MINUTES OF WEST VALLEY CITY PLANNING COMMISSION STUDY MEETING MARCH 5, 2025 THE WEST VALLEY CITY PLANNING COMMISSION MET FOR STUDY SESSION ON WEDNESDAY, MARCH 5, 2025 AT 3:35 PM IN WEST VALLEY CITY HALL, 3600 CONSTITUTION BLVD, SUITE 220, WEST VALLEY CITY, UTAH. THE MEETING WAS CALLED TO ORDER AND CONDUCTED BY CHAIR MATTHEW LOVATO. THE FOLLOWING MEMBERS WERE PRESENT: Mathew Lovato, Chair Martell Winters, Commissioner Darrick Porter, Commissioner Harold Woodruff, Commissioner Nancy Drozdek, Commissioner Rob Durfee, Commissioner Renee Layton, Commissioner PLANNING DIVISION STAFF PRESENT: Steve Pastorik, CD Director Brock Anderson, P&Z Senior Planner Jody Knapp, P&Z Zoning Administrator Steve Lehman, P&Z Planning Manager Julie Davis, P&Z Administrative Assistant LEGAL DEPARTMENT PRESENT: Branon Hill, Assistant City Attorney PRESENTATIONS: 1) GPZ-1-2025: Petition by Sam Drowning requesting a General Plan change from General Commercial and Low Density Residential (3 to 4 units/acre) to Medium Density Residential (7 to 12 units/acre) and a zone change from C-2 (General Commercial) and R-1-12 (Single Unit Dwelling Residential, minimum lot size 12,000 square feet) to RM (Multiple Unit Dwelling Residential). The property is located at 3201 S Redwood Road, on 3.18 acres. Staff – Steve Pastorik at 801-963-3545 or steve.pastorik@wvc-ut.gov. Steve Pastorik presented second plan revisions since the February 26, 2025 Public Hearing. The main changes included adding a sidewalk on the north side of the road, moving the front door of the units facing Lester Street to the side, and removing the wall on Lester Street. The concern was raised about the potential for the area to become more residential, which could lead to conflicts with commercial uses in the future noting that economics often dictate which properties are redeveloped. The Commission discussed the possibility of having commercial frontage on Redwood and residential areas behind it. However, there were concerns about the minimum lot size for commercial sites and the awkward shape of the proposed site. The Commission also Minutes of WVC Planning Commission Study Meeting March 5, 2025 Page 1 of 2 discussed the parking situation, with concerns raised about the lack of parking and the potential for traffic congestion at the Beto’s drive-through entrance. The possibility of making the entrance to the site an entrance-only was suggested to alleviate some of these concerns. The conversation ended without a clear consensus on the future zoning of the property. 2) C-3-2025 Petition by Swenson Development LLC requesting a conditional use for a self- storage facility. The property is located at 4053 South 7200 West on 2.96 acres and is zoned M (Manufacturing). Staff – Jody Knapp at 801-963-3497 or jody.knapp@wvc- ut.gov. Jody Knapp presented a self-storage facility application for a property next to the West Valley City Animal Shelter, which was previously rezoned from agricultural to manufacturing and is subject to a Development Agreement. The site layout has been adjusted from the rezone review due to severe slope issues, with buildings staggered to accommodate the terrain. The design includes multiple buildings of varying heights, with Building A acting as a wall along the north property line. Building D, facing the road, is a three-story structure with 582 storage units that must meet the commercial design standards. The fire department has raised concerns about internal grades and turning radii, which may require further adjustments to the site configuration during the plan review process. 3) Review of Light Rail Station Area Plan Scenarios The City has retained a team of consultants comprised Ryan Wallace from MHTN Architects, Christian Snow and Matt Sibul from WSP with their specialties in transportation. The men presented six scenarios for three light rail transit stations in West Valley City, being Decker Lake, Redwood Junction and River Trail. State law requires that the City have a stationary plan within the half mile area around the light rail stations. 4) 2025 Mandatory Training from Dereck Jensen from Legal Department The topics presented were Commission members are West Valley City employees, sexual harassment, hostile work environment, discrimination, IT security training, safety & worker’s compensation, ethics, fraud, and storm water. There being no further business of the West Valley City Planning Commission meeting of Wednesday, March 5, 2025 it was adjourned at 6:15 PM.
