After touring the new Public Safety Building, the meeting was called to order at 5:17 p.m. by
Clover Meaders at 3600 Constitution Boulevard, West Valley City, Utah.

C-13-2019 PETITION BY TRUCKPRO, LLC REQUESTING CONDITIONAL USE
FOR EXPANSION PARKING FOR UTAH TANK AND TRAILER. THE
PROPERTY IS LOCATED AT 2303 SOUTH 5370 WEST ON 5 ACRES

Discussion: Jody Knapp said TruckPro sells petroleum tanks, pneumatic trailers
and trucks, and provides service and parts. Landscaping will be extended along
the frontage of the property.

1965. Because the development predated any neighboring residential properties,
there were no wall or landscaping requirements. The indoor swap meet was
established in 2002. At that time, City code did not require landscaping or
screening. The requirement for a block wall was waived. Instead, the existing
wood fence was to be maintained. Jody Knapp said she cannot find any previous
landscaping requirements in any of the minutes or on the site plan.
Jody Knapp said there have been over 400 calls for police service along this
corner of property just this year. Calls for service include traffic accidents,
disturbing the peace, transients, trespassing, domestic violence, civil welfare
checks, pedestrian stops, and abandoned vehicles. Jody Knapp explained that
many people wander from the Jordan River and there is cross traffic between the
liquor store and the four plexes.
Jody Knapp acknowledged we are now pulling the conditional use to review the
original conditions. We see the original conditions are not working and need to
be corrected. The property has not been maintained. Weeds need to be removed
and there are missing sections of fencing. Behind the building looks terrible.
Transients sleep on the old loading dock.
Jody Knapp related that the owner was cited as part of the 3500 South clean-up.
Just fixing the wood fence will not work. Something more substantial is needed.
Jody Knapp mentioned that she met with the owner to determine how to remedy
the problems. She reported that the owner agrees to put in a wall. In addition,
lighting needs to be fixed and security added.
Steve Pastorik explained that for the past two years, Planning and Zoning has
branched out into more proactive enforcement. Last year our effort was along
Redwood Road. Ricardo Ramos has done a great job doing enforcement along
3500 South. We are seeing significant progress.
There being no further business, the meeting adjourned at 5:35 p.m.
