ATTEND OR WATCH THE MEETING
Beginning July 1, 2026, all City Council Meetings are conducted in a hybrid model per Senate Bill
707 (2025). Members of the public may attend in-person in the Council Chambers, watch and
participate in the meeting through Zoom, or watch the meeting through a Live Stream (City
Website), Cable TV Channel 10 or watch a recording after the fact of the meeting (City Video
Archives). City Council Chamber doors open 30 minutes before the meeting start time.
Zoom participants are automatically muted and may view, listen, and provide audio public
comment when permitted (see “Public Comment/Public Participation”). Meetings are recorded,
and all rules of decorum apply to both in-person and remote participants.
PUBLIC COMMENT/PUBLIC PARTICIPATION
Members of the public may express comments to the City Council in person at the meeting, may
submit written comments via email before or at the meeting or attend virtually and provide
comments. Public comments must address an agenda item or an item within the subject matter
jurisdiction of the City Council.
When attending in-person, submit a Public Speaker card or Written Comment card to the City
Clerk prior to the start of the Public Comments period for non-agenda items or prior to the agenda
item being called.

When attending through Zoom, follow the instructions to indicate you wish to speak during the
meeting. You will be asked to raise your hands via Zoom (audio only; cameras will not be
activated for the public). When recognized by the City Clerk, unmute your microphone (Zoom
Host will grant permission) and provide comments. At the conclusion of your time, your ability to
unmute will be removed by the Zoom host. Individuals joining by telephone, press *9 to raise your
hand and when called upon by the City Clerk, press *6 to unmute and provide comments. Remote
participants must be present when called and are responsible for ensuring that they are connected
and able to hear the meeting.
Public speakers are limited to three minutes unless the presiding officer sets a different limit for
meeting management purposes. A speaker’s time may not be transferred to another speaker.
Remote public speakers will receive the same time allotment as a member of the public
commenting in person.
Please be mindful that the meeting will be recorded and all rules of decorum apply for in-person
and virtual attendees.
WRITTEN COMMENT
Written comments may be emailed to the City Clerk's Office at cityclerk@wlv.org no later than
4:00 p.m. on the meeting date. Written comments will be provided to City Council prior to the
meeting and posted at https://www.wlv.org/569/City-Council-Supplemental-Packets. Written
comments will not be read aloud by the City. A summary including the number of emails and
contents may be provided by the City Clerk.
Remote Access Disruption
In accordance with the Brown Act and City Council Resolution No. 2459-26, if the internet or
telephone service for the Zoom Host (City) goes down during the meeting, a recess will be called
for the meeting to allow staff to investigate the issue.
In accordance with the Americans with Disabilities Act, if you require a disability-related
modification or accommodation to attend or participate in this meeting, including auxiliary aids or
services, please call the City Clerk’s office at (818) 706-1613 at least 72 hours prior to the meeting.
Any disclosable public records related to an open session item on a regular meeting agenda and
distributed by the City to the City Council less than 72 hours prior to that meeting are available for
public inspection at City Hall (31200 Oak Crest Drive, Westlake Village) during normal business
hours and are posted on the City’s Website - https://www.wlv.org/569/City-Council-Supplemental-
Packets.

PUBLIC HEARINGS:
1. PLANNED DEVELOPMENT PERMIT NO. 26-002; ADMINISTRATIVE TREE
PERMIT NO. 26-007; SIGN MODIFICATION PERMIT NO. 26-008;
RESOLUTION NO. 2465-26 - Adopt Resolution No. 2465-26, determining Planned
Development Permit No. 26-002, Administrative Tree Permit No. 26-007, and Sign
Modification Permit No 26-008, are exempt from CEQA and authorize the
expansion of the existing parking lot, construction of a new parking lot and related
improvements to landscaping, sidewalk and street trees at 5495 Via Rocas
(Calvary Community Church).
RESOLUTION NO. 2465-26: A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WESTLAKE VILLAGE APPROVING PLANNED DEVELOPMENT PERMIT NO. 26-

CONSENT CALENDAR: Matters listed under the Consent Calendar are considered to be routine and

APPROVAL OF WARRANTS: Warrants effective July 15, 2026, in the amount of

OLD BUSINESS:
1. STATUS UPDATE ON CALENDAR YEAR 2026 CITY COUNCIL GOALS - City
Council to note and file the report.

2. CITYWIDE SPEED LIMIT REVISIONS - Adopt Resolution No. 2466-26, that new
speed limit signs be installed, and the installation of signs and markings on
Ridgeford Drive be delayed until such time that the City Manager, in consultation
with the City Traffic Engineer, determines it necessary to install.
RESOLUTION NO. 2466-26: A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WESTLAKE VILLAGE ESTABLISHING NEW SPEED LIMITS AT VARIOUS
LOCATIONS THROUGHOUT THE CITY AND RESINDING RESOLUTION NO. 1799-15
3. APPOINTMENT OF AD-HOC AND COMMUNITY MEMBERS TO THE
COMMUNITY WILDFIRE PROTECTION PLAN COMMITTEE AND APPROVAL
TO ISSUE A REQUEST FOR PROPOSALS FOR CONSULTANT SERVICES –
City Council approve the Ad-Hoc Community Wildfire Protection Plan Committee;
appoint two Councilmembers to serve on the Ad-Hoc Committee; appoint
community members Julie Newsome, Gabriel Albarian and Michael Dyer to the
Community Wildfire Protection Plan Committee, and authorize staff to issue a
Request for Proposals for consultant services related to analysis, outreach, and
drafting the Community Wildfire Protection Plan.
4. ADOPTION OF THE CITY’S 2026 EMERGENCY OPERATIONS PLAN - City
Council adopt the 2026 Emergency Operations Plan and grant the City Manager
the authority to make revisions to the document as needed.
