WEST VALLEY CITY PLANNING COMMISSION Study Session June 20, 2018 The meeting was called to order at 3:34 p.m. by Chair Meaders at 3600 Constitution Boulevard, West Valley City, Utah. WEST VALLEY CITY PLANNING COMMISSION MEMBERS Brent Fuller, Mathew Lovato, Clover Meaders, Darrick Porter, and Harold Woodruff ABSENT David McEwen, Martell Winters, and Cindy Wood WEST VALLEY CITY PLANNING DIVISION STAFF Steve Pastorik and Brenda Turnblom GENERAL PLAN CHANGE APPLICATION GP-1-2018 PETITION BY WEST VALLEY CITY REQUESTING AN AMENDMENT TO THE GENERAL PLAN TO REMOVE CORPORATE PARK DRIVE FROM THE GENERAL PLAN MAP AND MAJOR STREET PLAN BETWEEN LAKE PARK BOULEVARD AND 2400 SOUTH. (STAFF – STEVE PASTORIK 801-963-3545) Discussion: Steve Pastorik showed the street plan calling for an extension of Corporate Park drive (roughly 4800 West) to 2400 South. Steve Pastorik said we hope to have a nice residential subdivision next to the golf course, canal, and waterway trail system. There is interest in light industrial development on the neighboring property. If we connect the industrial area to the residential area, truck traffic will go through the subdivision, which is not conducive to creating a nice area to live. We feel it would be better not to have that road connection between industrial and residential. About a half a mile away, there is a connection from 5370 West to Lake Park Boulevard to 2400 South and the frontage road. Chair Meaders asked if we have received any emails from surrounding properties. Steve Pastorik answered not so far. Planning Commission Study Session June 20, 2018 Page 2 MISCELLANEOUS M-4-2018 PETITION BY SEVERAL OWNERS OF PROPERTY NEAR THE INTERSECTION 4100 SOUTH AND 4000 WEST REQUESTING LANDSCAPING EXCEPTIONS DUE TO LANDSCAPING IMPACTS FROM PLANNED ROAD IMPROVEMENTS. (STAFF - STEVE PASTORIK AT 801-963-3545) Discussion: Steve Pastorik said early next year there will be a major street project between Bangerter Highway and 5450 West. The City will be reconstructing 4100 South, which is in poor condition. Further improvements for turning lanes will be made at this intersection. The westbound right only lane will become a right or through lane to allow more people to get through the intersection. The right turn pocket will be extended for more stacking room for turning southbound. The widening of the road will impact four properties. Each of these properties has the required 20’ of landscaping now. The road widening will take between 10-14’ of that landscaping. Our ordinance says that whenever landscaping is displaced, it needs to be replaced. An exception can be made if the landscaping removes necessary improvements. Given the small size of these properties and the limited amount of parking, staff feels landscaping exceptions should be granted for these properties. Because trees will be removed, they will need to be replaced.
