WEST VALLEY CITY PLANNING COMMISSION STUDY MEETING AUGUST 3, 2022 The meeting was called to order at 3:30 p.m. by Chair Fuller in the City Council Chambers at West Valley City Hall 3600 Constitution Boulevard, West Valley City, UT 84119, and using Zoom at https://us06web.zoom.us/j/88955119737 WEST VALLEY CITY PLANNING COMMISSION MEMBERS Brent Fuller, Mathew Lovato, David McEwen, Darrick Porter, Harold Woodruff, Cindy Wood, and Martell Winters ABSENT Cindy Wood and Martell Winters WEST VALLEY CITY PLANNING DIVISION STAFF Steve Pastorik, Jody Knapp, Steve Lehman, Brock Anderson, and Kirsten Hunt WEST VALLEY CITY ADMINISTRATION Brandon Hill, Assistant City Attorney ZONE TEXT APPLICATIONS Z-9-2022 Petition by SHANE KEYVANI requesting a zone change from A (Agriculture, minimum lot size ½ acre) to RE (Residential Estate). The property is located at 3940 S 5200 W on 10.6 acres. (Staff – Steve Pastorik at 801-963-3545 or steve.pastorik@wvc-ut.gov) (Continued from the July 13, 2022 public hearing) Discussion: Steve Pastorik explained that this application was continued from the July 13, 2022, public hearing. He reviewed the proposal for the Commission. Steve stated that the Commission decided to continue the application feeling the proposed housing standards fell short of other recently submitted applications. Steve presented a table outlining the standards proposed by the developer on July 11, 2022, and July 27, 2022, as well as the previous housing standards. He then reviewed the newly proposed standards and how they compare to the previous housing standards. Chair Fuller asked Steve if the proposed housing standards are the same as the current standards. Steve explained that up until last year, the previous housing standards outlined in the table were part of our code. He stated that the legislature passed a bill limiting the housing standards for single-family homes. Steve said when anyone applies for a zone change, we can include housing standards via a development agreement, and that is what is being proposed with this application. Commissioner McEwen asked if the applicant had stated the proposed development would be similar to Newton Farms. Steve said that is correct. He asked if the homes in the Newton Farm development had two or three-car garages. Steve said the vast majority have a three-car garage. Commissioner McEwen would prefer the three-car garage instead of the twenty feet on the side of the proposed homes. Commissioner Lovato asked what thin brick material is and if it is durable. Commissioner Porter explained that it is brick but about half the width of a standard brick. Commissioner Woodruff said that it is usually glued on, and if not done correctly, it will not last. Commissioner Woodruff said he would like to eliminate the thin brick and increase the percentage of brick/stone from fifteen percent to twenty-five percent. He feels they should meet the previous housing standards for the design standards. ZONE TEXT APPLICATIONS SMI-6-2022 Petition by SHIVAM SHAH requesting preliminary approval for the Hot Rod Lane Subdivision. The subdivision will consist of 2 lots on 5.8 acres. The subdivision is located at approximately 3703 West Parkway Boulevard and is zoned M (Manufacturing). (Staff – Steve Lehman at 801-963-3311 or steve.lehman@wvc-ut.gov) Discussion: Steve Lehman explained that this application is to subdivide the subject property into two lots. He stated that the existing building would remain on one lot, and the vacant property would be on a separate lot. Steve noted that an additional two to three feet of right-of-way might need to be dedicated in anticipation of future road improvements. He explained that the width of the asphalt would not be affected. Steve said there are existing easements on the subdivision plat. He stated that the applicant proposes a new access on the southwest corner of the subject lot that will line up with Lake Erie Drive on the other side of Parkway Blvd. SMI-7-2022 Petition by THE WEST VALLEY CITY REDEVELOPMENT AGENCY AWN Subdivision. requesting preliminary approval for the WVLH D R The subdivision will T H consist of 2 lots on 1.48 acres.
