The City Council of the City of Westminster will regularly convene in joint session for the
purpose of considering the following City Council Agenda items. The Westminster Housing
Authority and the Westminster Public Finance Authority are also agencies on which council
serves as members. These Agencies may also have items scheduled.

3.6 Resolution Authorizing Midway City Sanitary District (District) to
submit an Application for CalRecycle’s Beverage Container
Recycling City/County Payment Program
Staff recommends that the Mayor and City Council approve a resolution entitled, “A
Resolution of the Mayor and City Council of the City of Westminster Authorizing
Submittal of a Regional Payment Program Application by the District as the
Regional Lead Participant, Related to Authorizations and Identification of
Participating Jurisdictions.
BACKGROUND/DISCUSSION:
The District has been applying for the subject annual CalRecycle grant on behalf of
the City for over 15 years. This year CalRecycle wants the District to get approval, in
the form of a resolution, from the City of Westminster to apply for the subject grant.
The subject grant in the amount of about $23,000 (it changes slightly year to year) is
for recycling outreach efforts promoting beverage container recycling including cans
and bottles. The grant would cover 50% of the District's cost for an annual calendar
that is mailed out to every resident within the City of Westminster and Midway City .
The calendar includes information covering water savings issues, bulky item
disposal, emergency contacts and sewer information. The grant would also cover
the District’s cost during the City’s Annual Safety Day event promoting recycling.
FISCAL IMPACT:
None.

Staff recommends that the Mayor and City Council:
1. Approve the proposed Job Classification Specification for Assistant
Finance Director; and
2. Approve a Resolution entitled, “A Resolution of the Mayor and City
Council of the City of Westminster Amending the Salary Schedule for the City ’s
Administrative, Management, and Confidential Employees as adopted by the
City Council on February 24, 2015 per City Resolution No. 4522.”

5.3. Approval of Agreement for EMS Ambulance Transportation
Services in Fiscal Year 2015-2016
Staff recommends that the Mayor and City Council: approve the award of a
one-year contract to CARE Ambulance Service, Inc. for provision of EMS
Ambulance Transportation Services beginning in Fiscal Year 2015-2016 in the
amount of $889,924 with four one-year renewal options; and
A) Authorize the City Manager to execute the contract on behalf of the
City; and
B) Direct the City Manager to bring forth an annual recommendation to the
City Council on exercising renewal options.
