WEST VALLEY CITY PLANNING COMMISSION STUDY MEETING OCTOBER 5, 2022 The meeting was called to order at 3:30 p.m. by Chair Fuller in the City Council Chambers at West Valley City Hall 3600 Constitution Boulevard, West Valley City, UT 84119, and using Zoom at https://us06web.zoom.us/j/88955119737 WEST VALLEY CITY PLANNING COMMISSION MEMBERS Brent Fuller, Mathew Lovato, David McEwen, Darrick Porter, Harold Woodruff, Cindy Wood, and Martell Winters ABSENT WEST VALLEY CITY PLANNING DIVISION STAFF Steve Pastorik, Jody Knapp, Steve Lehman, Brock Anderson, and Kirsten Hunt WEST VALLEY CITY ADMINISTRATION Brandon Hill, Assistant City Attorney GENERAL PLAN CHANGE APPLICATIONS GP-2-2022 Petition by WEST VALLEY CITY to amend the City’s General Plan by updating the Major Street Plan to 1) extend Lester Street (5700 West) as a 66’ right-of-way north of 2400 South, 2) add 7200 West as an 80’ right-of-way between 2100 South and SR-201, and 3) extend 5900 West as a 66’ right-of-way between Beagley Road (2540 South) and Parkway Blvd. (Staff – Steve Pastorik at 801-963-3545 or steve.pastorik@wvc- ut.gov) Discussion: Steve explained that our Public Works Department is requesting an update to the Major Street Plan. He stated that he would discuss the three changes proposed and the reasoning behind each change. Steve presented the current Major Street Plan and explained that it is used to identify the alignments and right-of-way widths of the City’s major streets. Steve mentioned that the Major Street Plan is also used as a guide to determine the right-of-way needed as development occurs. He then presented the Major Street Plan showing the location of the proposed changes. Next, Steve reviewed the concept plan for extending Lester Street to 5600 West. Steve showed a map he obtained from the Wasatch Front Regional Council’s website. He explained that the Wasatch Front Regional Council is an association of governments that plan transportation improvements on a regional level. Steve said there are plans for 7200 West to extend up to I-80 and beyond. Therefore, adding 7200 West as an 80’ right-of-way would keep the road consistent with future plans to extend 7200 West. Steve noted that he was concerned that truck traffic would have the opportunity to travel down Parkway Boulevard. The Public Works Department pointed out that extending 5900 West would create a road connection that would provide a more direct route to the Mountain View Corridor. Therefore, deterring the truck traffic from Parkway Boulevard. Commissioner Wood asked Steve if traffic would only be able to travel southbound onto the Mountain View Corridor, where there isn’t a northbound connection. Steve said that was correct and noted that there aren’t any ramps on the north side of Parkway Boulevard. CONDITIONAL USE APPLICATIONS CA-4-2022 Petition by VALLEY COLLISSION requesting conditional use approval for outside storage. The property is located at 2738 S Constitution Blvd on 1.74 acres and is zoned M (Manufacturing). (Staff – Brock Anderson at 801-963-3361 or brock.anderson@wvc-ut.gov). Continued from the September 14, 2022 public hearing. Discussion: Brock Anderson explained that the applicant requested to continue this application from the September 14, 2022, public hearing. He stated that the primary concern was staff and customer parking, so the applicant wanted time to work on that issue. Per the applicants' request, Brock visited the site on Monday, and the applicant stated this was their busiest day of the week. Brock noted that the parking was cleaned up a bit from what was shown in the original photos. Brock reviewed the parking requirements according to our code. He stated that they would need sixty-four parking stalls to meet those requirements. Brock pointed out that this business does not offer the same services as a traditional auto service shop and would not require the same amount of parking. He explained that there isn't a lot of customer traffic, and the customers visiting the business stay for a short time. Brock mentioned that they have two thousand square feet of office space utilized by four employees. He noted that the applicant could operate his business with less office space. Therefore, the applicant proposes a total of thirty-five parking stalls, with thirteen of those stalls reserved for employees. Brock said that the applicant provided their parking generation manual that gives their breakdown of required parking, and he will provide that information in the staff report. Brock noted that there had been concern regarding the on-street parking in front of the subject property. He explained that a staff member from our Economic Development Department visited the site when this business was closed, and there was a significant amount of on-street parking. Brock said it is safe to assume those cars are for the mobile-home park across the street. Staff analyses, as well as any final application materials, will be available by 12:00 pm on Monday, October 10, 2022. Testimonies for or against the proposed applications can be provided to the Planning Commission during the public hearing or in writing prior to the hearing.
