MINUTES OF RDA REGULAR MEETING – OCTOBER 6, 2020 -1- THE WEST VALLEY CITY REDEVELOPMENT AGENCY MET IN REGULAR SESSION ON TUESDAY, OCTOBER 6, 2020, AT 6:59 P.M. THE MEETING WAS CALLED TO ORDER BY CHAIRMAN CHRISTENSEN. THIS MEETING WAS HELD ELECTRONICALLY. THE FOLLOWING MEMBERS WERE PRESENT ELECTRONICALLY: Don Christensen, Chair Karen Lang, Vice-Chair Lars Nordfelt Ron Bigelow Tom Huynh Jake Fitisemanu ABSENT: Steve Buhler STAFF PRESENT: Wayne Pyle, Executive Director Nichole Camac, Secretary Paul Isaac, Assistant City Manager/ HR Director Nicole Cottle, CED Director/General Counsel/ Assistant City Manager Eric Bunderson, City Attorney Layne Morris, CPD Director Collen Jacobs, Police Chief John Evans, Fire Chief Jim Welch, Finance Director Nancy Day, Parks and Recreation Director Russ Willardson, Public Works Director Sam Johnson, Strategic Communications Director APPROVAL OF MINUTES OF SPECIAL MEETING HELD AUGUST 25, 2020 The Agency considered the Minutes of the Special Meeting held August 25, 2020. There were no changes, corrections or deletions. Ms. Lang moved to approve the Minutes of the Special Meeting held August 25, 2020. Mr. Fitisemanu seconded the motion.  MINUTES OF RDA REGULAR MEETING – OCTOBER 6, 2020 -2- A voice vote was taken and all members voted in favor of the motion. PUBLIC HEARINGS A. ACCEPT PUBLIC INPUT REGARDING RE-OPENING THE FY 2020-2021 BUDGET Chairman Christensen informed a public hearing had been advertised for the Regular Redevelopment Agency Meeting scheduled October 6, 2020, in order for the Agency to hear and consider public comments regarding re-opening the FY 2020-2021 Budget. Written documentation previously provided to the Redevelopment Agency included information as follows: State Statute Title 10, Chapter 6, Utah Code Annotated 1953, as amended, allows the City of West Valley to amend its budget during the year. The West Valley City Redevelopment Agency holds, as needed on a quarterly basis, public hearings to amend the annual budget. A Public Notice was posted September 17, 2020 in (the Salt Lake Tribune and the Deseret Morning News) general circulation to the general public. Notice was given that a public hearing is to be held October 6, 2020 at 6:30 p.m., West Valley City Hall, 3600 Constitution Blvd., West Valley City, Utah. Chairman Christensen opened the Public Hearing. There being no one to speak in favor or opposition, Chairman Christensen closed the Public Hearing. ACTION: CONSIDER RESOLUTION 20-13, AMEND THE BUDGET OF WEST VALLEY CITY REDEVELOPMENT AGENCY FOR THE FISCAL YEAR BEGINNING JULY 1, 2020 AND ENDING JUNE 30, 2021 TO REFLECT CHANGES IN THE BUDGET FROM INCREASED REVENUES AND AUTHORIZE THE DISBURSEMENT OF FUNDS The Redevelopment Agency previously held a public hearing regarding proposed Resolution 20-13 that would amend the budget of West Valley City Redevelopment Agency for the fiscal year beginning July 1, 2020 and ending June 30, 2021 to reflect changes in the budget from increased revenues and authorize the disbursement of funds Upon inquiry by Chairman Christensen there were no further questions from members of the Agency, and he called for a motion. Mr. Nordfelt moved to approve Resolution 20-13.  MINUTES OF RDA REGULAR MEETING – OCTOBER 6, 2020 -3- Ms. Lang seconded the motion. A roll call vote was taken: Mr. Fitisemanu Yes Ms. Lang Yes Mr. Huynh Yes Mr. Bigelow Yes Mr. Nordfelt Yes Chairman Christensen Yes Unanimous. MOTION TO ADJOURN Upon motion by Mr. Huynh, all voted in favor to adjourn.
