Village of Westhampton Beach Board of Trustees Special Meeting Thursday, March 17, 2021 at 5 p.m. RESOLUTIONS: Adopt CLERC Findings and Recommendations WHEREAS, maintaining public safety is an essential role of government, and WHEREAS, the Board of Trustees by resolution created the Westhampton Beach Community Law Enforcement Review Committee comprised of local officials and community stakeholders (the “Committee”), and WHEREAS, the Committee met several times to review police department policies and to discuss the public safety needs of our community and to develop recommendations resulting from their review, and WHEREAS, the discussions focused on key considerations including staffing, body- worn and in-car mobile cameras, school presence, crowd control, data collection, accreditation, diversity, officer training and community outreach, and WHEREAS, the Committee issued a Report and Recommendations regarding the police department’s records management system, accreditation, body-worn and in-car mobile cameras, and community outreach, and WHEREAS, a public hearing was held before the Board of Trustees on the 4th day of March, 2021 to allow for public comment and input on the Report and Recommendations. NOW, THEREFORE, BE IT RESOLVED, that the Board of Trustees hereby adopts the Report and Recommendations of the Community Law Enforcement Review Committee and authorizes the Mayor to submit a Certification and a copy of the Report and Recommendations to the New York State Division of Budget on or before April 1, 2021. Accept Proposal Rosemar RESOLVED, that the price quote submitted by Rosemar Contracting, Inc. in the amount not to exceed $304,000.00 for the road paving of Aspatuck Lane from Main Street to Montauk Highway and Brook Road from Mill to the Duck Pond to be taken from account code A5110.407 CHIPS Improvements and balance of money to be taken from A5110.408 Permanent Improvements account is hereby accepted. Authorize Purchase of Mower Attachments for DPW RESOLVED, that the Board of Trustees hereby approves the purchase of various mower attachments from Ventrac in an amount not to exceed $8,900.00 to be taken from G/L account A5110.2 Public Works Equipment. Authorize Renewal Kayak and Paddle Board Concession Agreement RESOLVED, that the Board of Trustees hereby authorizes the renewal of the Kayak and Paddle Board Concession Agreement for the 2021-2022 summer seasons to Island Surf, located at 49 Sunset Avenue, Westhampton Beach. Approve 2021 Beach Rates and Rules RESOLVED, that the attached Beach rates and rules for 2021 are hereby approved. Authorize Payment of 2019/20 Assessment Roll Correction RESOLVED, that the Board of Trustees hereby authorizes payment of 2020/2021 tax year property tax reduction in the amount of $9,230.85 to the property owner specified below as a settlement of Small Claims as ordered by the NYS Supreme Court. Refer Special Exception Application for Change of Use to Planning Board RESOLVED, that the Special Exception application received from James Aracri of James Nicholas Custom Home Builder for a Change of Use from Retail to Contractor Office for property located at 11C Moniebogue Lane, Unit 15 is hereby referred to the Village Planning Board for review. Authorize Use of Village Property- Hamptons Interfaith Council RESOLVED, that the Hamptons Interfaith Council is hereby authorized to use Rogers Beach for an Easter Sunrise Service on Sunday April 4, 2021 from 6:30 am to 7:00 am observing social distancing and face mask wearing. Authorize Purchase of Police Department Equipment RESOLVED, that the Board of Trustees hereby approves the purchase of 5 in car video cameras and 8 body worn cameras from Axon in an amount not to exceed $14,000.00; 7 Dell rugged tablets and associated equipment from NYS Contract PM20820 in an amount not to exceed $20,000.00 and installation for all equipment in an amount not to exceed $12,500.00 to be taken from G/L account A3120.2 Police Equipment.
