Accept minutes of Board of Trustees Meeting RESOLVED, that the minutes of the Board of Trustees Meeting of April 3, 2025, are hereby accepted. 2. Accept Departmental Monthly Reports RESOLVED, that the Building Inspector’s, Justice Court and Treasurer’s April 2025 reports are hereby accepted. 3. Approve Warrant for April 2025 RESOLVED, that the warrants for April 2025 in the amount of $441,552.73 for the General Fund, $148,499.10 for the Capital Fund are hereby approved. 4. Authorize to Publish a Notice of Public Hearing RESOLVED, that the Village Clerk-Treasurer is hereby directed to publish and post a Notice of Public Hearing to be held on Thursday June 5, 2025, at 5:00 p.m. at the Village Hall for the modification of Ch. 51 Alarm Code – Police/Fire Alarm. 5. Authorize to Publish a Notice of Public Hearing RESOLVED, that the Village Clerk-Treasurer is hereby directed to publish and post a Notice of Public Hearing to be held on Thursday June 5, 2025, at 5:00 p.m. at the Village Hall for the Special Exception Application for the Sunset Theater. 6. Approve the Purchase of 3 Laptops RESOLVED, that the Board of Trustees authorizes the purchase of 3 Laptops for Rogers Beach in the amount of $3,290.00 to be paid out of A1680.2 Equipment. 7. Authorize Use of Village Property – Veterans Memorial RESOLVED, to amend the August 1, 2024 resolution to the following: William Donohue is hereby authorized to graciously donate and place a Veterans Memorial in the Military Appreciation Park at the Village Marina to be 3’ wide, 3’ above grade and 16” deep, grey stone with the inscription of a quote from the “Man in the Arena” speech by Roosevelt dedicated to ALL veterans and being unveiled on August 15, 2025, the anniversary of WWII signing of the armistice. 8. Authorize Use of Village Property RESOLVED, that the Board of Trustees hereby authorize the following organization or groups to use Village Property on the dates and times authorized: • Paragon – ST. Authorize 2025-2026 Salary Schedules RESOLVED, that the Board of Trustees hereby authorizes the following semi- monthly salaries effective June 1, 2025: Village Clerk Treasurer $4,708.33 Deputy Clerk $3,833.33 DPW Superintendent $5,268.79 Building Inspector $5,364.01 Secretary to the Mayor $2,619.66 Police Chief – Commensurate with the PBA Contract, Retroactively 10. Appoint 2025 Election Inspectors RESOLVED, that Thomas Betjemann, Elizabeth Lindtvit and Jennie Beck are hereby appointed as Election Inspectors and each are to perform the official duties of the Village General Election to be held on Friday June 20, 2025, and are to be compensated at a rate of $20.00 per hour to be funded from G/L account A1450.1 Elections-Personal Service 11. Authorize Budget Adjustments RESOLVED, that the Board of Trustees hereby authorizes the following budget transfers: From G/L Account Code A1420.401 Litigation to G/L Account Code A1420.1 Legal Personal Services in the amount of $30,000.00. From G/L Account Code A1620.999 Building Repair Reserves to G/L Account Code a1620.421 Repairs to Municipal Building in the amount of $26,500.00. From G/L Account Code A1680.2 Central Data Processing Equipment to G/L Account Code A1680.400 in the amount of $14,000.00. From G/L Account Code A9010.81 NYS Retirement to G/L Account Code A1910 in the amount of $10,000.00. From G/L Account Code A5110.2 Equipment to G/L Account Code A5182.425 Traffic Lights in the amount of $35,000.00. From G/L Account Code A5110.2 Equipment to G/L Account Code A7310.2 Beach Equipment in the amount of $21,000.00. 12. Authorize the Purchase of a Storage Container for the Police Department RESOLVED, that the Board of Trustees authorizes the purchase of a 40’ Storage Container for the Police Department not to exceed $4,100.00 paid out of A3120.2 Equipment. 13. Accept 2023–2024 Fiscal Year Annual Financial Statements RESOLVED, that the 2023–2024 Fiscal Year Annual Financial Statements prepared by Satty, Levine and Ciacco for the Village of Westhampton Beach and Village of Westhampton Beach Justice Court are hereby accepted. 