WEST VALLEY CITY PLANNING COMMISSION STUDY MEETING NOVEMBER 2, 2022 The meeting was called to order at 3:30 p.m. by Chair Fuller in the City Council Chambers at West Valley City Hall 3600 Constitution Boulevard, West Valley City, UT 84119, and using Zoom at https://us06web.zoom.us/j/88955119737 WEST VALLEY CITY PLANNING COMMISSION MEMBERS Brent Fuller, Mathew Lovato, David McEwen, Darrick Porter, Harold Woodruff, Cindy Wood, and Martell Winters ABSENT WEST VALLEY CITY PLANNING DIVISION STAFF Jody Knapp, Steve Lehman, Brock Anderson, and Kirsten Hunt WEST VALLEY CITY ADMINISTRATION Brandon Hill, Assistant City Attorney CONDITIONAL USE APPLICATIONS C-23-2022 Petition by FORZA DEVELOPMENT requesting a conditional use for the Carpe Diem Shopping Center. The property is located at 5530 South 5600 West on 1.3 acres and is zoned C-2 (General Commercial). (Staff – Jody Knapp at 801-963- 3497 or jody.knapp@wvc-ut.gov) Discussion: Jody Knapp explained that this is a conditional use proposal for a shopping center located on the Carpe Diem Auctum II Subdivision Lot 1. She stated they are proposing a four-tenant building. Jody said the far west unit would be a Café Rio Restaurant. She noted that the tenants for the remaining three units would be retail or office uses. Jody stated that if they were to add another restaurant, the parking would be reassessed. Otherwise, they would have sufficient parking. Jody noted that the subject location’s address had been updated to 5518 South 5600 West which was determined during the subdivision process. She explained that UDOT would not permit four access points off 5600 West. Therefore, UTA would provide one shared access off 5600 West, branching to the two lots to the north and south. Jody said some elements would need to be added to meet the commercial design standards. She noted that adding some color changes to the structure would help to meet the design treatment standards. Jody stated that the exterior mechanical equipment would need to be screened. She pointed out that burming or screening needs to be added next to the proposed drive-thru. She pointed out that 5600 West is a high-image arterial, and the applicant must meet those landscaping requirements. C-24-2022 Petition by READY MADE CONCRETE requesting a conditional use for parking and outside storage. The property is located at 2806 S. Constitution Boulevard on .95 acres and is zoned M (Manufacturing). (Staff – Jody Knapp at 801-963-3497 or jody.knapp@wvc-ut.gov) Discussion: Jody Knapp explained that this is a conditional use request for an overflow storage area. She said the applicant would be parking trucks and trailers on the subject property. Jody pointed out that the 305-foot lot is located in the Rocky Mountain Power Corridor, and the applicant is proposing to use 210 feet of that property. Jody stated that the property would need to be paved with either concrete or asphalt. She noted that they would need to meet the high-image arterial landscaping requirements where this lot is on Parkway Boulevard. She said the park strip would need to be improved, and they would need to add the required 20 feet of landscaping. Jody explained that the existing fence would need to move back 20 feet to meet the setback requirement. Commissioner McEwen pointed out that there is a large amount of dust and dirt tracking onto Constitution Boulevard from the applicant's existing site. He asked Jody if the business would be responsible for cleaning the road. Jody said that Public Works does not want debris on the road. She noted that a company with gravel pits and larger concrete areas would have some type of environmental permit. Jody stated that this issue would be addressed by Public Works enforcement. Staff analyses, as well as any final application materials, will be available by 12:00 pm on Monday, November 7, 2022. Testimonies for or against the proposed applications can be provided to the Planning Commission during the public hearing or in writing prior to the hearing.
