The meeting was called to order at 3:30 p.m. by Chair Lovato in the City Council Chambers at West
Valley City Hall 3600 Constitution Boulevard, West Valley City, UT 84119, and using Zoom

ZONE TEXT CHANGE APPLICATION
ZT-8-2024: Petition by R5 DEVELOPMENT, LLC requesting an amendment to Section 7-6-306 of the
zoning ordinance to allow property zoned C-2 (General Commercial) and M (Manufacturing) to be
included with property zoned C-3 (Transitional Commercial) to meet the minimum district size for the

Discussion: Steve Pastorik presented. Steve explained that the C-2 zone already allows property zoned
C-3 and M to be included with property zoned C-2 to meet the minimum district size.

Z-5-2024: Petition by Mountain America Credit Union requesting a zone change from A
(Agriculture, minimum lot size ½ acre) to C-1 (Neighborhood Commercial). The property is located at

Z-6-2024: Petition by SHIVAM SHAH requesting a zone change from LI (Light Industrial) to C-3
(Transitional Commercial). The property is located at 5718 West 3500 South on 5.35 acres. (Staff –

Discussion: Steve Pastorik presented. Steve indicated that the applicant is hoping to have more
flexibility in the types of tenants that would be possible within the existing building.
Z-7-2024: Petition by R5 DEVELOPMENT, LLC requesting a zone change from M (Manufacturing) with
the Decker Lake Station Overlay Zone to C-3 (Transitional Commercial) without the Decker Lake Station
Overlay Zone. The property is located at 3076 S. Decker Lake Drive on 1.0 acre. (Staff – Steve Pastorik at

Discussion: Steve Pastorik presented. Commissioner Drozdek commented that a car repair shop would
be noisy for the residents behind this building.
Commissioner Winters asked what is and is not allowed in the C-3 zone. Steve responded that he would
include the commercial and manufacturing zones use table with the staff report.
SUBDIVISION APPLICATIONS
SA-2-2024: Petition by CHRISTIE SCHATHER representing Kohl’s Department Store is requesting a plat
amendment to lot 4 of The Shoppes at Lake Park Subdivision. The amended plat will amend lot 4 to create
an additional building lot. The property is located at 3019 South 5600 West and is zoned C-2. (Staff-Steve

Discussion: Steve Lehman presented. There were no questions or comments.
SMI-2-2024: Petition by MARV HENDRICKSON is requesting minor subdivision approval for the Treasure
Circle Subdivision. The subdivision will also amend lot 1 of the Jensen Subdivision. The subdivision will
consist of 8 lots on 2.2 acres, is located at 3260 West 4060 South and is zoned R-1-7. (Staff-Steve Lehman at

Discussion: Steve Lehman presented. He hasn’t received any calls on this application. There were no
questions or comments.
CONDITIONAL USE APPLICATIONS
C-12-2024: Petition by VALLEY COLLISION requesting conditional use approval for an auto service
outside storage yard. The property is located at 2280 S. Constitution Blvd. on 0.817 acres and is zoned M
(Manufacturing). (Staff Jody Knapp at 801-963-3497 or jody.knapp@wvc-ut.gov)
Discussion: Jody Knapp presented. The applicant was online. A letter of support from the adjacent
landowner was discussed. Commissioner Drozdek asked if there was a way to propose that the applicant
be required to add more trees to compensate for the heat of the asphalt. Jody said that Rocky Mountain
Power does not allow landscaping in their power corridor, and landscaping is not a requirement in a
manufacturing zone when it is not visible to the public. Zone M requires 5% landscaping, and this

application would not trigger any additional landscaping requirements. However, the applicant will be
required to add 3 trees along the frontage that had previously been removed.
C-14-2024: Petition by JZW ARCHITECTS requesting conditional use approval for a dental office. The
property is located on two parcels at 5611 W Parkway Blvd and 2730 South 5600 West on 0.40 acres and is
zoned C-2 (General Commercial). (Staff-Brock Anderson at 801-963-3361 or brock.anderson@wvc-ut.gov)
Discussion: Jody Knapp presented on behalf of Brock Anderson. There were no questions or comments.

3600 Constitution Boulevard, West Valley City, UT 84119. A Planning Commission Pre-
Meeting will be held the day of the Public Hearing at 3:30 p.m.

Study Session will be held in the CED Conference a week prior to the Public Hearing on
Wednesday at 3:30 p.m.
Preliminary application information will be available here at www.wvc-ut.gov/669/Agendas-Minutes
by 6:00 pm on Tuesday, 2024. Staff analyses, as well as any final application materials, will be
available by 12:00 pm on Monday, 2024.
Testimonies for or against the proposed applications can be provided to the Planning
Commission during the public hearing or in writing prior to the hearing. If you wish to submit
written comments, please be advised that this should be provided to the Planning Staff member
assigned to the application at least seven (7) days prior to the meeting to enable the Planning
Commission to properly consider the comments.
