WEST VALLEY CITY PLANNING COMMISSION Study Meeting May 1, 2019 The meeting was called to order at 3:31 p.m. by Chair Meaders at 3600 Constitution Boulevard, West Valley City, Utah. WEST VALLEY CITY PLANNING COMMISSION MEMBERS Brent Fuller, Mathew Lovato, David McEwen, Clover Meaders, Darrick Porter, Cindy Wood, and Harold Woodruff ABSENT Martell Winters WEST VALLEY CITY PLANNING DIVISION STAFF Brock Anderson, Daniel Bush, Steve Pastorik, and Brenda Turnblom WEST VALLEY CITY ADMINISTRATION Brandon Hill ZONE TEXT CHANGE APPLICATION ZT-4-2019 PETITION BY NICK AUGUSTYN REQUESTING A ZONE TEXT CHANGE TO AMEND SECTION 11-1-104 TO ALLOW FREEWAY- ORIENTED BILLBOARD SIGNS ON MOUNTAIN VIEW CORRIDOR AND BANGERTER HIGHWAY. (STAFF – STEVE PASTORIK AT 801- 963-3545) Discussion: Steve Pastorik explained that as our sign code is written now, freeway-oriented billboards are allowed along I-215 and SR-201. This proposed amendment would allow freeway-oriented billboards along Bangerter Highway and Mountain View Corridor. The applicant argues that this would aid in the relocation of less desirable, nonconforming billboards to conforming locations long higher speed arterial freeways. Steve Pastorik reported that in 2003, a cap of 53 was placed on the number of billboards allowed within the City. Since then, some billboards have been Planning Commission Study Meeting May 1, 2019 Page 2 removed and not replaced, so the number has been reduced. No new billboard is allowed unless it is to replace an existing one. Steve Pastorik verified that UDOT will gradually convert Bangerter Highway to a freeway between now and 2030. Mountain View Corridor is scheduled to become a freeway facility sometime between 2031-2040. Traffic counts on Mountain View Corridor and Bangerter Highway are projected to be similar to I- 215 and SR-201. Steve Pastorik presented a map showing where existing billboards are located within the City. He also showed photo examples of billboards that we would like to see moved. Steve Pastorik said 37 of the 49 billboards within our City are Reagan signs. Clover Meaders asked how the public will benefit from this change. Steve Pastorik answered it is a way to get rid of smaller billboards in residential locations. Steve Pastorik reported that Nicole Cottle suggested we offer one new, larger sign in exchange for getting rid of two smaller, older billboards. However, Reagan signs was not interested in this idea. Steve Pastorik noted that the Planning Commission has the option to keep the code as it is. SUBDIVISION APPLICATION SMI-4-2019 WARD ENGINEERING GROUP, REPRESENTING THE PROPERTY OWNER, IS REQUESTING PRELIMINARY SUBDIVISION APPROVAL FOR THE COVINGTON ESTATES SUBDIVISION. THE SUBDIVISION IS LOCATED AT 4016 SOUTH 6000 WEST AND IS ZONED R-1-7 (RESIDENTIAL SINGLE FAMILY, MINIMUM 7,000 SQUARE FOOT LOT). THE PROPOSED SUBDIVISION WILL CONSIST OF 3 LOTS ON .68 ACRES. (STAFF - STEVE LEHMAN AT 801-963-3311) Discussion: Steve Pastorik presented this application in place of Steve Lehman. Steve Pastorik reported there is an existing home on the property that will be refurbished, and a detached garage will be added. New homes will also be added, as well as improvements along 6000 West. CONDITIONAL USE APPLICATION C-8-2019 PETITION BY MAVERIK REQUESTING CONDITIONAL USE FOR A CONVENIENCE STORE AT 4125 SOUTH 6000 WEST. THE PROPERTY IS ZONED M (MANUFACTURING) ON 3.02 ACRES. (STAFF - JODY KNAPP AT 801-963-3497) Discussion: Jody Knapp reported there is currently a manufacturing facility on the property that will be demolished to build a Maverik gas station. The new store will be over 5,600 sqft and will be required to meet commercial design standards. About 23% of the site will be landscaped, where only 5% landscaping is required. Planning Commission Study Meeting May 1, 2019 Page 3 The property will be xeriscaped on the sides using buffalo grass and blue grama grass, with more formal landscaping along the front of the property. A wall will be installed along residential homes. DISCUSSION ITEM - DUMPSTER ENCLOSURES Jody Knapp related that a provision was added to City code stipulating that existing sites that have dumpsters without dumpster enclosures must install a dumpster enclosure upon the issuance of a new business license. Steve Pastorik expressed that large complexes within the City may have dumpsters that are not seen from the street. In these cases, we could give more flexibility on how dumpsters are screened, rather than only inside a dumpster enclosure. Jody Knapp gave a few examples of large complexes that do not have a centralized location for dumpster enclosures: Decker Lake Business Park, Presidential Business Park, and Backcountry. In these examples, it may be necessary to move dumpsters from place to place, change dumpster sizes, or remove dumpsters altogether for new tenants. Steve Pastorik feels that shopping centers should have dumpster enclosures, but dumpster enclosures in manufacturing locations are not as important. Steve Pastorik said he would rather focus efforts to clean up 3300 South than enforce dumpster enclosure requirements in manufacturing areas. Commissioner Porter suggested dumpster enclosures be triggered by a building permit rather than a business license. The subdivision is located at 4016 South 6000 West and is zoned R-1-7 (Residential Single Family, Minimum 7,000 Square Foot Lot). The proposed subdivision will consist of 3 lots on .68 acres. (Staff - Steve Lehman at 801-963-3311) CONDITIONAL USE APPLICATION C-8-2019 Petition by MAVERIK requesting conditional use for a convenience store at 4125 South 6000 West. The property is zoned M (Manufacturing) on 3.02 acres.