14. Appoint 2025 Seasonal Traffic Control Officers RESOLVED, that Andrew Alvarado, Alexander Bancroft, Brandon Bazan- Berrezueta, Ronnie Brumsey, Aiden Collins-Arrasate, Franclin Garcia, Zef Gjinaj, Kristina Langhorne, Brayden Mackie, Declan Morris and Lucas Semitekolos are hereby appointed as Seasonal Traffic Control Officers to be compensated at a rate of $20.50 per hour effective May 15, 2025 contingent upon the successful completion of final interviews, a background check and any additional requirements as determined by the Chief of Police. Salaries to be funded from G/L account code A3120.109 Traffic Control Officers PS with an increase of $1.00 per hour effective June 1, 2025. 15. Appoint 2025 Seasonal Beach Personnel RESOLVED, that the Board of Trustees hereby appoints the following personnel to the positions attached at Rogers and Lashley Beaches for the 2025 season to be funded from A7310.100 Beach Managers, A7310.101 Lifeguards and A7310.103 Beach Attendants with an increase of $1.00 per hour, minimum wage adjustment, and $.50 an hour for returning lifeguards and beach managers and $.25 an hour for returning attendants effective June 1, 2025. 16. Appoint 2024 Seasonal Marina Personnel RESOLVED, that the Board of Trustees hereby appoints Michael Rewinski as Dock Master to be compensated at a rate of $20.50 per hour, effective May 5, 2025, with an increase of $1.00 per hour effective June 1, 2025. 17. Appoint 2025 Seasonal DPW Laborers RESOLVED, that Steven Stettinger and Anthony Sunderman are hereby appointed as Seasonal Laborers at a rate of $20.50 in the Department of Public Works to work as assigned by the Public Works Superintendent effective May 1, 2025, and May 16, 2025 to be funded from G/L account A5110.103 Seasonal Part Time with an increase of $1.00 per hour effective June 1, 2025. 18. Join Municipal Group Self-Insurance Program WHEREAS, the Authorized Representative of the Incorporated Village of Westhampton Beach desires to secure the Incorporated Village of Westhampton Beach’s obligation to provide workers’ compensation benefits, as applicable, through participation in a group self-insurance program of which the Incorporated Village of Westhampton Beach will be a member, The Authorized Representative of the Incorporated Village of Westhampton Beach, duly convened in regular session, does hereby resolve, pursuant to, and in accordance with the provisions of Section 50 3-a of the New York State Workers Compensation Law and other applicable provisions of law and regulations thereunder, as follows: Section 1. The Authorized Representative (hereinafter “Representative”) of the Incorporated Village of Westhampton Beach does hereby resolve to secure the Incorporated Village of Westhampton Beach’s obligation to provide workers’ compensation benefits, as applicable, through participation in a group self-insurance plan of which the Incorporated Village of Westhampton Beach will be a member; Section 2. The Representative of the Incorporated Village of Westhampton Beach does hereby resolve to become a member of Public Employer Risk Management Association, Inc., a workers’ compensation group self-insurance program for local governments and other public employers of the State of New York; Section 3. In order to affect the Incorporated Village of Westhampton Beach’s membership in said group self-insurance program, the authorized officer of the Incorporated Village of Westhampton Beach is hereby authorized to execute and enter into the Public Employer Risk Management Association Workers’ Compensation Program Agreement, annexed hereto as Exhibit A, on behalf of the Incorporated Village of Westhampton Beach. Section 4. This Resolution shall take effect immediately for coverage effective June 1, 2025.  19. Authorize Payment of 2023/24 Assessment Roll Correction RESOLVED, the Board of Trustees hereby authorize refund payment of 2024/25 tax year property taxes in the amount of $1,209.37 to the property owner specified below as a settlement of Small Claims as ordered by the NYS Supreme Court. 20. Authorize the purchase o f a 24” x 20” Bronze Plaque for the Windmill RESOLVED, that the Board of Trustees authorizes the purchase of a 24” x 20” Bronze Plaque for the Windmill at a cost of $2,550.00 paid out of H7400 Windmill Restoration Project.
