WEST VALLEY CITY PLANNING COMMISSION Study Session July 3, 2018 The meeting was called to order at 3:35 p.m. by Chair Meaders at 3600 Constitution Boulevard, West Valley City, Utah. WEST VALLEY CITY PLANNING COMMISSION MEMBERS Brent Fuller, Mathew Lovato, David McEwen, Clover Meaders, Darrick Porter, Martell Winters, Cindy Wood, and Harold Woodruff WEST VALLEY CITY PLANNING DIVISION STAFF Steve Pastorik and Brenda Turnblom WEST VALLEY CITY ADMINISTRATION Brandon Hill SUBDIVISION APPLICATIONS S-9-2018 CURT DIAL, REPRESENTING CANYON COVE HOMES, IS REQUESTING PRELIMINARY APPROVAL FOR THE LILY COVE SUBDIVISION. THIS SUBDIVISION CONSISTS OF 4 LOTS ON 1.45 ACRES. THE SUBDIVISION IS ZONED R-1-8 AND IS LOCATED AT 3248 SOUTH 6400 WEST. (STAFF - STEVE LEHMAN AT 801-963-3311) Discussion: Steve Lehman said the existing home on this property will be demolished and four single family lots will be created. The lots will be accessed by a 28’ wide private street with a hammerhead for fire truck turnaround. There is an irrigation box on the corner of the property that shoots to the north. We do not want to abandon the irrigation system, as it may be needed in the future. There is some allowance on the south side of the property for a retaining wall made of railroad ties. Planning Commission Study Session July 3, 2018 Page 2 Commissioner Winters suggested that we talk to the water master to see if the irrigation system will be needed in the future. Steve Lehman agrees that any water issues need to be resolved before construction begins. S-10-2018 CORBIN BENNION, REPRESENTING SUBURBAN LAND RESERVE, INC., IS REQUESTING PRELIMINARY APPROVAL FOR THE LAKE PARK COMMERCE CENTER SUBDIVISION. THE SUBDIVISION WILL CONSIST OF 3 LOTS AND 1 PARCEL ON 54 ACRES. THE SUBDIVISION IS ZONED M (MANUFACTURING) AND IS LOCATED AT 5139 WEST 2400 SOUTH. (STAFF - STEVE LEHMAN AT 801-963- 311) Discussion: Steve Lehman said this property north of the Riter Canal will be subdivided into three large lots for future industrial type uses. There is an existing well on the property that may interfere with parking and the layout of the site. The developer proposes to relocate the well. There is also an existing storm drain line that will be abandoned and relocated to allow greater flexibility on the lots for development. Commissioner Winters asked if the well is active. Steve Lehman answered yes. Commissioner Fuller asked who the well belongs to. Steve Lehman said it may be a private well system. Commissioner Winters asked if the wetlands can be included as part of the required greenspace. Steve Lehman said we don’t require a lot of open space in the Manufacturing zone, but if it is left open, it would be counted towards the landscaping percentage needed. CONDITIONAL USE APPLICATIONS C-11-2018 PETITION BY BRIDGER TAYLOR REQUESTING CONDITIONAL USE APPROVAL FOR A FOUR-UNIT DWELLING. THE PROPERTY IS LOCATED AT 1512 WEST 3395 SOUTH ON 0.23 ACRES AND IS ZONED R-4-8.5 (FOUR UNIT DWELLING RESIDENTIAL). (STAFF - BROCK ANDERSON AT 801-963-3361) Discussion: This subdivision of four-plexes was developed in 1978, with this lot being used for water retention. The water retention basin has since been abandoned and the water has been piped. There are three 15’ easements on this property. Brock Anderson reported that the property owner appeared before the Board of Adjustment and was granted variances for landscaping, location of a dumpster, reduction of required amenities and open space requirements, and using some carports instead of all garages. All other design standards for multi-family dwellings will be met. Materials for this four-plex will be fiber cement siding with some stone. Commissioner Lovato asked if the homes will include basements. C-12-2018 PETITION BY ALPINE PROPERTY MANAGEMENT REQUESTING A SHOPPING CENTER. THE PROPERTY IS LOCATED AT 3330 SOUTH 5600 WEST AND IS ZONED C-2 (GENERAL COMMERCIAL) ON 10.75 ACRES. (STAFF - JODY KNAPP AT 801-963-3497) Discussion: In Jody Knapp’s absence, Brock Anderson gave a brief history of this property. This Kmart property was built in 1986 and closed in 2016. The property has been vacant since then. The developer would like to divide this space into a 60,000 sqft grocery store, 10,000 sqft retail space, and 21,000 sqft restaurant. Because the intensity of the use will be increased for the restaurant, more landscaping will be added. One pole sign is being requested for this property. 10 sqft of bonus signage is allowed, because no other monument signs are being requested. C-13-2018 PETITION BY JAMES CARROLL REQUESTING CONDITIONAL USE APPROVAL FOR A SHOPPING CENTER. THE PROPERTY IS LOCATED AT 1741 WEST AND 1751 WEST 3100 SOUTH ON 1.47 ACRES AND IS ZONED C-2 (GENERAL COMMERCIAL). (STAFF - BROCK ANDERSON AT 801-963-3361) Discussion: Brock Anderson said this property has been vacant. These two parcels will be consolidated in to one. A one-stop tile, carpet, counters, cabinets, and paint design center is being proposed here. There will be a show room and retail and warehouse sections. 53 parking stalls are required. There will only be one access allowed to the property from 3100 South, the second access will need to be removed. Cross access and easement agreements are needed through the Chevron station off of Redwood Road. 3100 South is a high image arterial, so high image streetscape standards are required. Materials are stucco and a composite panel. An 8’ wall may be required instead of 6’ because of the height difference near the mobile homes.
