The meeting was called to order at 3:30 p.m. by Chair Fuller in the Community Development
Conference Room, Suite 220, at West Valley City Hall 3600 Constitution Boulevard, West
Valley City, UT 84119, and using Zoom at https://us06web.zoom.us/j/88955119737

CONDITIONAL USE APPLICATIONS
C-24-2023 Petition by ROCKY MOUNTAIN POWER requesting a conditional use for outside
storage for a substation expansion and lay down yard. The property is located at 5875
West 4700 South on 6.90 acres and is zoned M (Manufacturing). (Staff – Jody Knapp

Discussion: Jody Knapp explained that this application was continued from the last public hearing,
providing time to gather more information from the applicant on several different issues.
Jody presented a map highlighting the one-hundred and fifty feet along the east side of
the property going south, where the applicant proposes to continue the masonry wall. She
noted that the wall would be ten feet tall and placed on the property line. Jody said ten
feet would be tall enough to screen the laydown yard adequately.
Jody explained that along 4700 South, there would be a five-foot park strip, a five-foot
sidewalk, and a forty-one-foot setback. She noted that the required setback is twenty feet,
and the proposed forty-one-foot setback would provide enough room for them to add the
required landscaping without impacting the utilities.
Commissioner Winters said that during last week's meeting, it was mentioned that some
of the utility equipment would be behind the masonry wall. He asked if that was accurate.
Jody said no; the submitted landscape plan only depicts a twenty-foot setback, so it
looked like the landscaping would be on top of the utility equipment. However, the forty-
one-foot setback would prevent any issues.
Jody presented images depicting the grade changes and placement of the masonry wall.
Commissioner Woodruff asked if our Engineering Department has any concerns about
dirt washing off the subject property into the City's storm drains. Jody said that she
recently had a conversation with them, and this property would have an internal water
system so their water wouldn't go into the City's drainage system. She noted that there are
plans to add improvements along 4700 South, and drainage would need to be reassessed
at that time.
Commissioner Woodruff asked if the submitted plans would meet all of the City's
ordinances. Jody said they would.
There being no further business, the meeting adjourned at 3:42 p.m.

the day of the Public Hearing at 3:30 p.m.

Study Sessin will be held in the CED Conference a week prior to the Public Hearing on Wednesday at
3:30 p.m.
Preliminary application information will be available here by 6:00 pm on Tuesday, October 3, 2023. Staff
analyses, as well as any final application materials, will be available by 12:00 pm on Monday, October 9,
2023.
Testimonies for or against the proposed applications can be provided to the Planning Commission during
the public hearing or in writing prior to the hearing. If you wish to submit written comments, please be
advised that this should be provided to the Planning Staff member assigned to the application at least
seven (7) days prior to the meeting to enable the Planning Commission to properly consider the
comments.
