Appoint Police Officer RESOLVED, that Leonel Jiminian is hereby appointed to the position of Police Officer at a semi-monthly salary of $3,007.28, effective November 8, 2024, from Civil Service Eligible List # 23SR495 Police Officer (Spanish Speaking) Open- Competitive and in accordance with Suffolk County Department of Civil Service rules and procedures. 2. Appoint Police Officer RESOLVED, that Kevin Rubio is hereby appointed to the position of Police Officer at a semi-monthly salary of $3,007.28, effective November 8, 2024, from Civil Service Eligible List # 23SR495 Police Officer (Spanish Speaking) Open-Competitive and in accordance with Suffolk County Department of Civil Service rules and procedures. 3. Accept minutes of Board of Trustees Meeting RESOLVED, that the minutes of the Board of Trustees Meetings of October 3, 2024, and October 16, 2024, are hereby accepted. 5. Accept Departmental Monthly Reports RESOLVED, that the Justice Court, Police Department’s, Building Inspector’s and Treasurer’s October 2024 reports are hereby accepted. 6. Approve Warrant for October 2024 RESOLVED, that the warrants for October 2024 in the amount of $262,219.50 for the General Fund and $56,568.36 for the Capital Fund are hereby approved. 7. Appoint Deputy Village Clerk RESOLVED, that Jennifer Gaudiello is hereby appointed as the Deputy Clerk, at a semi-monthly salary of $3,541.67 effective October 1, 2024, for a term expiring on June 30, 2026. 8. Promotion of Police Operations Aide WHEREAS, AME White Collar Unit Member Police Operations Aide Aida Davila’s position has been reclassified to Senior Police Operations Aide, a non-Union position; and WHEREAS, the Village Board desires to codify her terms and conditions of employment as Senior Police Operations Aide in this Resolution. NOW, THEREFORE, effective July 1, 2024: 1. Ms. Davila’s base salary as Senior Police Operations Aide will be $5,000 higher than her preexisting Police Operations Aide base salary. As of July 1, 2024, the new semi-monthly salary is $3,110.38. 2. Ms. Davila’s other terms and conditions of employment will be as set forth in AME White Collar Unit Articles 3 (except paragraph A), 4, 5, 6, 7 (except D), 8, 9, 10, 11, 12, 13, 14 and 16 (changing Police Operations Aide to Senior Police Operations Aide) unless/until otherwise changed by Village Board Resolution. 9. Authorize Mayor to Sign Service Agreement RESOLVED, that the Board of Trustees hereby authorizes the Mayor to sign the Service Agreement with Dynaire Services for $8,850.00 for Village Hall heating and cooling labor and inspections to be paid out of A1620.421 Municipal buildings. 10. Authorize Use of Village Property – HUGS Christmas Tree RESOLVED, that HUGS (Human Understanding and Growth Services, INC.) is hereby authorized to set up a Community Holiday Tree at Rogers Beach from November 13, 2024, through January 6, 2025. 11. Authorize Special Event – East End Hospice RESOLVED, that East End Hospice is hereby authorized to use the gazebo on the Village Green on Sunday, December 8, 2024, for the annual Tree of Lights Memorial Service from 2:30 p.m. until 4:00 p.m. 12. Authorize Payment for Parking Lot Resurfacing RESOLVED, that the Board of Trustees hereby authorizes the payment to Sealing Long Island LLC, in the amount of $1,500.00 for the resurfacing of the Historical Society Parking Lot, to be paid from G/L account A5112.408 Permanent Improvements 13. Accepting of Donation RESOLVED, that the Board of Trustees hereby authorizes accepting with gratitude and appreciation, the $5,000 donation from Donald Denihan dedicated to the Windmill Project. 14. Authorize the Purchase of annual plantings RESOLVED, that the Board of Trustees hereby authorizes the purchase of daffodils at a cost of $6,029.90 to be paid from G/L account A8510.403 Village Bulb Planting Program. 15. Authorize the purchase of 3 Radar Speed Signs RESOLVED, that the Board of Trustees hereby authorizes the purchase of 3 Solar Electronic Radar Speed Signs at a cost of $9,350.00 to be paid from G/L account A3120.2 Police Department Equipment. 16. Adopt Local Law #7 WHEREAS, this Board has advertised a local law amending Chapter 40 of the Village Code, entitled “Affordable Housing Units, Administration of” by amending certain provisions of said Chapter as shown on the attached proposed Local Law; and WHEREAS, a public hearing was held on November 7, 2024; and WHEREAS, all persons present at the hearing have had an opportunity to speak on behalf of or in opposition to the proposed Local Law, or any part thereof; and RESOLVED that, pursuant to the State Environmental Quality Review Act (SEQRA), the proposed amendments to Chapter 40 are classified as a Type II action pursuant to 6 NYCRR Section 617.5(c)(26) (routine or continuing agency administration and management, not including new programs or major recording of priorities that may affect the environment”) and is exempt from SEQRA review. NOW, THEREFORE, after due deliberation the Board of Trustees of the Village of Westhampton Beach hereby adopts said Local Law as Local Law No. 7 of 2024 as advertised and attached, and the Village Clerk is directed to enter said Local Law in the records of the Village; and to give due notice of the adoption of said Local Law to the Secretary of State. 17. Approve Special Exemption Permit RESOLVED, that the Board of Trustees hereby refers the matter of the Westhampton Ambulance Services LED sign to the Planning Board for their consideration. 18. Support of Continued and Increased State Aid for Local Governments Whereas, until 2024, cities, villages and towns had not received an increase in unrestricted state aid (AIM funding) in 15 years, significantly impacting their ability to provide essential services to their residents; and Whereas, after a prolonged period without financial support, local governments finally received an increase of $50 million in unrestricted state aid; and Whereas, local officials express their gratitude for the $50 million increase in unrestricted state aid, recognizing it as a positive step towards addressing long- standing funding challenges; and Whereas, the State has referred to this new aid as Temporary Municipal Assistance, suggesting that such increase may not continue, jeopardizing the sustainability of crucial municipal programs and services; and Whereas, the property tax cap further limits the ability of local governments to properly fund the programs and services their residents need; and Whereas, increased and ongoing state aid for local governments is vital for maintaining infrastructure, public safety, housing and other municipal services; and Whereas, the challenges of inflation, the increasing costs of labor and supplies, and the end of extraordinary federal aid only accentuate the need for consistent and predictable funding to effectively plan for the future and meet the growing needs of their residents; Now, therefore, be it resolved, that the Village of Westhampton Beach calls upon the Governor and the State Legislature to commit to continuing the additional $50 million in unrestricted state aid in the 2025-26 State Budget and beyond, and Be it further resolved that the Village of Westhampton beach urges state officials to recognize the need for a long-term plan that ensures consistent and predictable increases in financial support for local governments that keep pace with inflation. A copy of this resolution shall be sent to Governor Kathy Hochul, Senate Majority Leader Andrea Stewart-Cousins, Assembly Speaker Carl Heastie, Senator Palumbo, Assembly member Thiele and the New York State Conference of Mayors (NYCOM).
