The City Council of the City of Westminster will regularly convene in joint
session for the purpose of considering the following City Council Agenda items.
The Westminster Housing Authority and the Westminster Public Finance
Authority are also agencies on which council serves as members. These
Agencies may also have items scheduled.

3.3 15-251 Special Event Permit application from The Vietnamese Community
of Southern California, The Vietnam Veterans of America Inc.,
Chapter 1024 and Ride the Thunder Movie, LLC.
Recommendation:
Staff recommends that the Mayor and City Council approve the
Special Event Permit application subject to the conditions attached
to the staff report.

BACKGROUND/DISCUSSION:
The Vietnamese Community of Southern California, The Vietnam
Veterans of America Inc., Chapter 1024 and Ride the Thunder
Movie LLC., are requesting use of Sid Goldstein Freedom Park for
a Bridging the Gap Ceremony. The event will take place on
Saturday; November 14, 2015 from 9:00 a.m. to 12:00 p.m.
(includes set up and clean up times). The actual event will take
place from 10:00 a.m. until 12:00 p.m. The applicants estimate the
attendance will be 300 participants.
The ceremony will include a flag salute, speeches and a bridging
ceremony to bring together the American and Vietnamese Solider.
The applicants informed staff they will be filming the ceremony.
Staff informed the applicants of the film permit process. The
applicants will be using amplified sound, sing patriotic songs,
provide canopies and hang banners/flags. The applicant is
requesting use of electricity from the City’s park building and the
restrooms remain open during the event. Staff notified Crystal
Rose Catering and the Rose Center Theater regarding the event
request. Staff met with the applicants to discuss compliance with
City codes and ordinances.
To preserve the safety of the public, and ensure the event is
conducted in a safe manner, the application was routed to the
following departments for requirements: Building Division, Police
Department (Traffic and Code Enforcement Division), and Public
Works Department (Traffic Engineering and Field Operations
Division).
As required by Westminster Municipal Code Section 9.61.080, the
applicants will be required to submit a Certificate of Liability
Insurance in the amount of two million dollars per occurrence and
two million dollars in the aggregate. The applicant will be required
to provide a $2,500 security/cleaning deposit.

Recommendation: Staff recommends that the Mayor and City Council approve the
Special Event Permit application subject to the conditions attached
to the staff report.

Recommendation:
Staff recommends that the Mayor and City Council approve the Annual
Measure M2 Expenditure Report for Fiscal year 2014-15 and adopt a
resolution entitled, “A Resolution of the Mayor and City Council of the
City of Westminster concerning the Measure M2 Expenditure Report for
the City of Westminster for the fiscal year ending June 30, 2015.”

5.2. 15-252 Approval of Snack Bar Concession Agreement
Recommendation:
Staff recommends that the Mayor and City Council approve an
agreement between the City of Westminster and District 62 Challenger
Division Little League for use of the snack bar facility located at
Westminster Park and authorize the City Manager to execute the
agreement.
