The meeting was called to order at 3:30 p.m. by Chair Meaders at 3600 Constitution Boulevard,
West Valley City, Utah.

ZONE CHANGE APPLICATIONS
Z-12-2018 PETITION BY WARD ENGINEERING GROUP REQUESTING A ZONE
CHANGE FROM A (AGRICULTURE, MINIMUM LOT SIZE ½ ACRE)
TO R-1-7 (SINGLE UNIT DWELLING RESIDENTIAL, MINIMUM LOT
SIZE 7,000 SQUARE FEET). THE PROPERTY IS LOCATED AT 4016
SOUTH 6000 WEST ON 0.68 ACRES. (STAFF – STEVE PASTORIK AT

Discussion: Steve Pastorik stated there is an existing home on the property with a
summer kitchen located in back. Two new lots are being proposed, on which new
homes will be built that meet the new standard in terms of square footage and
design. The existing home will remain. The windows and doors will be replaced
on the existing home and a front porch will be added. A detached garage will also
be built. Curb, gutter, and sidewalk will be installed along 6000 West. A

wrought iron fence will be installed along the canal.
Commissioner Wood asked if the existing home is occupied. Steve Pastorik
answered that he thinks it is rented. Commissioner Lovato mentioned that we do
not want to carve out too small of lots, as this is a prominent location.
Commissioner McEwen asked what the zoning of the surrounding homes are.
Steve Pastorik said the homes to the north and west are zoned R-1-8.
Commissioner Wood mentioned that the lot is currently run down and she would
like to see it developed rather than remain in its current state.
Z-13-2018 PETITION BY CABCO 5600, LLC REQUESTING A ZONE CHANGE
FROM M (MANUFACTURING) TO C-2 (GENERAL COMMERCIAL).
THE PROPERTY IS LOCATED AT 2514 SOUTH 5600 WEST ON 1.47

Discussion: Steve Pastorik related that Cabco previously received approval to
build several buildings; the majority were storage units. Although this property is
zoned M, the Master Plan calls for Commercial zoning. The existing building
was completed in 2015; however, due to limited access, the owner is having
problems renting the property. A dentist is interested in moving in, but the M
zone doesn’t allow medical or dental uses. This is the reason for rezoning to C-2.
Commissioner Winters asked who is now renting the property. Steve Pastorik
disclosed that the building is currently vacant.
SUBDIVISION APPLICATIONS
S-13-2018 BOB FURSTENAU IS REQUESTING A PLAT AMENDMENT FOR LOT
1B IN THE CABCO 5600 WEST SUBDIVISION. THE SUBDIVISION
WILL AMEND THE EXISTING LOT TO CREATE 3 ADDITIONAL
LOTS. THE SUBDIVISION IS LOCATED AT 2524 SOUTH 5600 WEST
AND IS ZONED M (MANUFACTURING). (STAFF - STEVE LEHMAN

Discussion: Steve Lehman said the Cabco subdivision was created three years
ago. 1-1/2 years ago, plans were submitted to create pad sites for condominiums.
These plans didn’t gain traction because the property owner left the country for a
couple of years. Now that the owner has returned, he would like to create a 4-lot
subdivision instead. CC&Rs will protect the shared access, parking, and
landscaping on the property.
SMI-1-2018 BROOKS ARNELL IS REQUESTING PRELIMINARY APPROVAL FOR
THE PJ MANAGEMENT SUBDIVISION. THE SUBDIVISION IS
LOCATED AT 3403 SOUTH DECKER LAKE DRIVE, WILL CONSIST
OF 2 LOTS AND IS ZONED C-2 (GENERAL COMMERCIAL). (STAFF -

Discussion: Steve Lehman acknowledged the existing building on the property
used to be a Chili’s restaurant. The owner wishes to subdivide the property to
create an additional lot for a future restaurant. Storm drainage and shared access
has been discussed with the business to the south.
CONDITIONAL USE APPLICATION
C-15-2018 PETITION BY ICO DEVELOPMENT REQUESTING CONDITIONAL
USE APPROVAL FOR A 201-UNIT APARTMENT DEVELOPMENT.
THE PROPERTY IS LOCATED AT 2986 WEST LEHMAN AVENUE ON
2.9 ACRES AND IS ZONED CC (CITY CENTER). (STAFF – STEVE
PASTORIK AT 801-963-3545)
Discussion: Steve Pastorik said this will be the second residential phase for
Fairbourne Station. Because both residential phases are owned by ICO, they may
share amenities. Shared amenities will include an indoor basketball court and
fitness center on the second floor. Additional amenities include a courtyard,
garages, community room, on-site management, balconies for each unit, a hot tub,
indoor storage, elevators, a business conference area, a couple of firepits, and
deck space.
Steve Pastorik showed elevations which are similar to Phase I, but not identical.
More fiber cement will be used for Phase II, rather than stucco.
Steve Pastorik explained the third and fourth levels will all be living units. This
phase will have 201 living units. Phase I had 225 units. The reduction in units
for Phase II is mainly due to parking.
Commissioner Fuller is concerned that if tenants are charged extra for protected
parking, they may park on the road to save money. Steve Pastorik said ICO will
not charge for parking separate from the rent due to parking issues the City has
had with other projects.
Commissioner Wood asked about rental costs. Rent for 1 bedroom is currently
$1,019-$1,099, 2 bedrooms are $1,139-$1,359, and three bedrooms are $1,569.
Commissioner Winters requested the opportunity for the planning commissioners
to tour the facility when completed.
There being no further business, the meeting adjourned at 4:18 p.m.

subdivision is located at 3403 South Decker Lake Drive, will consist of 2 lots and is zoned C-2
