Discussion: In Jody Knapp’s absence, Brock Anderson announced that two
existing automatic carwash bays will be removed to make room for a tunnel
carwash. The existing self-service bay will remain. The tunnel carwash will be
quieter than the existing car wash. The blowers will be located away from nearby
residences. The carwash will employ 2-3 employees. Proposed hours will be 7
a.m. to 9 p.m. during the summer and 7 a.m. to 5 p.m. in the winter. The
Redwood streetscape has already been installed. The existing vacuums will be
updated with canopies. Additional vacuums will also be installed. The owner is
hoping to commence work in September 2017 and complete in February 2018.
C-19-2017 PETITION BY WASATCH SIGN & LIGHTING REQUESTING
CONDITIONAL USE APPROVAL FOR MODIFICATIONS TO AN
EXISTING POLE SIGN. THE PROPERTY IS LOCATED AT 4050
SOUTH 5600 WEST ON 13.41 ACRES AND IS ZONED C-2 (GENERAL
COMMERCIAL). (STAFF - BROCK ANDERSON AT 801-963-3361)
Discussion: Brock Anderson indicated two tenant panels will be added to the
existing sign on 4100 South, which will increase the height from 20’ to 25’. The
owner originally wanted to increase the height of the sign on 5600 West as well,
but the increase in height required an increased setback, and there is no room to
set it back any farther.
C-20-2017 PETITION BY WALMART REQUESTING CONDITIONAL USE
APPROVAL FOR A FUEL CENTER. THE PROPERTY IS LOCATED AT
3180 SOUTH 5600 WEST ON 1.27 ACRES AND IS ZONED C-2
(GENERAL COMMERCIAL). (STAFF - JODY KNAPP AT 801-963-3497)
Discussion: Brock Anderson said current landscaping plans show existing trees
to be removed. We will clarify that if trees are removed, they will need to be
replaced with other trees. The existing pole sign will be modified to show pick-
up and gas boards. The height and square footage of the sign will need to be
revised to meet City ordinance. A stone wainscot needs to be added to the bottom
posts of the fuel canopy.
Commissioner Winters does not think left hand turns are safe from this property
and recommended right in, right out. Commissioner Meaders asked if there are
enough parking spaces for the property. Brandon Hill said there is more space in
the back that can be used for parking. Brock Anderson confirmed the ends of the
parking islands need to be landscaped. The existing Walmart sign does not meet
code, and is too high.
