The meeting was called to order at 3:30 p.m. by Chair Meaders at 3600 Constitution Boulevard,
West Valley City, Utah.

ZONE CHANGE APPLICATION
ZT-6-2017 PETITION BY AMBROSE GROUP, INC. REQUESTING A ZONE
CHANGE FROM A (AGRICULTURE, MINIMUM LOT SIZE ½ ACRE)
TO RM (MULTIPLE UNIT DWELLING RESIDENTIAL). THE
PROPERTY IS LOCATED AT 5340 WEST 3500 SOUTH ON 1.09
ACRES. (STAFF – STEVE PASTORIK AT 801-963-3545)
Discussion: Steve Pastorik said there is an existing home on the Southwest
corner of this property that was built in the year 1900. Townhomes are proposed
on this property. The fronts of the townhomes will face east and west, with two-

car garages in back. The density of the townhomes will be 11 units per acre.
Kitchen, living, and garage will be on the main floor. The upper level will
contain three bedrooms. The units will be 2100 sqft including the basement.
Steve Pastorik read the three conditions to apply for rezoning from A to RM:
1. For properties without existing structures which are proposed to be developed,
the property must be a minimum of two acres and the density must not exceed
twelve units per acre. For properties with existing structures proposed to be
redeveloped, there is no minimum acreage requirement, but the density must
not exceed twenty units per acre.
2. The property shall either i) have access and frontage on a street with a planned
right-of-way width of at least 80’ (for properties under two acres) or 100’ (for
properties two acres or larger) as indicated on the Major Street Plan or ii) be
adjacent to existing multi-family residential development on two sides.
3. A development agreement must be proposed with the zone change application
that addresses dwelling unit sizes, exterior materials, architecture,
landscaping and project amenities.
Steve Pastorik said this property is eligible for a rezone application. That does
not mean the Planning Commission is required to recommend approval, they may
recommend something else to the City Council given the specifics of this
property.
Steve Pastorik mentioned that City staff feels the exteriors of the townhomes need
improvement. If updated plans are not received by Wednesday of next week,
Staff recommends that this application be continued.
Steve Pastorik said 3500 South will eventually be widened to six lanes with center
bus lanes. The widening will occur sometime between now and 2024. The transit
is programmed between 2025 and 2034. The General Plan calls for office use or
higher density residential on this section of 3500 South.
There being no further business, the meeting adjourned at 3:46 p.m.
