Accept Minutes of Board of Trustees Meeting RESOLVED, that the minutes of the Board of Trustees Meeting of November 3, 2022, are hereby accepted. 2. Accept Departmental reports RESOLVED, that the Police Department, Building Inspector’s, Justice Court, and Treasurer’s reports for October 2022 are hereby accepted. 3. Appoint 2023 Registrar, Deputy Registrar and Sub-Registrars RESOLVED, that Clerk-Treasurer Elizabeth Lindtvit is hereby appointed as Registrar of Vital Statistics for 2023 with an annual stipend of $350.00, and Maureen Jones is appointed as Deputy Registrar for 2023 with an annual stipend of $300.00, and Jeannine Conte as Sub-Registrar for 2023 with annual stipend of $200.00. 4. Approve Warrant for December 2022 RESOLVED, that the warrant for December 2022 in the amount of $358,333.77 for the General Fund and $529,692.90 for the Capital Fund is hereby approved. 5. Authorize Street Sweeping Agreement with Village of Westhampton Dunes RESOLVED, that the mayor is hereby authorized to execute an agreement with the Village of Westhampton Dunes for the Street Sweeping by the Village of Westhampton Beach Department of Public Works for a fee of $150.00 per hour plus reimbursement of any certified expenses that may exceed said fee, for the time January 1, 2023, through December 31, 2023. 6. Approve 2023 Marina Rates, Rules, and Regulations RESOLVED, that the attached marina rates, rules & regulations for 2023 are hereby approved. 7. Accept Employee Retirement RESOLVED, that the Board of Trustees hereby regretfully accepts the retirement of Brian Prescott as Police Sergeant effective December 31, 2022. 8. Schedule Public Hearing Local Law Amendment-Chapter 161-Taxation RESOLVED, that the Village Clerk-Treasurer is hereby directed to publish and post a Notice of Public Hearing to be held on Thursday January 5, 2023, at 5:00 p.m. at the Village Hall, 165 Mill Road, Westhampton Beach to consider a local law to amend Chapter 161 entitled "Taxation" of the Code of the Village of Westhampton Beach. 9. Schedule Public Hearing Local Law Amendment-Chapter 196-4-Outdoor Dining, Outdoor Tables and Chairs RESOLVED, that the Village Clerk-Treasurer is hereby directed to publish and post a Notice of Public Hearing to be held on Thursday January 5, 2023, at 5:00 p.m. at the Village Hall, 165 Mill Road, Westhampton Beach to consider a local law to amend Chapter 196-4 entitled "Outdoor Dining" of the Code of the Village of Westhampton Beach. 10. Schedule Public Hearing Local Law Amendment-Chapter 178-40 Vehicles and Traffic RESOLVED, that the Village Clerk-Treasurer is hereby directed to publish and post a Notice of Public Hearing to be held on Thursday January 5, 2023, at 5:00 p.m. at the Village Hall, 165 Mill Road, Westhampton Beach to consider a local law to amend Chapter 178-40 entitled "Vehicles & Traffic" Schedule VIII Stop Intersections of the Code of the Village of Westhampton Beach. 11. Authorize Change Order for Sewer System Construction RESOLVED, that the Board of Trustees hereby approves change order # 10 for Thomas Novelli Contracting Corporation for no monetary value for the extension of the contract duration by twenty-one (21) calendar days resulting in the completion date of December 12, 2022. 12. Authorize Change Order for Sewer Treatment Plant Upgrade RESOLVED, that the Board of Trustees hereby approves change order # 1 (E-CO-01) for Eldor Contracting Corporation in the amount of $25,197.18 which adds an additional circuit breaker in the existing MCC-1 and relocates the relay panel to be charged to the Capital Fund account H9905 Sewer Treatment Plant Upgrade. 13. Authorize License Agreement between Village of Westhampton Beach and Saunders Broadcasting Corp. WHEREAS, the Saunders Broadcasting Corp. (“Saunders”) has requested that the Village of Westhampton Beach (the “Village”) allow it permission to install remote access cameras on certain properties (Rogers Beach and two Main Street locations) owned by the Village and in exchange, Saunders will provide free Wi-Fi for the Village, residents and users at specific areas within the Village; and WHEREAS, Saunders will also be streaming real time images from its cameras to its website; and WHEREAS, the Village Board finds that this license agreement with Saunders will provide a benefit to the Village and its residents as it will provide free Wi-Fi in places where there is currently limited or no service, such as at the Rogers Beach and the Village Marina; and WHEREAS, the Village Board wishes to enter into a license agreement with Saunders to allow Saunders to install certain access cameras on certain Village properties as is more fully set forth in said agreement; and now therefore be it RESOLVED, that the Board of Trustees hereby approves the License Agreement with Saunders Broadcasting Corp and authorizes the mayor to execute said License Agreement. 14.Authorize Purchase of Equipment – Public Works Department RESOLVED, that the Board of Trustees hereby authorizes the purchase of 1 SCAG 48” Stand-on Mower from Northern Equipment Inc. from the Town of Brookhaven Contract # 20220021 in the amount of $9,062.20 to be taken from G/L account A5110.2 Equipment.
