WEST VALLEY CITY PLANNING COMMISSION Study Meeting October 21, 2020 The meeting was called to order at 3:30 p.m. by Chair Meaders using Zoom at https://zoom.us/j/95328405803 WEST VALLEY CITY PLANNING COMMISSION MEMBERS Brent Fuller, David McEwen, Clover Meaders, Darrick Porter, Harold Woodruff, Cindy Wood, Mathew Lovato and Martell Winters ABSENT WEST VALLEY CITY PLANNING DIVISION STAFF Jody Knapp and Kirsten Hunt WEST VALLEY CITY ADMINISTRATION Brandon Hill, Assistant City Attorney CONDITIONAL USE APPLICATION CA-3-2020 Petition by NICHOLS NAYLOR ARCHITECTS requesting conditional use amendment for a tunnel carwash. The property is located at 3360 South Redwood Rd. on 3.53 acres and is zoned C-3 (Transitional Commercial). (Staff – Jody Knapp at 801-963-3497) Discussion: Jody explained the owner of the Westerner, Jason Hook, would like to construct a tunnel carwash facility on the southeast corner of the property. Jody stated there had been back and forth conversation about parking. The Westerner is 16,000 sq. ft., the requirement is one parking space for every 50 sq. ft. The need for the Westerner is 320 parking spaces, which is what they have right now. The addition of the carwash would take away 100 of those parking spaces. The Westerner only uses 11,000 sq. ft. as a club; this would require 220 parking spaces instead of the 320. Therefore, they can fulfill the parking requirement. Jody noted there would not be much overlap of business hours between the carwash and the Westerner. Commissioner Winters asked if there have been many noise complaints about the carwash businesses in West Valley City. He also wondered if there are restrictions for the noise level. Jody has not received any complaints. She explained there recently was an addition of another tunnel carwash along Redwood Road, and the noise from the traffic is louder than that of the carwash. She also stated the carwash would be closed at 8:00 pm, so she doesn’t foresee any noise level issue.
