MINUTES OF THE MUNICIPAL BUILDING AUTHORITY SPECIAL MEETING – APRIL 16, 2019 -1- THE MUNICIPAL BUILDING AUTHORITY OF WEST VALLEY CITY MET IN SPECIAL SESSION ON TUESDAY, APRIL 16, 2019, AT 7:12 P.M. IN THE CITY COUNCIL CHAMBERS, WEST VALLEY CITY HALL, 3600 CONSTITUTION BOULEVARD, WEST VALLEY CITY, UTAH. THE MEETING WAS CALLED TO ORDER BY CHAIR TOM HUYNH. THE FOLLOWING MEMBERS WERE PRESENT: Tom Huynh, Chair Jake Fitisemanu Karen Lang Steve Buhler Ron Bigelow Don Christensen ABSENT: Lars Nordfelt, Vice-Chair STAFF PRESENT: Wayne Pyle, Chief Executive Officer Nichole Camac, Secretary Paul Isaac, Assistant City Manager/HR Director Eric Bunderson, City Attorney Layne Morris, CPD Director Scott Buchanan, Acting Police Chief John Evans, Fire Chief Jeanette Carpenter, Acting Finance Director Nancy Day, Parks and Recreation Director Russ Willardson, Public Works Director Sam Johnson, Strategic Communications Director Jake Arslanian, Public Works Department APPROVAL OF MINUTES OF REGULAR MEETING HELD APRIL 2, 2019 The Board considered Minutes of the Regular Meeting held April 2, 2019. There were no changes, corrections or deletions. Ms. Lang moved to approve the Minutes of the Regular Meeting held April 2, 2019. Mr. Christensen seconded the motion. MINUTES OF THE MUNICIPAL BUILDING AUTHORITY SPECIAL MEETING – APRIL 16, 2019 -2- A voice vote was taken and all members voted in favor of the motion. RESOLUTION NO. 19-02: AUTHORIZE THE MUNICIPAL BUILDING AUTHORITY OF WEST VALLEY CITY TO ACCEPT A TEMPORARY CONSTRUCTION EASEMENT FROM DALE LYNN JUSTICE FOR PROPERTY LOCATED AT 6412 WEST 4170 SOUTH Wayne Pyle, Chief Executive Officer, discussed proposed Resolution 19-02 that would authorize the Municipal Building Authority of West Valley City to accept a Temporary Construction Easement from Dale Lynn Justice for property located at 6412 West 4170 South. Written documentation previously provided to the City Council included information as follows: As part of the additions to, and remodeling of the existing Fire Station No. 73, a decorative concrete post and panel wall will be constructed around the southerly boundary of the fire station site. There is currently an existing masonry around the other boundaries of the site. In order to facilitate construction of the new wall along the southerly property line, a Grant of Temporary Construction Easement is required. The existing six-foot chain link intended to be on the north boundary of the Dale Lynn Justice property encroaches a few feet onto the fires station property. As part of the project, the existing chain link fence will be removed and replaces with a new concrete post and panel wall on the property line. Councilmember Buhler asked if there is any issue with correcting the property line boundary. Jake Arslanian, Public Works, stated that the applicant was supportive after seeing the design for the proposed fence. Upon inquiry by Chair Huynh there were no further questions from members of the Authority, and he called for a motion. Mr. Christensen moved to approve Resolution 19-02. Mr. Buhler seconded the motion.
