WEST VALLEY CITY PLANNING COMMISSION STUDY MEETING MAY 3, 2023 The meeting was called to order at 3:30 p.m. by Chair Fuller in the City Council Chambers at West Valley City Hall 3600 Constitution Boulevard, West Valley City, UT 84119, and using Zoom at https://us06web.zoom.us/j/88955119737 WEST VALLEY CITY PLANNING COMMISSION MEMBERS Brent Fuller, Mathew Lovato, David McEwen, Darrick Porter, Harold Woodruff, Cindy Wood, and Martell Winters ABSENT WEST VALLEY CITY PLANNING DIVISION STAFF Jody Knapp, Steve Lehman, Brock Anderson, and Kirsten Hunt WEST VALLEY CITY ADMINISTRATION Brandon Hill, Assistant City Attorney GENERAL PLAN/ZONE CHANGE APPLICATIONS GPZ-1-2023 Petition by RUSS NELSON requesting a General Plan change from Non-Retail Commercial to General Commercial and a zone change from RB (Residential Business) to C-2 (General Commercial). The property is located at 4543 and 4547 S 4000 W on 0.73 acres. (Staff – Steve Pastorik at 801-963-3545 or steve.pastorik@wvc-ut.gov) Continued from the April 26, 2023 public hearing. Discussion: Steve Pastorik noted that this application had been continued twice. He explained that the applicant requested the first continuance to see if they could share the access to the south. Steve said the applicant requested a continuance during last week's meeting to redesign the proposed car wash using one access to the north. He noted that the applicant had yet to provide any new information, so he has nothing to share at this time. Steve hopes to have further information for the Commission at next week's meeting.  Commissioner Woodruff asked if there are any statistics comparing the traffic generated from a car wash to another type of drive-thru business. Steve said a Trip Generation Manual from the Institute of Transportation of Engineers provides the typical traffic generated from those uses. He stated that he would have that information for next week's meeting. Commissioner Winters asked Commissioner Woodruff if he was concerned about increased traffic where the subject property is next to a residential development. Commissioner Woodruff said that is his concern. He has noticed increased traffic on the streets where a car wash operates, and a different use would fit better in this location. Steve said the current zoning is RB which would allow uses like a medical office or a bank. Chair Fuller asked if anything developed on the subject property would be allowed access off 4000 West. Steve said that is correct due to the close proximity of the one to the south.
