WEST VALLEY CITY PLANNING COMMISSION Study Session July 19, 2017 The meeting was called to order at 3:32 p.m. by Chair Meaders at 3600 Constitution Boulevard, West Valley City, Utah. THE PROPERTY IS LOCATED AT 3245 WEST 2400 SOUTH ON 1.74 ACRES AND IS ZONED M (MANUFACTURING). (STAFF - JODY KNAPP AT 801-963-3497) Discussion: Jody Knapp said this application was first looked at as an agricultural industry. In reevaluating this application, our legal counsel has determined that it is more of a commissary. A commissary is considered a permitted use in a manufacturing zone, so it does not need to be reviewed as a conditional use. C-22-2017 PETITION BY MHTN ARCHITECTS REQUESTING CONDITIONAL USE APPROVAL FOR A MONUMENT SIGN. THE PROPERTY IS LOCATED AT 2850 SOUTH REDWOOD ROAD ON 1.3 ACRES AND IS ZONED C-3 (TRANSITIONAL COMMERCIAL). (STAFF – BROCK ANDERSON AT 801-963-3361) Discussion: Brock Anderson stated the Redwood Business Park wants to change their monument sign. A multi-tenant sign may typically only be 7’ tall, but the applicant is requesting a 9’ tall (maximum bonus) sign. Monument signs are usually required to have a masonry base, but this sign will have a unique design. The sign will be set back 10-1/2’ from the property line. Brock Anderson reported the owner is proposing to remove existing landscaping and replace it with new. The front of the building will be updated by removing the red awnings and installing a trellis above the doors. The current wall signage will also be removed. Brock Anderson noted the landscape plan for the parking islands needs to be updated to show at least 50% live plant material. The improvement on this property is below $50.000, so it does not trigger the streetscape requirements for a high image arterial. We would like the applicant to install one tree every 30’ along the frontage, which would be 8 trees total. One tree is already planned on each end of the frontage, so that would be six additional trees. If the six trees are planted, we do not feel it is necessary to have trees in the parking islands.
